The Relationship Between Values and Interests
Some writers equate values with interests. Philipp Heck defines interests, which he treats as synonymous with values, as “all things that man holds dear, and all ideals which guide man\u27s life. ”There are many writers who distinguish between the two concepts and go into the details of the distinction, as is explained below. There is an apparent relationship between interests, principles, rules, values, objectives and other similar terms. Our main purpose is to find the link between interests and values, because the term interest dominates all legal discourse. In simple terms, interests recognized and enforced by law become rights. Pelaksanaan Pendaftaran Akta Pemberian Hak Tanggungan yang Melebihi Batas Waktu Pendaftaran (Studi di Kantor Bpn Kabupaten Malang)
Dalam perjanjian kredit, sudah semestinya bahwa pihak kreditur memperolehjaminan atas piutangnya. Tanah adalah objek jaminan yang paling idealdigunakan karena nilainya semakin meningkat dan tidak mudah musnah. Tanahsebagai jaminan diatur oleh Undang-Undang Nomor 4 Tahun 1996 tentang HakTanggungan. Terhadap tanah yang menjadi objek jaminan harus dilakukanpembebanan hak tanggungan oleh PPAT dan setelah itu wajib didaftarkan kekantor pertanahan sebagai bukti lahirnya Hak Tanggungan dan untuk memenuhiasas publisitas. Dalam pasal 13 ayat (2) Undang-Undang Hak Tanggungan telahditentukan bahwa Selambat-lambatnya 7 (tujuh) hari kerja setelahpenandatanganan Akta Pemberian Hak Tanggungan, PPAT wajib mengirimkanAkta Pemberian Hak Tanggungan beserta warkah lain kepada KantorPertanahan. Namun tidak semua PPAT mentaati aturan tersebut. Di kantor BPNKabupaten Malang masih terdapat PPAT yang mendaftar melebihi batas waktu.Hal itu berarti telah melanggar ketentuan pasal 13 ayat (2) Undang-Undang HakTanggungan. Tetapi, berkas tersebut tetap diterima oleh BPN untuk diprosesmenjadi sertipikat hak tanggungan. Keterlambatan pendaftaran hanya akanmenunda lahirnya Hak Tanggungan, namun tidak mempengaruhi keabsahanAPHT yang didaftarkan. Konsekuensi akan keterlambatan pendaftaran APHT,menimbulkan sanksi administratif terhadap PPAT dan juga kerugian kepadakreditur sebab pendaftaran hak tanggungan menjadi penentu lahirnya HakTanggungan.Kata kunci: keterlambatan pendaftaran, hak tanggungan, pelanggaran PPAT,sanks
Preventive effects of dill oil on potassium bromated-induced oxidative DNA damage in garlic root tips
In this study, the potential antimutagenic/cytoprotective effect of the oil extract (2.5µg/ml) from Anethum graveolens L. (Dill) on oxidative DNA damage was tested. The experiments were carried out to inhibit mutagenicity induced by potassium bromated (KBrO3-9g/l) in Allium assay using mitotic activities and nuclear DNA contents. Result showed a clear reduction in radical length in all KBrO3-treated groups compared to control plants. Mitotic activity, measured by mitotic index (MI) and mitotic stages, were significantly decreased in meristematic cells after KBrO3 application, The results showed that mitotic index (MI) was decreased to reach about 0.8 at 24 hrs compared with 23.9% in untreated plants. The analysis of potential cyto and genoprotective of dill extract on nuclear DNA contents showed a statistically significant increase in the nuclear DNA content compared to KBrO3-treated roots was observed. Clearly, dill oil showed highly performance in protecting the mitotic cells against mutagenic KBrO3 effects by increasing the MI and decreasing the abnormal chromosomes. Also, the percentage of damage reduction was observed in the pre- (28.9, 57.9 and 46.4 %), simultaneous (53.0, 70.6 and 35.7 %) and post- (37.3, 61.8 and 50 %) treatment. The results of the qualitative study showed that this dill extracts were rich in chemical compounds belonging to several phytochemical classes. GC-MS analysis detected 29 chemical compounds with different concentrations. The predominant ones were Octadecanoic acid (31.75%) and 2-pentanone, 4-hydroxy-4-methyl (16.77). So that these experiments will help to understand and uncover the mechanism of action dill oil against the mutagenic effects of KBrO3 (i.e whether they have a prophylactic or treatment activity)
Performance Efficiency of University Education from Students Perspective
The study aims to identify the efficiency of the university education performance from the perspective of postgraduate and undergraduate students in international and Palestinian universities. The analytical descriptive approach was used for this purpose and the questionnaire was used as a main tool for data collection. The study community consists of: post graduate students, (23850) graduate students and (146355) undergraduate students. The sample of the study was 378 graduate students and 383 undergraduate students. The random stratified sample was used. The Statistical Package of Social Sciences (SPSS) was also used for data analysis.
The study reached a number of results, the most important of which are: The level of efficiency of educational performance in Palestinian and international universities from the point of view of postgraduate and undergraduate students was high. And that there are significant differences between the average views of the sample of the study on the efficiency of educational performance in Palestinian and international universities attributed to the University and to the benefit of international universities.
The study concluded many recommendations, the most important of which is the necessity of continuing to develop e-learning strategies that affect the efficiency of educational performance and research commensurate with the university's position in the local and international community, which puts it on the best classification between local and international universities through e-learning
E-Learning Strategies in Developing Research Performance Efficiency: Higher Education Institutions
The study aimed to identify E- Learning strategies and their relation to the efficiency of research performance in foreign and Palestinian universities (University of Ottawa, Munster, Suez Canal, Al-Azhar, Islamic, Al-Aqsa). The analytical descriptive approach was used for this purpose, and relying on the questionnaire as a main tool for data collection. The study society is from the senior management, where the number of senior management in the universities in question is 206. The random stratified sample was selected and (SPSS) was used for statistical data analysis. The study found a significant relationship between E- Learning strategies and the efficiency of research performance in universities. It also reached the participation of senior management in the research that develops the university performance in the Palestinian universities. The senior management indicated that they do not care to follow the policies of implementing the development of scientific research. While the senior management in foreign universities indicated that they are interested in following up the policies of implementing the development of scientific research. The study also showed that senior management in Palestinian universities does not care about providing the appropriate budget for E- Learning. The study recommended that the senior management of Palestinian universities should provide an E- Learning budget and encourage employees to continue using E- Learning strategies. The administration in the Palestinian universities should adopt and support outstanding research, and the need to encourage interest in the implementation of policies for the development of scientific research

This study aims to investigate the effect of creativity and innovation on the level of knowledge and understanding of total quality management TQM benefits in healthcare sector. A survey conducted through selfadministered questionnaires distributed among healthcare managers working in six Jordanian hospitals. CRITICAL SUCCESS FACTORS FOR TOTAL QUALITY MANAGEMENT IMPLEMENTATION IN JORDANIAN HEALTHCARE SECTOR
The purpose of this study is to investigate the role of creativity and innovation on the critical success factors of total quality management TQM implementation in the Jordanian healthcare sector. A survey conducted through distributing 377 questionnaires to healthcare managers working at six different Jordanian hospitals. 292 questionnaires were returned and the response rate was 77.4%. One way- ANOVA test was used to examine the difference in the patterns of creativity and innovation among healthcare managers with respect to the critical success factors of TQM implementation, and multiple regression analysis was conducted to test the impact of independent variable on dependent variables. The results found that there is a statistically significant difference between the different patterns of creativity and innovation concerning the critical success factors of TQM implementation. Additionally the study concluded for a positive and significant effect for the patterns of creativity and innovation on the critical success factors of TQM implementation (β=1.54, t=5.09, p=0.000)
Bacillus Thuringiensis Var. Aizawai HD-137 as a Potential Agent for Biological Control
Four strains of Bacillus thuringiensis were screened for their chitinolytic activity on colloidal chitin. B. thuringiensis var. aizawai HD-137 with the GenBank accession number HM173355 showed the highest chitinase activity, which was recorded after 2 days of incubation. The optimum condition for high chitinase production was Nutrient Yeast extract, Salt Medium, NYSM, with 0.2% colloidal chitin, two days of incubation, pH 6 and 30°C. The novel strain B. thuringiensis var. aizawai HD-137 is also considered as a powerful phytopathogenic control agent in which it showed inhibition of the mycelial growth of some phytopathogenic fungi, Alternaria solani, Rhizopus B1 and B2, Fusarium solani and Aspergillus flavus. The clear zones of mycelial inhibition ranged from 12 to 19mm. The partial nucleotides sequence of chitinase gene from B. thuringiensis var. aizawai HD-137 showed similarities to the chitinase producing bacteria in the GenBank, and it was more related to B. thuringiensis (AB699714, GQ921840 and GQ921842) and B. ehimensis chi60 (AB110081). It is obvious that the B. thuringiensis var. aizawai HD-137 is considered as a significant biocontrol agent against phytopathogenic fungi
