Protection of personal data in security alert sharing platforms

In order to ensure confidentiality, integrity and availability (so called CIA triad) of data within network infrastructure, it is necessary to be able to detect and handle cyber security incidents. For this purpose, it is vital for Computer Security Incident Response Teams (CSIRT) to have enough data on relevant security events and threats. That is why CSIRTs share security alerts and incidents data using various sharing platforms. Even though they do so primarily to protect data and privacy of users, their use also lead to additional processing of personal data, which may cause new privacy risks. European data protection law, especially with the adoption of the new General data protection regulation, sets out very strict rules on processing of personal data which on one hand leads to greater protection of individual's rights, but on the other creates great obstacles for those who need to share any personal data. This paper analyses the General Data Protection Regulation (GDPR), relevant case-law and analyses by the Article 29 Working Party to propose optimal methods and level of personal data processing necessary for effective use of security alert sharing platforms, which would be legally compliant and lead to appropriate balance between risks

Militär Kritisch Denken

Die Wissenschaftsdisziplin der Militärwissenschaften ist in Österreich eine ausschließliche Domäne des Militärs und daher der akademischen Öffentlichkeit kaum bekannt. Ziel dieser Dissertation ist es, Bestimmung, Wesen und Wert der Militärwissenschaften kritisch zu durchleuchten und das Gedankengebäude unter Zugrundelegung des modelltheoretischen Ansatzes nach Rainer Born darzulegen. Dabei stellt sich heraus, dass Militär und politisches Gemeinwesen in einer dialektischen Beziehung zueinander stehen. Die Grundlage dieser Beziehung ist der Polemos als Urprinzip allen Handelns, weshalb Kampf, Konflikt und Krieg als Ausgangspunkt und wesentlicher Teil der Militärwissenschaften untersucht werden. Das politische Handeln zur Sicherung des Überlebens des Gemeinwesens determiniert sich in diesem Zusammenhang als Strategie. Das Militär tritt hier als ein entscheidendes Instrument politisch-strategischen Handelns hervor, weshalb dessen Untersuchung einen zweiten großen Teil der Militärwissenschaften ausfüllt. Schließlich ist es das Instrument Militär selbst, das auf wissenschaftlichen Grundlagen basierenden Erkenntnissen aufzubauen ist. Nach dieser Analyse, aus der sich die Notwendigkeit der Militärwissenschaften als Wissenschaftsdisziplin begründet, werden die Militärwissenschaften an sich dargelegt und ihr System dargestellt. Insgesamt stellt sich nach dieser Untersuchung heraus, dass die Militärwissenschaften entscheidend zum Gelingen des Staatsganzen beitragen und daher insbesondere unter dem Blickwinkel des Zusammenwachsens Europas auch in Österreich als eigene Wissenschaftsdisziplin an den öffentlichen Bildungseinrichtungen zu etablieren wären.Military arts and sciences exist in Austria only within the armed forces. That is the reason why they are not well known as a scientific discipline. Aim of these doctoral theses is it therefore, to critically analyse the intended purpose, character and value of the military arts and sciences. Its ideas shall be shown by use of the model theoretical approach from Rainer Born. The first outcome is that the military and the state are bound together in a dialectical relation. Basis of this relation is the polemos as the primary source of all ways of acting. That is the reason why the phenomenon of fight, conflict and war are analysed to be a main part of military arts and sciences. The political manoeuvres to guarantee the survival of the state determine itself as strategy. The military is to be seen as a decisive instrument in that grand strategy context. Strategy is therefore the second great part within the military arts and sciences. At least it is of great importance to give as the third part the armed forces a scientific fundament to build up upon. After those analyses it is shown the system of military arts and sciences. It is also demonstrated that military arts and sciences are an essential element for the successful use of armed forces by the state. In the context of strengthening the process of growing together within the European Union the military arts and sciences in Austria should be established as an official scientific discipline at the universities
