Preventative spend: Public Services and Governance
While there is a current emphasis on shifting spend on public services towards prevention, it is increasingly being noted that progress is slow and challenging. This policy briefing looks at: Why is there such as gap between our expectations for prevention policy and the actual result? Rather than providing a "how-to" guide on preventative spend and specific policies, if offers evidence on the common reasons why initiatives do not gain traction and offers a range of possible solutions. Key points: Preventative spend is seen as a key way for governments to use their resources more efficiently and effectively While a lot of emphasis is placed on it as a policy approach, there has been limited success in implementation The concept of preventative spend can be vague and used imprecisely which makes implementation more difficult Shifting resources toward prevention requires difficult political choices that may impact negatively on existing services The evidence base for preventative spend is patchy, and even "gold standard" evidence-based policies may not be replicable in different contexts While preventative spend tends to focus on human services, there is also evidence that, as an approach, it is applicable in a wider range of public service areas
Visual BFI: an Exploratory Study for Image-based Personality Test
This paper positions and explores the topic of image-based personality test.
Instead of responding to text-based questions, the subjects will be provided a
set of "choose-your-favorite-image" visual questions. With the image options of
each question belonging to the same concept, the subjects' personality traits
are estimated by observing their preferences of images under several unique
concepts. The solution to design such an image-based personality test consists
of concept-question identification and image-option selection. We have
presented a preliminary framework to regularize these two steps in this
exploratory study. A demo version of the designed image-based personality test
is available at http://www.visualbfi.org/. Subjective as well as objective
evaluations have demonstrated the feasibility of image-based personality test
in limited questions
WR 110: A Single Wolf-Rayet Star With Corotating Interaction Regions In Its Wind?
A 30-day contiguous photometric run with the MOST satellite on the WN5-6b
star WR 110 (HD 165688) reveals a fundamental periodicity of P = 4.08 +/- 0.55
days along with a number of harmonics at periods P/n, with n ~ 2,3,4,5 and 6,
and a few other possible stray periodicities and/or stochastic variability on
timescales longer than about a day. Spectroscopic RV studies fail to reveal any
plausible companion with a period in this range. Therefore, we conjecture that
the observed light-curve cusps of amplitude ~ 0.01 mag that recur at a 4.08 day
timescale may arise in the inner parts, or at the base of, a corotating
interaction region (CIR) seen in emission as it rotates around with the star at
constant angular velocity. The hard X-ray component seen in WR 110 could then
be a result of a high velocity component of the CIR shock interacting with the
ambient wind at several stellar radii. Given that most hot, luminous stars
showing CIRs have two CIR arms, it is possible that either the fundamental
period is 8.2 days or, more likely in the case of WR 110, there is indeed a
second weaker CIR arm for P = 4.08 days, that occurs ~ two thirds of a rotation
period after the main CIR. If this interpretation is correct, WR 110 therefore
joins the ranks with three other single WR stars, all WN, with confirmed CIR
rotation periods (WR 1, WR 6, and WR 134), albeit with WR 110 having by far the
lowest amplitude photometric modulation. This illustrates the power of being
able to secure intense, continuous high-precision photometry from space-based
platforms such as MOST. It also opens the door to revealing low-amplitude
photometric variations in other WN stars, where previous attempts have failed.
If all WN stars have CIRs at some level, this could be important for revealing

Formation of misfit dislocations in strained-layer GaAs/In<sub>x</sub>Ga<sub>1–x</sub>As/GaAs heterostructures during postfabrication thermal processing
It is demonstrated that relaxation of GaAs/InxGa1–xAs/GaAs strained-layer heterostructures can be brought about by postfabrication thermal processing. Misfit dislocations are introduced into the structure during thermal processing, even though the thickness of the strained layer is well below the critical value predicted by the Matthews–Blakeslee model. The misfit dislocations are observed to be of both 60° mixed type and 90° pure edge type. As no relaxation occurs at the lower temperatures encountered during fabrication by molecular-beam epitaxy, it can be inferred that the critical condition for the formation of misfit dislocations is not only a function of strained-layer thickness and composition, but also of temperature. This observation cannot be accounted for by differential thermal expansion or diffusion across the strained-layer interfaces, but the temperature-dependent Peierls force may offer an explanation. The high temperature required to produce relaxation of these structures suggests that they are sufficiently thermally stable for most practical applications
The effect of thermophoresis on the discharge parameters in complex plasma experiments
Thermophoresis is a tool often applied in complex plasma experiments. One of
the usual stated benefits over other experimental tools is that changes induced
by thermophoresis neither directly depend on, nor directly influence, the
plasma parameters. From electronic data, plasma emission profiles in the
sheath, and Langmuir probe data in the plasma bulk, we conclude that this
assumption does not hold. An important effect on the levitation of dust
particles in argon plasma is observed as well. The reason behind the changes in
plasma parameters seems to be the change in neutral atom density accompanying
the increased gas temperature while running at constant pressure.Comment: 14 pages, 12 figure

Massive pulsating stars observed by BRITE-Constellation. I. The triple system Beta Centauri (Agena)
This paper aims to precisely determine the masses and detect pulsation modes
in the two massive components of Beta Cen with BRITE-Constellation photometry.
In addition, seismic models for the components are considered and the effects
of fast rotation are discussed. This is done to test the limitations of seismic
modeling for this very difficult case. A simultaneous fit of visual and
spectroscopic orbits is used to self-consistently derive the orbital
parameters, and subsequently the masses, of the components. The derived masses
are equal to 12.02 +/- 0.13 and 10.58 +/- 0.18 M_Sun. The parameters of the
wider, A - B system, presently approaching periastron passage, are constrained.
Analysis of the combined blue- and red-filter BRITE-Constellation photometric
data of the system revealed the presence of 19 periodic terms, of which eight
are likely g modes, nine are p modes, and the remaining two are combination
terms. It cannot be excluded that one or two low-frequency terms are rotational
frequencies. It is possible that both components of Beta Cen are Beta Cep/SPB
hybrids. An attempt to use the apparent changes of frequency to distinguish
which modes originate in which component did not succeed, but there is
potential for using this method when more BRITE data become available. Agena
seems to be one of very few rapidly rotating massive objects with rich p- and
g-mode spectra, and precisely known masses. It can therefore be used to gain a
better understanding of the excitation of pulsations in relatively rapidly
rotating stars and their seismic modeling. Finally, this case illustrates the
potential of BRITE-Constellation data for the detection of rich-frequency

Ensuring an Essential Supply of Allied Health Professions (AHP) Placements: Using Crowdsourcing to Develop a National Call to Action
Sustainable growth in the Allied Health Professions (AHP) workforce is an ambition of the United Kingdom’s NHS Long Term Plan. However historically, access to good quality placements has been a barrier to increasing pre-registration training numbers. This article focuses on work carried out by Health Education England (HEE) to gain insights on the impact of the COVID-19 pandemic on capacity. Using a pragmatic, embedded mixed-methods approach, insights were gathered using an online workshop, crowdsourcing, open for two weeks in the summer of 2020. AHP placement stakeholders could vote, share ideas or comment. Descriptive data were extracted, and comments made were analysed using inductive thematic analysis. Participants (N = 1,800) made over 8,500 comments. The themes identified included: diversity of placement opportunity, improved placement coordination, a more joined-up system, supervision models and educator capacity. Alongside considering the challenges to placement capacity, several areas of innovative practice owing to the pandemic were highlighted. Generated insights have shaped the aims and objectives of the Health Education (HEE) pre-registration AHP student practice learning programme for 2020/2021 and beyond. The COVID-19 pandemic has disrupted the delivery of AHP placements. In the absence of face-to-face activities, crowdsourcing provided an online data collection tool offering stakeholders an opportunity to engage with the placement capacity agenda and share learning.
