    A relação entre o contexto político, concepção e implementação de planos de integração

    The decision handed down by the U.S. Supreme Court in Parents Involved in Community Schools v. Seattle School District No. 1 (2007) has forced school districts to begin thinking of new ways to integrate their schools without relying on race as the single factor in their assignment plans. While some school districts already have begun to implement race-neutral student assignments, others are just beginning the process and are looking to plans that have been able to maintain diversity despite the new limitations being placed on them. In an effort to understand factors critical in shaping racial and socioeconomic diversity in school districts given the new requisite limitations, this study examined the relationship between the design, context, and implementation of three different integration plans that rely on voluntary choice and socioeconomic status (SES). The findings suggest that geographic and political contexts matter in the shaping and adoption of integration plans based on voluntary choice and SES. Suggestions are offered to help maintain integration given the local sociopolitical context of the school districts.La decisión dictada por la Corte Suprema de EE.UU. en el caso de “Padres Involucrados en Escuelas Comunitarias contra el Distrito Escolar de Seattle No. 1 (2007)” ha obligado a los distritos escolares a pensar en nuevas formas de integrar sus escuelas sin depender de la raza como factor en su los planes de integración. Mientras que algunos distritos escolares ya han comenzado a implementar planes “racialmente neutrales” para incorporar estudiantes, otros apenas están empezando el proceso y está buscando estrategias capaces de mantener la diversidad a pesar de las nuevas limitaciones que se les imponen. En un esfuerzo por comprender los factores críticos en la formación de la diversidad racial y socioeconómica en los distritos escolares, dadas las limitaciones necesarias nuevas, este estudio examinó la relación entre el diseño, el contexto y la aplicación de tres planes de integración diferentes que dependen de la elección voluntaria y el estatus socioeconómico (SES). Los hallazgos sugieren que la materia contextos geográficos y políticos en la elaboración y adopción de planes de integración basado en la elección voluntaria y SES. Se ofrecen sugerencias para ayudar a mantener la integración, dado el contexto socio-político local, de los distritos escolares.A decisão proferida pela Suprema Corte dos EUA no caso “Pais envolvidos em escolas comunitárias contra a Escola Distrital de Seattle No. 1 (2007)” tem forçado os distritos escolares a pensar em novas formas de integrar as escolas, sem depender de raça como um fator em seus planos de integração. Enquanto alguns distritos escolares já começaram a implementar planos de "racialmente neutros" para incluir os alunos, outros distritos estão apenas começando o processo e estão buscando estratégias que sejam capazes de manter a diversidade, apesar das novas restrições. Em um esforço para entender os fatores críticos na formação da diversidade racial e socioeconômica em distritos escolares, dadas as novas limitações, este estudo examinou a relação entre contexto, concepção e aplicação de três diferentes planos de integração que dependem da seleção voluntária, status socioeconômico (SES sigla em Inglês). As descobertas sugerem que os contextos geográficos e políticos são relevantes para o desenvolvimento e a adoção de planos de integração baseados em escolha voluntária e SES.     This project stems from the Exploration, Research, and Technology Directorate (UB) Projects Division, and one of their main initiatives is the "Journey to Mars". Landing on the surface of Mars which is millions of miles away is an incredibly large challenge. The terrain is covered in boulders, deep canyons, volcanic mountains, and spotted with sand dunes. The robotic lander is a kind of spacecraft with multiple purposes. One purpose is to be the protective shell for the Martian rover and absorb the impact from the landing forces; another purpose is to be a place where the rovers can come back to, actively communicate with, and recharge their batteries from. Rovers have been instrumental to the Journey to Mars initiative. They have been performing key research on the terrain of the red planet, trying to unlock the mysteries of the land for over a decade. The rovers that will need charging will not all have the same kind of internal battery either. RASSOR batteries may differ from the PbAC batteries inside Red Rover's chassis. NASA has invested heavily in the exploration of the surface of Mars. A driving force behind further exploration is the need for a more efficient operation of Martian rovers. One way is to reduce the weight as much as possible to reduce power consumption given the same mission parameters. In order to reduce the mass of the rovers, power generation, communication, and sample analysis systems currently onboard Martian rovers can be moved to a stationary lander deck. Positioning these systems from the rover to the Lander deck allows a taskforce of smaller, lighter rovers to perform the same tasks currently performed by or planned for larger rovers. A major task in transferring these systems to a stationary lander deck is ensuring that power can be transferred to the rovers

    Reestruturação de um distrito escolar no nível do condado: uma análise crítica do desenvolvimento de políticas e políticas para a descentralização

    Policymakers and educational leaders continue to use school district decentralization as a reform effort that attempts to shift power and authority from central office administration to school-level leadership. In 2015, the Nevada Legislature passed legislation to restructure the Clark County School District (CCSD), the state’s largest school district, with the intent of breaking it up into smaller districts but instead evolving to decentralization. In this article, we use case study methods to explore the events leading up to the reorganization of CCSD. We take a critical perspective on Kingdon’s multiple streams framework to analyze the reorganization efforts, focusing specifically on how Nevada’s political context provided a window of opportunity for the reorganization to occur. We also examine the extent to which equitable educational opportunity was a factor in these efforts. Our analysis of the reorganization of CCSD contributes to a wider understanding of state-level policy development and politics within contemporary educational contexts. In this case, we find that state-level policymakers successfully leveraged the opportunity to enact the power and authority necessary to significantly and rapidly impact the structure of one of the largest school districts in the United States.  Los formuladores de póliticas y los líderes educativos continúan con el uso de la descentralización del distrito escolar como un esfuerzo de reforma que intenta cambiar el poder y la autoridad de la administración de la oficina central al liderazgo a nivel escolar. Durante 2015, la Legislatura de Nevada aprobó una ley para reestructurar el Distrito Escolar del Condado de Clark (CCSD), el distrito escolar más grande del estado, con la intención de dividirlo en distritos más pequeños, pero se desarrolló hacia la descentralización. En este artículo, usamos métodos de estudio de caso para explorar los eventos que causaron la reorganización de CCSD. Tomamos una perspectiva crítica sobre el multiple streams framework de Kingdon para analizar los esfuerzos de reorganización, centrándonos específicamente en como el contexto político de Nevada creo oportunidades para que se produzca la reorganización. También examinamos el punto en cual la oportunidad educativa equitativa fue un factor en estos esfuerzos. Nuestro análisis de la reorganización de CCSD contribuye a una comprensión más amplia del desarrollo de la política y las pólizas a nivel estatal dentro de contextos educativos contemporáneos. En este caso, encontramos que los legisladores a nivel estatal exitosamente aprovecharon la oportunidad de representar el poder y la autoridad necesaria para tener un impacto significativo y rápido en la estructura de uno de los distritos escolares más grandes de los Estados Unidos.Os formuladores de políticas e os líderes educacionais continuam a usar a descentralização do distrito escolar como um esforço de reforma que tenta mudar o poder e a autoridade da administração do escritório central para a liderança do nível escolar. Em 2015, o Legislativo de Nevada aprovou uma lei para reestruturar o Distrito Escolar do Condado de Clark (CCSD), o maior distrito escolar do estado, com a intenção de dividi-lo em distritos menores, mas desenvolvido para a descentralização. Neste artigo, utilizamos métodos de estudo de caso para explorar os eventos que causaram a reorganização do CCSD. Nós tomamos uma perspectiva crítica sobre o quadro de múltiplos fluxos de Kingdon para analisar os esforços de reorganização, enfocando especificamente sobre como o contexto político em Nevada cria oportunidades de reorganização. Nós também examinamos o ponto em que a igualdade de oportunidades educacionais foi um fator nesses esforços.     Consolidation Versus Fragmentation: The Relationship Between School District Boundaries and Segregation in Three Southern Metropolitan Areas

    School district boundary lines are a central driver of segregation and educational inequality. Most metropolitan areas are fragmented by multiple school systems that differ widely in their racial and socioeconomic makeup, as well as students\u27 access to educational resources. This Article explores the impact of school district consolidation and fragmentation processes in three metropolitan areas that represent a continuum of inclusion and exclusion: Louisville- Jefferson County, Kentucky; Memphis-Shelby County, Tennessee; and Birmingham-Jefferson County, Alabama. It focuses on how district boundary arrangements help shape the implementation of school desegregation over time, particularly from 1960-2012. Each of the selected metropolitan areas analyzed in this Article is in the southern region of the United States. The South, with its system of legally sanctioned apartheid, became the most integrated region for students after the full weight of the federal government began to enforce Brown v. Board of Education. Additionally, metropolitan school desegregation efforts are more common in the South, in part because a handful of southern states operate under laws that facilitate city-suburban mergers. This Article\u27s exploration of school district boundaries, segregation, and opportunity helps illuminate key strategies and stumbling blocks related to contemporary efforts to overcome the divisive impact of school district boundary lines

    Neuroinflammation by cytotoxic T-lymphocytes impairs retrograde axonal transport in an oligodendrocyte mutant mouse

    Mice overexpressing proteolipid protein (PLP) develop a leukodystrophy-like disease involving cytotoxic, CD8+ T-lymphocytes. Here we show that these cytotoxic T-lymphocytes perturb retrograde axonal transport. Using fluorogold stereotactically injected into the colliculus superior, we found that PLP overexpression in oligodendrocytes led to significantly reduced retrograde axonal transport in retina ganglion cell axons. We also observed an accumulation of mitochondria in the juxtaparanodal axonal swellings, indicative for a disturbed axonal transport. PLP overexpression in the absence of T-lymphocytes rescued retrograde axonal transport defects and abolished axonal swellings. Bone marrow transfer from wildtype mice, but not from perforin- or granzyme B-deficient mutants, into lymphocyte-deficient PLP mutant mice led again to impaired axonal transport and the formation of axonal swellings, which are predominantly located at the juxtaparanodal region. This demonstrates that the adaptive immune system, including cytotoxic T-lymphocytes which release perforin and granzyme B, are necessary to perturb axonal integrity in the PLP-transgenic disease model. Based on our observations, so far not attended molecular and cellular players belonging to the immune system should be considered to understand pathogenesis in inherited myelin disorders with progressive axonal damage

    Sex differences in treatment and outcomes of patients with in-hospital ST-elevation myocardial infarction.

    BACKGROUND AND HYPOTHESIS Two cohorts face high mortality after ST-elevation myocardial infarction (STEMI): females and patients with in-hospital STEMI. The aim of this study was to evaluate sex differences in ischemic times and outcomes of in-hospital STEMI patients. METHODS Consecutive STEMI patients treated with percutaneous coronary intervention (PCI) were prospectively recruited from 30 hospitals into the Victorian Cardiac Outcomes Registry (2013-2018). Sex discrepancies within in-hospital STEMIs were compared with out-of-hospital STEMIs. The primary endpoint was 12-month all-cause mortality. Secondary endpoints included symptom-to-device (STD) time and 30-day major adverse cardiovascular events (MACE). To investigate the relationship between sex and 12-month mortality for in-hospital versus out-of-hospital STEMIs, an interaction analysis was included in the multivariable models. RESULTS A total of 7493 STEMI patients underwent PCI of which 494 (6.6%) occurred in-hospital. In-hospital versus out-of-hospital STEMIs comprised 31.9% and 19.9% females, respectively. Female in-hospital STEMIs were older (69.5 vs. 65.9 years, p = .003) with longer adjusted geometric mean STD times (104.6 vs. 94.3 min, p < .001) than men. Female versus male in-hospital STEMIs had no difference in 12-month mortality (27.1% vs. 20.3%, p = .92) and MACE (22.8% vs. 19.3%, p = .87). Female sex was not independently associated with 12-month mortality for in-hospital STEMIs which was consistent across the STEMI cohort (OR: 1.26, 95% CI: 0.94-1.70, p = .13). CONCLUSIONS In-hospital STEMIs are more frequent in females relative to out-of-hospital STEMIs. Despite already being under medical care, females with in-hospital STEMIs experienced a 10-min mean excess in STD time compared with males, after adjustment for confounders. Adjusted 12-month mortality and MACE were similar to males

    Differences in outcomes of patients with in-hospital versus out-of-hospital ST-elevation myocardial infarction: a registry analysis

    OBJECTIVES Patients with ST-elevation myocardial infarction (STEMI) that occur while already in hospital ('in-hospital STEMI') face high mortality. However, data about this patient population are scarce. We sought to investigate differences in reperfusion and outcomes of in-hospital versus out-of-hospital STEMI. DESIGN, SETTING AND PARTICIPANTS Consecutive patients with STEMI all treated with percutaneous coronary intervention (PCI) across 30 centres were prospectively recruited into the Victorian Cardiac Outcomes Registry (2013-2018). PRIMARY AND SECONDARY OUTCOMES Patients with in-hospital STEMI were compared with patients with out-of-hospital STEMI with a primary endpoint of 30-day major adverse cardiovascular events (MACE). Secondary endpoints included ischaemic times, all-cause mortality and major bleeding. RESULTS Of 7493 patients with PCI-treated STEMI, 494 (6.6%) occurred in-hospital. Patients with in-hospital STEMI were older (67.1 vs 62.4 years, p<0.001), more often women (32% vs 19.9%, p<0.001), with more comorbidities. Patients with in-hospital STEMI had higher 30-day MACE (20.4% vs 9.8%, p<0.001), mortality (12.1% vs 6.9%, p<0.001) and major bleeding (4.9% vs 2.3%, p<0.001), than patients with out-of-hospital STEMI. According to guideline criteria, patients with in-hospital STEMI achieved symptom-to-device times of ≤70 min and ≤90 min in 29% and 47%, respectively. Patients with out-of-hospital STEMI achieved door-to-device times of ≤90 min in 71%. Occurrence of STEMI while in hospital independently predicted higher MACE (adjusted OR 1.77, 95% CI 1.33 to 2.36, p<0.001) and 12-month mortality (adjusted OR 1.49, 95% CI 1.08 to 2.07, p<0.001). CONCLUSIONS Patients with in-hospital STEMI experience delays to reperfusion with significantly higher MACE and mortality, compared with patients with out-of-hospital STEMI, after adjustment for confounders. Focused strategies are needed to improve recognition and outcomes in this high-risk and understudied population

    Self-Regulation of Candida albicans Population Size during GI Colonization

    Interactions between colonizing commensal microorganisms and their hosts play important roles in health and disease. The opportunistic fungal pathogen Candida albicans is a common component of human intestinal flora. To gain insight into C. albicans colonization, genes expressed by fungi grown within a host were studied. The EFH1 gene, encoding a putative transcription factor, was highly expressed during growth of C. albicans in the intestinal tract. Counterintuitively, an efh1 null mutant exhibited increased colonization of the murine intestinal tract, a model of commensal colonization, whereas an EFH1 overexpressing strain exhibited reduced colonization of the intestinal tract and of the oral cavity of athymic mice, the latter situation modeling human mucosal candidiasis. When inoculated into the bloodstream of mice, both efh1 null and EFH1 overexpressing strains caused lethal infections. In contrast, other mutants are attenuated in virulence following intravenous inoculation but exhibited normal levels of intestinal colonization. Finally, although expression of several genes is dependent on transcription factor Efg1p during laboratory growth, Efg1p-independent expression of these genes was observed during growth within the murine intestinal tract. These results show that expression of EFH1 regulated the level of colonizing fungi, favoring commensalism as opposed to candidiasis. Also, different genes are required in different host niches and the pathway(s) that regulates gene expression during host colonization can differ from well-characterized pathways used during laboratory growth
