    Induced Bank Filtration: Hydraulic Testing of Pilot Filters

    Hydraulic tests were performed on two pilot scale filters as part of a water treatment project in the village of Nersa, Karnataka, India. The filters use locally sourced alluvial material to filter E.coli contamination using natural processes that mimic those in Riverbank Filtration (RBF). Two pilot scale filters were tested, one containing locally sourced granular activated carbon (GAC) and one without. A falling head test and tracer test were preformed, and breakthrough curves were used to analyze the hydraulic performance. E.coli data were also collected, and percent removal was calculated to determine the effectiveness of the filters. Relative to the influent water, the E.coli removal percentage of Filter 1 (no GAC) was consistently high and ranged between 97.1% and 100% E.coli. The addition of GAC did not improve performance in this study. Overall, the effectiveness in bacteria removal observed in the non GAC filter warranted construction of a full-scale system

    Sustainable Water Treatment with Induced Bank Filtration

    This study demonstrates that an induced bank filter (IBF) system can treat raw water polluted with Escherichia coli (E. coli) bacteria. Similar to riverbank filtration (RBF), induced or reversed bank filtration relies on natural processes to clean water, including filtration through layers of allochthone alluvial sediments and a bioactive layer that forms on top of the filter after a ripening period. At the study site, located in Southwestern India, villagers rely on a mountain spring for their water supply. Although of generally high quality, the spring water contains E. coli bacteria (up to ~2000 MPN/100 mL). Raw water diverted from this spring was gravity-fed into the IBF system, which consisted of a (1) flow regulator, (2) pre-filter and (3) the actual IBF filter. Designed and constructed based on pilot testing of prototype filters, a full-scale filter (5 m by 7 m by 2 m) was built and its performance and maintenance requirements were studied during both the monsoon season and the dry season. The data show that the IBF significantly improved the water quality. Turbidity and E. coli concentrations were reduced to or below the detection limit (approximately 2.5 log unit reduction). During the peak of the monsoon season (August), E. coli was present in the IBF effluent after a storm destroyed the cover of the IBF tank. The IBF construction and maintenance costs were documented. Extrapolated over a 10-year period, the cost of IBF water was 3 and 10 times lower than reverse osmosis or water supplied by truck, respectively. This study demonstrates that IBF can be part of an affordable water supply system for rural villages in mountainous terrain where conventional RBF systems cannot be installed or where other water treatment technologies are out of financial reach

    An Agent-Based Simulation API for Speculative PDES Runtime Environments

    Agent-Based Modeling and Simulation (ABMS) is an effective paradigm to model systems exhibiting complex interactions, also with the goal of studying the emergent behavior of these systems. While ABMS has been effectively used in many disciplines, many successful models are still run only sequentially. Relying on simple and easy-to-use languages such as NetLogo limits the possibility to benefit from more effective runtime paradigms, such as speculative Parallel Discrete Event Simulation (PDES). In this paper, we discuss a semantically-rich API allowing to implement Agent-Based Models in a simple and effective way. We also describe the critical points which should be taken into account to implement this API in a speculative PDES environment, to scale up simulations on distributed massively-parallel clusters. We present an experimental assessment showing how our proposal allows to implement complicated interactions with a reduced complexity, while delivering a non-negligible performance increase

    Coping Rationally with Lapses from Rationality

    People have difficulty governing certain of their own behaviors, and employ strategies to constrain future choices. These efforts can be interpreted as rational attempts to cope with some foreseeable lapse from full rationality. The philosophy literature and a small amount of recent economics literature concentrate on temptations - addictions, eating problems, sexual incontinence. Just what occurs during a "lapse" is often hard to describe, and whether succumbing should be considered rational or not is in dispute. Here, a number of conditions and behaviors are introduced for which a judgment about "irrationality" will be less problematic. They are important in their own right, and also help to enlarge the class in which the more notorious addictive and compulsive behaviors can be fitted. The latter may then be seen as members of a family not all of whose members are so perplexing.Rationality

    An evaluation of the FDA's analysis of the costs and benefits of the graphic warning label regulation

    The Family Smoking Prevention and Tobacco Control Act of 2009 gave the Food and Drug Administration (FDA) regulatory authority over cigarettes and smokeless tobacco products and authorised it to assert jurisdiction over other tobacco products. As with other Federal agencies, FDA is required to assess the costs and benefits of its significant regulatory actions. To date, FDA has issued economic impact analyses of one proposed and one final rule requiring graphic warning labels (GWLs) on cigarette packaging and, most recently, of a proposed rule that would assert FDA’s authority over tobacco products other than cigarettes and smokeless tobacco. Given the controversy over the FDA's approach to assessing net economic benefits in its proposed and final rules on GWLs and the importance of having economic impact analyses prepared in accordance with sound economic analysis, a group of prominent economists met in early 2014 to review that approach and, where indicated, to offer suggestions for an improved analysis. We concluded that the analysis of the impact of GWLs on smoking substantially underestimated the benefits and overestimated the costs, leading the FDA to substantially underestimate the net benefits of the GWLs. We hope that the FDA will find our evaluation useful in subsequent analyses, not only of GWLs but also of other regulations regarding tobacco products. Most of what we discuss applies to all instances of evaluating the costs and benefits of tobacco product regulation and, we believe, should be considered in FDA's future analyses of proposed rules.Robert Wood Johnson Foundation (Grant 71484

    Rendezvous of Heterogeneous Mobile Agents in Edge-weighted Networks

    We introduce a variant of the deterministic rendezvous problem for a pair of heterogeneous agents operating in an undirected graph, which differ in the time they require to traverse particular edges of the graph. Each agent knows the complete topology of the graph and the initial positions of both agents. The agent also knows its own traversal times for all of the edges of the graph, but is unaware of the corresponding traversal times for the other agent. The goal of the agents is to meet on an edge or a node of the graph. In this scenario, we study the time required by the agents to meet, compared to the meeting time TOPTT_{OPT} in the offline scenario in which the agents have complete knowledge about each others speed characteristics. When no additional assumptions are made, we show that rendezvous in our model can be achieved after time O(nTOPT)O(n T_{OPT}) in a nn-node graph, and that such time is essentially in some cases the best possible. However, we prove that the rendezvous time can be reduced to Θ(TOPT)\Theta (T_{OPT}) when the agents are allowed to exchange Θ(n)\Theta(n) bits of information at the start of the rendezvous process. We then show that under some natural assumption about the traversal times of edges, the hardness of the heterogeneous rendezvous problem can be substantially decreased, both in terms of time required for rendezvous without communication, and the communication complexity of achieving rendezvous in time Θ(TOPT)\Theta (T_{OPT})
