Estratégia tecnológica para arranjos produtivos locais: uma metodologia baseada na elaboração de estudos prospectivos

Como ferramenta de suporte às decisões estratégicas, técnicas associadas à prospecção de futuro têm ganhado atenção crescente e aplicações variadas. Buscando suprir parte dessas demandas do ambiente de negócios, partindo de fundamentos científicos, esta tese ocupa-se em propor uma metodologia para definição de estratégia tecnológica compartilhada para Arranjos Produtivos Locais - APLs, a partir de estudos prospectivos. Esse objetivo decorre da possibilidade de oferecer aos APLs uma oportunidade e roteiro sistematizado para discutir a deliberar, de modo compartilhado, sobre um conjunto de posicionamentos estratégicos, particularmente em sua função tecnológica, conduzindo-o a uma gestão estratégica mais efetiva e orientada à antecipação ou construção do futuro. Para tanto, os temas estratégia tecnológica, estudos do futuro e arranjos produtivos locais são apresentados e analisados, dando suporte à posterior proposição de um modelo de referência para a definição de estratégias tecnológicas compartilhadas. Esse modelo é detalhado em termos de uma metodologia, integrada por nove etapas, que vão da negociação do projeto à documentação final e implementação do plano de ações estratégicas dele resultante. Para o seu desenvolvimento, adotou-se a pesquisa-ação junto ao Arranjo Produtivo Local de Tecnologia da Informação e Comunicação de Santa Catarina - APLTIC/SC, priorizando-se técnicas qualitativas e semi-quantitativas que envolveram pesquisa bibliográfica e documental, consulta a especialistas, workshops, análise estrutural e construção de cenários, dentre outras. A proposta de metodologia gerada foi submetida a especialistas para verificação de aplicabilidade e, uma vez avalizada, foi aplicada aos contextos do APLTIC/SC e do Arranjo Produtivo Local de Tecnologia da Informação do Sudoeste Paranaense - APL-Ti/Sudoeste-PR. Em ambos os casos, a metodologia conduziu à construção de um plano de ações estratégicas em tecnologia, correspondente a um cenário prospectivo identificado, organizado a partir de quatro dimensões de análise: contexto organizacional; comportamento estratégico; contexto industrial; e evolução tecnológica. Merece destaque o viés exploratório que a metodologia pretende agregar ao plano estratégico, antecipando a decisão coletiva sobre estratégias emergentes por decorrência da verificação de alterações na realização do cenário prospectivo adotado como prioritário. Sua aplicação a esses contextos, ambos envolvendo o setor de tecnologia da informação, dada sua relevância econômica e tecnológica, como atividade fim, mas também com grandes impactos transversais na economia, mostrou-se pertinente e eficaz no que se propunha a metodologia, suscitando os participantes, inclusive, à identificação de estratégias particulares para as firmas e também à busca de maior identidade coletiva enquanto APL, o que corrobora e complementa a validação da proposta, obtida por consulta objetiva aos participantes das aplicações.Organizations of various industries have sought to meet the challenges of the knowledge economy from the innovation and creation of productive agglomerations. As a tool for strategic decision support, techniques associated with the exploration of the future have gained increasing attention and varied applications. Order to overcome some of these demands of the business environment, based on scientific foundation, this thesis is concerned with proposing a methodology for defining shared technology strategy for brazilian clusters # APLs, from prospective studies. This goal arises from the possibility of offering to APLs an opportunity and a systematic roadmap to discuss and deliberate, in shared mode, on a set of strategic attitude, particularly in its technological function, leading him to a more effective and future oriented, by its anticipation or building, strategic management. To this end, technology strategy, future studies and brazilian clusters issues are presented and analyzed, giving further support to the proposition of a reference model for the definition of shared technological strategies. This model is detailed in terms of a methodology, comprised of nine stages, ranging from the project negotiation to final documentation and implementation of the strategic plan of action resulting from it. For its development, was adopted action-research with the Information and Communication Technology Cluster of Santa Catarina - APLTIC/SC, focusing on qualitative and semi-quantitative techniques involving documentary and bibliographical research, consultation with experts, workshops, structural analysis and scenario building, among others. The proposed methodology generated was submitted to experts for verification of applicability and, once endorsed, was applied to the contexts APLTIC/SC and the Information Technology Cluster of the Southwest Parana - APLTi/ Sudoeste-PR. In both cases, the methodology led to the construction of a technology strategic action plan, corresponding to a prospective scenario identified, organized from four dimensions of analysis: organizational context, strategic behavior, industrial context, and technological change. The ethodology aims to add noteworthy exploratory bias to the strategic plan, anticipating the collective decision on emerging strategies due to verification of performance changes of the main prospective scenario. Its application to these contexts, both involving the information technology sector, given its economic and technological relevance, as a core activity, but also with large transverse economical impacts, proved to be relevant and effective in that the methodology proposed, raising the participants to identification of strategies for private companies and also to search for greater collective identity, which supports and complements the validation of the proposal obtained by the participants of the consultation aims to applications

Uma revisão sistemática da literatura sobre Credit Scoring/ A systematic review of literature on Credit Scoring

A pontuação de crédito, “credit scoring”, transformou-se em uma técnica de vital importância junto as instituições fomentadoras de crédito na busca por avaliar e gerenciar o risco de crédito. O objetivo deste trabalho foi de realizar uma revisão sistemática da literatura sobre as técnicas utilizadas para esse fim nos últimos 09 anos, diretamente em artigos, principalmente os voltados a área de finanças e falências. Para a seleção do material utilizado junto aos bancos de pesquisa, a metodologia adotada foi o Proknow- C (Knowledge Development Process – Constructivist. Os resultados mostram que a técnica de Regressão Logística (RL) e Análise Discriminante (AD) são bastante utilizadas, tanto na predição direta como na comparação com outros resultados, havendo crescente interesse pelas técnicas computacionais como Redes Neurais Artificiais (RNA) e Support Vector Machines (SVM)

Lean production associated with computer simulation: a systematic review in the healthcare

Lean manufacturing is currently one of the most widely used philosophies in the world. Prior to Lean, simulation emerged as an extremely powerful tool for analysis, comparison and learning. Despite the common objective, there are few records of joint studies. The objective of the present study is to perform a literature review and identify, which are the principles and tools of lean production used in the area of health care and the contributions of computer simulation, in the process of implementation and maintenance. The methodology used was the literature review and bibliometric analysis. The data were collected between the months of December 2020 and February 2021. At the end of the survey, 34 studies were classified for analysis. A relevant aspect is the identification of the role of simulation in the process of implementing and maintaining Lean. It is noticed that the joint contribution is greater than the isolated application, however, studies show that the application is restricted to one sector, in a greater proportion, emergency sectors. Among the most used tools is the flow mapping and the identification of value activities in the customer's view. Among the barriers identified, the lack of data or the need to collect information, in a preliminary way, related to the times, flow of care for patients or professionals, stands out. It is noted, a significant potential of this duet, however, the measurement of the results obtained after the application of the tools, seems to be a gap to be explored in the future

Diagnóstico da inovação em empresas de tecnologia da informação de um município do sudoeste do Paraná

O ciclo de vida de produtos e tecnologia tem-se encurtado principalmente devido à alta competitividade do ambiente de negócios e, nesse sentido, a capacidade de lidar com essas dimensões da gestão empresarial é crucial para a competitividade das organizações, principalmente as empresas intensivas em tecnologia, como é o caso da indústria de software. Dessa forma, o objetivo desse estudo é mensurar as dimensões da inovação e estagiar a inovação nas empresas que compõem um núcleo de tecnologia. Sendo assim, tem-se um estudo exploratório, multicascos, com a aplicação de dois questionários sendo o primeiro proposto por Carvalho, Reis e Cavalcante (2011) que visa avaliar maturidade das empresas frente à inovação e o segundo de Scherer e Carlomagno (2009) que analisa as dimensões da inovação, sendo ambos complementares. Como resultados obteve-se quanto aos estágios de inovação que três empresas estão no estágio Disseminação, uma em Inovação como Estratégia; três como Estruturação e três como Parcerias e quanto às dimensões destaca-se funding e processo como deficitárias e como mais desenvolvida a dimensão Estrutura. Para tanto, na intersecção entre os resultados dos dois métodos pode-se estabelecer ações para melhoria da inovação nessas empresas

Diagnóstico da inovação em empresas de tecnologia da informação de um município do sudoeste do Paraná

The life cycle of products and technology has shortened mainly due to highly competitive business environment and in this sense, the ability to deal with these dimensions of business management is crucial to the competitiveness of organizations mainly intensive companies in technology, such as in the case of software industry. Thus, the aim of this study is to measure the dimensions of innovation and the stage of innovation in enterprises that form a   technological center. Thus, this is an exploratory study of multicases with the application of two questionnaires: the first proposed by Carvalho, Reis and Cavalcante (2011) that aims to evaluate the maturity of companies facing innovation and the second by Scherer and Carlomagno (2009) that analyzes the dimensions of innovation, both being complementary. The result obtained showed that regarding innovation, three companies are in the Dissemination stage, one in Innovation as Strategy; three in Structuring and another three in Partnerships. Concerning the dimensions, funding and processes stand out as in deficit. As more developed dimension, it is the structure dimension that stands out. Adoção de inovações tecnológicas no cultivo de hortaliças em sistema de plantio direto: uma revisão integrativa da literatura

The considerable increase in the consumption of fresh horticultural products has intensified the importance of adopting technological innovations in agriculture, especially in the cultivation in a direct planting system for vegetables (SPDH). However, it is difficult to find and adopt technologies at a cost compatible with the size and revenue of the properties. In this way, a study was developed with the objective of identifying existing technologies and the conditions for the adoption of technological innovation in the cultivation of vegetables in SPDH. Carried out through a systematic review of the literature in the Scopus and Web of Science databases, in the period 2009-2019, it involved bibliometric and content analysis of the selected portfolio. For this purpose, the PRISMA analysis method was adopted. From this search, 94 articles were selected for in-depth study, from which it is concluded that innovation in the development of agriculture in the field of vegetables reduces the need for labor, makes it possible to establish a production standard, increase productivity and the supply of products with taste and quality required by the standards. It also improves the quality of life of farmers. However, for the SPDH to become more effective, some technological adaptations are needed. A list of technologies and criteria evaluated for their adoption was compiled and organized, helping the structuring of new research on the subject and access to specific knowledge for farmers interested in technological innovation for their properties
