Development shadows: the afterlife of collapsed development projects in the Zambian Copperbelt

Gemeinschaften, die früher das Ziel postkolonialer Entwicklungsprogramme waren, kämpfen auch noch lange nach dem Ende der Programme mit den Altlasten. In diesem Artikel wird das Nachleben landwirtschaftlicher Genossenschaften im Kupfergürtel von Sambia beschrieben, die in den 1960er-Jahren von Israel ins Leben gerufen wurden. Obwohl die Programme bereits im darauffolgenden Jahrzehnt scheiterten, bewältigen lokale Gemeinschaften die Geschichte des Aufstiegs und Falls der Programme noch immer nicht. In Kafubu Block und Kafulafuta hallen die Erfolge und Misserfolge dieser Planungen der Moderne noch heute in der physischen, sozialen und wirtschaftlichen Umgebung nach. Die Programme sind nach wie vor ein wesentlicher und umstrittener Bezugspunkt im individuellen und gemeinschaftlichen Leben. Eine langfristige Betrachtung der fortgesetzten Auseinandersetzung der Gemeinschaften mit dem Erbe der aufgegebenen Entwicklungsprojekte verstärkt unser Verständnis des komplexen "Nachlebens" und zeigt, wie die Vergangenheit ihre Relevanz behält, indem sie im Laufe der Zeit unterschiedliche Bedeutungen annimmt.Communities that were once the target of postcolonial development schemes still contend with the legacies of these interventions, long after such projects have been abandoned. This article looks at the afterlife of Israeli-led agricultural cooperatives that were initiated in the Zambian Copperbelt during the 1960s. Although these schemes collapsed in the decade following their establishment, local communities are still coping with the history of their rise and fall. In the Kafubu Block and Kafulafuta, the physical, social, and economic landscapes resonate with the successes and failures of this modernist planning. The schemes continue to provide a fundamental and contentious point of reference in both individual and community lives. A long-term perspective on the communities’ continued engagement with the legacies of the abandoned schemes deepens our understanding of development’s complex "afterlife", and demonstrates how the past retains its relevance by taking on different meanings over time

Interkultureller Kompetenzerwerb im DaF/DaZ-Unterricht

Die Diplomarbeit beschäftigte sich mit dem Erwerb interkultureller Kompetenz im DaF/DaZ-Unterricht. Zur Beantwortung der Forschungsfrage „Welche Einstellungen und Wahrnehmungen finden sich bei DaF/DaZ-Lernenden in Bezug auf das Lernziel interkulturelle Kompetenz?“ wurden Freiwillige am Beginn und Ende ihrer Kurse an der Universität Wien befragt. Die Untersuchungsfragen lauteten: - Welchen Stellenwert hat die Vermittlung von kulturellem Wissen neben den vier Fertigkeiten für Teilnehmende eines Intensivkurses in DaF/DaZ? - Was verstehen DaF/DaZ-Lernende unter interkultureller Kompetenz? Inwiefern scheint sie relevant? - Wie möchten DaF/DaZ-Studierende interkulturelle Kompetenz erwerben? - Fühlen sich die Teilnehmenden am Ende des DaF/DaZ-Kurses für spätere interkulturelle Zusammentreffen gut vorbereitet? - Welche Faktoren haben zur Entwicklung interkultureller Kompetenz beigetragen? Nach einer ausführlichen Diskussion der für die Untersuchung relevanten theoretischen Grundlagen, konnten folgende Erkenntnisse gewonnen werden: - Kultur spielt für die Befragten eine nennenswerte Rolle, wird aber einzelnen Fertigkeiten nachgestellt. - Bei den Definitionen handelt es sich oft um begrenzte Sichtweisen, manchmal aber auch komplexere Auffassungen. Interkulturelle Kompetenz wird als relevant oder zumindest interessant eingeschätzt. - Der Sprachkurs stellt die Nummer 1 unter den Erwerbswünschen für interkulturelle Kompetenz dar. Interaktion auf der Straße wird ebenso genannt. - Die Befragten stufen sich am Ende des Kurses mit Einschränkungen als interkulturell kompetent ein. Einzelne Aktivitäten, kulturvergleichende Diskussionen sowie eine internationale Teilnehmerschaft haben zur Entwicklung von interkultureller Kompetenz beigetragen. Summa summarum lassen die Einstellungen und Wahrnehmungen der Befragten neben allgemeiner Offenheit und vorhandenem Interesse gegenüber fremden Kulturen ebenso auf interkulturelle Sensibilisierung im Rahmen des Sprachkurses schließen

Demographic Inference and Representative Population Estimates from Multilingual Social Media Data

Social media provide access to behavioural data at an unprecedented scale and granularity. However, using these data to understand phenomena in a broader population is difficult due to their non-representativeness and the bias of statistical inference tools towards dominant languages and groups. While demographic attribute inference could be used to mitigate such bias, current techniques are almost entirely monolingual and fail to work in a global environment. We address these challenges by combining multilingual demographic inference with post-stratification to create a more representative population sample. To learn demographic attributes, we create a new multimodal deep neural architecture for joint classification of age, gender, and organization-status of social media users that operates in 32 languages. This method substantially outperforms current state of the art while also reducing algorithmic bias. To correct for sampling biases, we propose fully interpretable multilevel regression methods that estimate inclusion probabilities from inferred joint population counts and ground-truth population counts. In a large experiment over multilingual heterogeneous European regions, we show that our demographic inference and bias correction together allow for more accurate estimates of populations and make a significant step towards representative social sensing in downstream applications with multilingual social media.Comment: 12 pages, 10 figures, Proceedings of the 2019 World Wide Web Conference (WWW '19

Empagliflozin, irrespective of blood pressure, improves outcomes in heart failure with preserved ejection fraction: the EMPEROR-Preserved trial

AIMS: Empagliflozin reduces the risk of cardiovascular death or heart failure (HF) hospitalization in patients with HF and preserved ejection fraction. This study aims to evaluate if systolic blood pressure (SBP) moderates these effects. METHODS AND RESULTS: The association of SBP and the treatment effects of empagliflozin in EMPEROR-Preserved (empagliflozin outcome trial in patients with chronic heart failure with preserved ejection fraction) was evaluated. Randomized patients (n 5988) were grouped according to SBP at baseline (110 mmHg, n 455; 110130 mmHg, n 2415; 130 mmHg, n 3118). The effect of empagliflozin on blood pressure, cardiovascular death or HF hospitalization (primary outcome), total HF hospitalizations, and rate of decline in estimated glomerular filtration rate was studied. Over a median of 26.2 months, the placebo-corrected decline was small and not significantly different across baseline SBP. On placebo, the risk of cardiovascular death or hospitalization for HF was 8.58 at 130 mmHg, 8.26 at 110130 mmHg, and 11.59 events per 100 patient-years at 110 mmHg (P 0.12 vs. 130 mmHg, P 0.08 vs. 110130 mmHg). There was no evidence for baseline SBP moderating the effect of empagliflozin on risk of HF events (primary endpoint interaction P 0.69, recurrent HF hospitalizations interaction P 0.55). When comparing empagliflozin with placebo, SBP did not meaningfully associate with adverse events such as hypotension, volume depletion, and acute renal failure. CONCLUSION: In EMPEROR-Preserved, empagliflozin was effective and safe without SBP meaningfully moderating empagliflozins treatment effects. This analysis of EMPEROR-Preserved shows that empagliflozin can be used safely and effectively without blood pressure being a meaningful moderator of the drug benefit.
