    Health Inequalities Among Older Adults In Developed Countries: Reconciling Theories and Policy Approaches

    Policies that are meant to support older people in Canada might worsen inequalities. Increasingly privatized pension schemes and lack of subsidized support services disproportionately reward those with the most social and economic means in old age. Those who benefit generally experience better health than those who are disadvantaged. Canada has opportunity to guard against such a skewed impact of programs for the elderly by drawing on approaches developed by the World Health Organization, international examples, and sociological theory and research. These approaches can to help design policies that transcend existing inequalities in older people, fostering more equitable health outcomes

    Despite universal access to healthcare, there are disparities in older people’s health status in developed countries. These inequalities are rooted in lifelong differences in social and economic status. Government policies to assist older people may end up reinforcing these inequalities if they fail to create a buffer against their effects. However, best case practices and WHO guidance show that policies can also mitigate against the effects of lifelong disadvantage in older age. There is opportunity to design initiatives for older people in Canada that lessen the disparities in health outcomes that we currently see

Des régimes de pensions de plus en plus privatisées et un manque de services de soutien subventionnés profitent de façon disproportionnée à ceux qui ont les moyens sociaux et économiques les plus forts à l’âge avancé. Les gens favorisés sont en meilleure santé que ceux qui sont désavantagés. Le Canada a l’occasion d’éviter un impact si biaisé des programmes pour les aînés, en puisant dans les approches créées par l’Organisation mondiale de la santé, des exemples internationaux et dans la théorie et la recherche sociologique.     rd generation mobile communication networks (3G) have been heralded as a paradigm shift that will irreversibly change the structure of the telecommunications industry. In an ideal "3G world", roaming users will be offered an abundance of value-added services typically developed by independent service providers. It is commonly recognized that the plethora of business combinations and technical implementations in the emerging 3G era will substantially raise the bar on the respective management frameworks. The present contribution deals with service provision aspects in 3G network environments and particularly focuses on service deployment and management matters. We conduct a requirement analysis of the 3G service provision process and illustrate the need for an integrated service management platform. Next, we elaborate on the architectural and implementation details of a service provision management platform capable of intelligently delivering downloadable applications to 3G mobile users, as designed and developed within the frame of the EC IST project MOBIVAS. Finally, we conclude the paper by positioning our approach with regard to relevant standardization activities and laying out directions for future work
