La perspectiva académica en las políticas públicas educativas en México. El caso de la Universidad Veracruzana

Las políticas públicas están enfocadas a orientar y regir la actuación de la autoridad en un sector determinado, encaminado a su ejecución, y aquí documentaremos cómo son observadas las políticas educativas en una institución de educación superior. Nuestro objetivo es conocer la percepción de los académicos de la Universidad Veracruzana, en la región Veracruz, específicamente del área académica económica-administrativa, respecto a las políticas educativas. En la primera parte se presenta la perspectiva organizacional del tema con autores como Simon y Lindblom, Cohen, March y Olsen; se da sustento teórico al concepto de políticas públicas con autores como Cabrero y Pardo. Posteriormente se comenta un ejemplo de América Latina —Chile específicamente— de cómo la participación ciudadana ha coadyuvado en la definición, normatividad y ejecución de las políticas educativas. En segundo lugar, se resumen los objetivos del programa sectorial de educación para el periodo 2007-2012, y, para el énfasis que se pone en la calidad educativa como uno de los ejes de las políticas educativas en nuestro país, se expone el sustento teórico de Crozier. En la tercera parte se presentan los resultados de una encuesta aplicada a los académicos de la Universidad Veracruzana para conocer su participación en las políticas públicas educativas.
Abstract
Here we are able to see troubles of public politics in the High Educational System of Mexico. Public politics are focused to direct and govern authorities in a given sector and their executions. We will see how educational politics are observed in a high education institution. The objective of this work is to know the Veracruzana University academics’ perception, Veracruz locality, specifically in the economic-management areas with respect of the educational politics. In the first part, you will see the organizational perspective from Simon and Lindblom, Cohen, March and Olsen; it gives theoretical support to the public politic concept from Caballero and Pardo. Later it comments about a Latin America example –Chile specifically– on which citizen participation has helped in definition, regulation and execution of the educational politics. In the second part, you will find an educational sector program objectives 2007-2012 summary and the emphasis on educational quality as a main line of the educational politics in Mexico, based on Crozier theoretical support. In the third part, youwill find results from academics’ interview from the Veracruzana University in order to know their participation in educational public politics.

PreView: a Randomized Trial of a Multi-site Intervention in Diverse Primary Care to Increase Rates of Age-Appropriate Cancer Screening.
BackgroundWomen aged 50-70 should receive breast, cervical (until age 65), and colorectal cancer (CRC) screening; men aged 50-70 should receive CRC screening and should discuss prostate cancer screening (PSA). PreView, an interactive, individually tailored Video Doctor Plus Provider Alert Intervention, adresses all cancers for which average risk 50-70-year-old individuals are due for screening or screening discussion.MethodsWe conducted a randomized controlled trial in 6 clinical sites. Participants were randomized to PreView or a video about healthy lifestyle. Intervention group participants completed PreView before their appointment and their clinicians received a "Provider Alert." Primary outcomes were receipt of mammography, Pap tests (with or without HPV testing), CRC screening (FIT in last year or colonoscopy in last 10 years), and PSA screening discussion. Additional outcomes included breast, cervical, and CRC screening discussion.ResultsA total of 508 individuals participated, 257 in the control group and 251 in the intervention group. Screening rates were relatively high at baseline. Compared with baseline screening rates, there was no significant increase in mammography or Pap smear screening, and a nonsignificant increase (18% vs 12%) in CRC screening. Intervention participants reported a higher rate of PSA discussion than did control participants (58% vs 36%: P < 0.01). Similar increases were seen in discussions about mammography, cervical cancer, and CRC screening.ConclusionIn clinics with relatively high overall screening rates at baseline, PreView did not result in significant increases in breast, cervical, or CRC screening. PreView led to an increase in PSA screening discussion. Clinician-patient discussion of all cancer screenings significantly increased, suggesting that interventions like PreView may be most useful when discussion of the pros and cons of screening is recommended and/or with patients reluctant to undergo screening. Future research should investigate PreView's impact on those who are hesitant or reluctant to undergo screening.Trial registrationClinicalTrials.gov: NCT02264782
Depolymerization of Trityl End-capped Poly(ethyl glyoxylate): Potential Applications in Smart Packaging
The temperature-dependent depolymerization of self-immolative poly(ethyl glyoxylate) (PEtG) capped with triphenylmethyl (trityl) groups was studied and its potential application for smart packaging was explored. PEtGs with four different trityl end-caps were prepared and found to undergo depolymerization to volatile products from the solid state at different rates depending on temperature and the electron-donating substituents on the trityl aromatic rings. Through the incorporation of hydrophobic dyes including Nile red and IR-780, the depolymerization was visualized as a color change of the dye as it changed from a dispersed to aggregated state. The ability of this platform to provide information on thermal history through an easily readable signal makes it promising in smart packaging applications for sensitive products such a food and other cargo that is susceptible to degradation
Correlación entre índice de masa corporal y severidad de la retinopatía diabética en un hospital público
Objetivo: Establecer la existencia de correlación entre el índice de masa corporal y la severidad de la retinopatía diabética en el Hospital Belén de Trujillo. Material y Métodos: Se desarrolló un estudio observacional, analítico, seccional, transversal de correlación en 100 pacientes con diagnóstico de retinopatía diabética atendidos durante el periodo 2018 – 2019. Se obtuvo el coeficiente de correlación de Pearson entre las categorías de índice de masa corporal y de severidad de retinopatía diabética. Resultados: El promedio de edad fue de 58,89 años, con predominio del sexo femenino (63 %) y tiempo de enfermedad de 11,43 años. El promedio de peso fue de 66,42 Kg, la talla promedio de 1,56 m y el índice cintura – cadera estuvo aumentada en un 79 %. Hubo sobrepeso en un 43 %, con frecuencias para desnutrición, eutrofia y obesidad de 1 %, 30 % y 26 %, respectivamente. La glicemia en ayunas promedio fue 167,19 mg/dL, el porcentaje promedio de hemoglobina glicosilada 7,754 %, el promedio de hemoglobina de 11,476 g/dL y el índice neutrófilo / linfocito < 2,5 se presentó en un 62 %. El 42 % de niveles de hemoglobina fueron normales, con anemia leve en 40 %, anemia moderada en 17 % y anemia severa en un 1%. Se evidenció neuropatía diabética en un 68 % y nefropatía diabética de E1 en 30 %, E2 en 34 %, E3 en 15 %, E4 en 8 % y E5 en un 13 %. La agudeza visual fue: ≥ 6/18 el 42 %, < 6/18 – 6/60 el 43 %, < 6/60 – 3/60 el 10 % y < 3/60 el 5 %. La RDNP Leve constituyó un 58 % seguido de RDNP Moderada, RDNP Severa y la RDP en un 15 %, 11 % y 16 % respectivamente. Se halló correlación entre la categoría de índice de masa corporal y el grado de severidad de retinopatía diabética (X2:10,656; valor p: 0,009; IC: 95 %. Conclusión: Existe correlación entre el índice de masa corporal y la severidad de la retinopatía diabética.Objective: To establish the existence of a correlation between the body mass index and the severity of diabetic retinopathy at the Belen Hospital in Trujillo. The average fasting blood glucose was 167.19 mg / dL, the average percentage of glycosylated hemoglobin was 7.754%, the average hemoglobin was 11.476 g / dL, and the neutrophil / lymphocyte index <2.5 was presented in 62%. 42% of hemoglobin levels were normal, with mild anemia in 40%, moderate anemia in 17% and severe anemia in 1%. Diabetic neuropathy was evidenced in 68% and diabetic nephropathy in E1 in 30%, E2 in 34%, E3 in 15%, E4 in 8% and E5 in 13%. Visual acuity was: ≥ 6/18 42%, <6/18 - 6/60 43%, <6/60 - 3/60 10% and <3/60 5%. The RDNP Leve constituted 58% followed by Moderate RDNP, Severe RDNP and the PDR by 15%, 11% and 16% respectively. Correlation was found between the category of body mass index and the degree of severity of diabetic retinopathy (X2: 10,656, p-value: 0,009, CI: 95%.) Clima social familiar, adaptación de conducta y agresividad en alumnos del I ciclo de una universidad privada de Trujillo
El presente estudio es tipo sustantivo y diseño descriptivo correlacional. Asimismo, el objetivo principal fue determinar la relación entre Clima Social Familiar, Adaptación de conducta y Agresividad en alumnos del I ciclo de una Universidad Privada de Trujillo. Para lograr dicho fin, se utilizó como instrumentos la escala del Clima Social Familiar FES de Moos y Trickett, el Cuestionario de adaptación de Conducta IAC de De la Cruz y Cordero y el Cuestionario de Agresión (AQ) de Buss y Perry. Se obtuvo como resultado la presencia de asociación directa entre el clima social familiar y la adaptación de conducta (r=.234**) e inversa con la agresividad (r=-.143*); por otro lado, se manifiesta una correlación inversa entre la adaptación de conducta y la agresividad (r=-.205*). Llegando a la conclusión que a medida que aumente el clima social familiar, aumentará la adaptación de conducta y disminuirá la agresividad.This study is substantive and has a descriptive correlational design. Its main objective was to determine the relationship between Family Social Climate, Behavioral Adaptation and Aggression students of the first cycle of a Private University of Trujillo. To achieve this purpose, the Moos and Trickett Family Social Climate Scale FES, the De la Cruz and Cordero IAC Behavior Adaptation Questionnaire and the Buss and Perry Aggression Questionnaire (AQ) were used as instruments. As a result, the existence of a direct relationship between the family social climate and behavior adaptation (r=.234**) and inverse relationship with aggressiveness (r=-.143*) was obtained; on the other hand, there is an inverse relationship between behavioral adaptation and aggressiveness (r=-.205*). Coming to the conclusion that as the family social climate increases, behavioral adaptation will increase and aggressiveness will decrease.Tesi
