Desenvolvimento sustentável do território : modelos de governança do setor vitivinícola nacional
Doutoramento em Sociologia Económica das OrganizaçõesObjetivos – Em termos gerais, esta investigação visa aprofundar o conhecimento sobre a influência dos diversos
modelos de governança local no desenvolvimento de planos estratégicos e na implementação de metodologias de
intervenção para o desenvolvimento sustentável local, nomeadamente no setor vitivinícola português. O presente
trabalho de investigação pretende ainda contribuir para a criação duma proposta de metodologia de intervenção
inovadora, replicável noutras regiões nacionais e em outros setores da agricultura.
Metodologia – Para atingir os objetivos definidos, esta investigação baseou-se numa extensa revisão
da literatura existente, incorporando os conceitos dos vários modelos de governança local, assim
como, as diversas dimensões de análise identificadas para a construção do modelo de análise,
nomeadamente: os fatores endógenos do território; a inovação produtiva; a inovação social e a
tipologia de governança local.
O método seguido na investigação segue a filosofia do pragmatismo com recurso ao método misto,
nomeadamente o estudo de caso.
Os estudos de caso, são desenvolvidos, sobre duas regiões vitícolas, o Douro e o Alentejo,
representativas da heterogeneidade das diversas regiões vitícolas do país, no que respeita, quer aos
fatores endógenos socioculturais de cada região, (história, cultura, geografia, demografia e socio
economia) quer aos diferentes modelos de governança local, adotados. Com a análise de cada caso
em particular, e posterior comparação, mediante a utilização da matriz de dimensões de análise
concebida, consolida-se o conhecimento acerca da tipologia dos modelos de governança local, que
conduzem a uma maior eficácia, na implementação de metodologias de intervenção, para o
desenvolvimento sustentável das regiões, tendo em conta as variáveis relevantes identificadas.
Resultados – A investigação permite concluir sobre a influência dos fatores endógenos na
caracterização socioeconómica das regiões, e na perspetiva seguida para a sustentabilidade do
território, com foco ambiental ou de qualidade de vida e bem-estar do ser humano. De acordo com
a história, cultura, geografia e demografia de cada território, assim se definem distintas tipologias
e modelos de governança, que em consonância com a perspetiva seguida, traçam os objetivos
estratégicos de cada região, assim como as respetivas metas a atingir no desenvolvimento sustentável
do território.
Dependendo das tipologias de modelos de governança seguidos em cada região e das respetivas
metas de desenvolvimento sustentável, assim se definem as metodologias de intervenção a
implementar para atingir os objetivos traçados, e resultará o nível de eficácia das medidas adotadas, nomeadamente quanto à capacidade de organização produtiva local, com disponibilização de
inovação e criação de conhecimento do território, através da sistematização de processos
abrangentes, com o envolvimento de todas as partes interessadas, direta e indiretamente envolvidas.
Os modelos de governança multinível de cooperação em rede reúnem as caraterísticas necessárias
à implementação de metodologias de intervenção para o desenvolvimento sustentável e, quando
devidamente sistematizadas e monitorizadas, fomentam a adoção de processos de melhoria contínua.
A perspetiva para o desenvolvimento do território que conduz a uma abordagem holística,
multidimensional, é a inovação social, que promove a inclusão da população local nas ações
coletivas, assim como as interações multi- atores interorganizacionais e na comunidade local. Esta
perspetiva fomenta a participação de todos os atores sociais nas políticas de desenvolvimento do
território, assim como incentiva à partilha de conhecimento, tecnologia e recursos humanos entre si,
e conduz a níveis de resultados agregados de melhoria contínua, que perduram no tempo.
Limitações da pesquisa/Implicações – Ausência de dados estatísticos demográficos específicos sobre
o setor vitivinícola (os dados existentes são apresentados associados à atividade agrícola em geral).
Acresce, que relativamente à região do Douro só estão disponíveis dados estatísticos agregados por
NUTS, EDM (Entre Douro e Minho). Para ultrapassar estas limitações, recorreu-se à extrapolação
dos dados estatísticos.
Originalidade/Valor – A metodologia de intervenção proposta integra na análise dos seus critérios,
variáveis endógenas do território e têm em conta preocupações socioeconómicas acrescentando
valor às metodologias já implementadas e testadas, que estão limitadas à implementação das boas
práticas agrícolas sustentáveis, adaptadas a cada setor.Purpose – Broadly speaking, this research aims to deepen knowledge about the influence of the
various local governance models on the development of strategic plans and the implementation of
intervention methodologies for local sustainable development, namely in the Portuguese wine setor
This research also intends to bring a innovating approach to set and implement intervention
methodologies, replicable in other national regions and other agricultural setors.
Methodology – To achieve the defined objectives, this investigation was based on an extensive review
of the existing literature, incorporating the concepts of the various models of local governance, as
well as the various dimensions of analysis identified for the construction of the analysis model,
namely: the endogenous factors of the territory; productive innovation; social innovation and the
typology of local governance.
The research method adopted, follows the philosophy of pragmatism using the mixed method, namely
the case study and the use of statistical and documentary data analysis.
The case studies are developed on two wine-growing regions, the Douro and the Alentejo, which
represent the heterogeneity of the various wine-growing regions of the country, regarding the
endogenous socio-cultural factors of each region (history, culture, geography, demography, and
socioeconomics) and the different existing models of local governance set in place. With the analysis
of each case study in particular, and subsequent comparison using the designed analysis dimensions
matrix we were able to identify the governance local models typology, that lead to a greater
effectiveness in the implementation of intervention methodologies for the sustainable development of
the regions, taking into account the relevant variables identified.
Findings – The research allows us to conclude the influence of endogenous factors in the socio-economic
characterization of the regions and in the perspective followed for the sustainable environment or the quality of
life and well-being of the Humans. According to each territory's history, culture, geography and demography,
different typologies, and governance models, in accordance with the perspective followed, establish the strategic
objectives for each region, as well as the respective targets to be achieved in the territory's sustainable
development.
Regarding the typologies of governance models followed in each region and the their sustainable development
goals, are defined the methodologies of intervention to be implemented to achieve the objectives set out in, that
will result in the level of effectiveness measures taken, in particular, at the capacity of the local productive
organization, providing innovation and the creation of knowledge of the territory, through the systematization of comprehensive processes, with the involvement of all stakeholders, directly and indirectly involved. Multilevel
governance models of cooperation in network bring together the characteristics necessary for the implementation
of intervention methodologies for the sustainable development and, when properly systematized and monitored,
encourage the adoption of continuous improvement processes.
The perspective for the development of the territory that leads to an holistic and multidimensional approach, is
social innovation, that promotes the inclusion of the local population collective actions, as well as multiinterorganizational actor interactions in the local community. This perspective fosters the participation of all social
actors in development policies, as well as encourages the sharing of knowledge technology and human resources
with each other and leads to aggregate levels of continuous improvement that lasts over time.
Research limitations / Implications – Lack of specific demographic statistical data on the wine setor
(existing data are presented associated with agricultural activity in general). Furthermore, for the
Douro region, only statistical data aggregated by NUTS is available, the EDM region (Entre Douro
e Minho region). To overcome these limitations, extrapolation of statistical data was used.
Originality/Value – The proposed intervention methodology incorporates into the analysis of its own
criteria, endogenous variables of the territory and takes into account socio-economic concerns
adding value to the methodologies already implemented and tested, which are limited to the

The paradoxical success of corrupt politicians: evidence from a field experiment
This paper contributes to the literature on the explanations for the often observed
phenomenon of the electoral success of corrupt politicians. It focuses on the particular
case of the Portuguese municipality of Oeiras, where Isaltino Morais was elected as
mayor after being convicted for corruption-related crimes. We collected data on 557
residents of the municipality. Data were collected four weeks after the October 2017
election. We find no evidence for the ignorant voter explanation but strong support for
the implicit trading theory
Swing em Portugal: uma interpretação antropológica da troca de casais
Este artigo procura compreender como as identidades de gênero e sexuais são reproduzidas, ressignificadas ou negadas no universo swinger, dando destaque ao que caracteriza a feminilidade e a masculinidade. Busca-se, também, refletir sobre as noções dos casais swingers acerca de monogamia, infidelidade e ciúmes. A análise é feita a partir da experiência e do discurso de seis casais portugueses adeptos do swing, além de etnografia realizada em um clube na região de Lisboa. Em Portugal, não existe nenhum trabalho antropológico ou sociológico sobre o tema, o que faz deste artigo uma investigação pioneira.This article seeks to understand how gender and sexual identities are reproduced, re-signified or denied in swinging, highlighting what characterizes femininity and masculinity. The swingers’ notions of monogamy, infidelity and jealousy are also analyzed. The reflection is based on the experience and discourse of six Portuguese swinger couples and also on ethnography realized in a swinging club in the Lisbon area. In Portugal, there is no sociological or anthropological work about swinging, which makes this research a pioneering work
O empreendedor e marketing sensorial nas Microempresas e Pequenas Empresas. o caso da restauração
Os apelos sensoriais (visão, audição, tato, olfato e paladar), de forma combinada, estimulam dimensões comportamentais, afetivas e intelectuais no consumidor, tornando a experiencia única e memorável, criando emoções positivas que fortalece a lealdade do consumidor à marca [1] e o empreendedor é detentor das características necessárias para transformar esses estímulos sensoriais em ideias inovadoras e geradoras de renda, para promover o crescimento e a manutenção das Micro e Pequenas Empresas [2]. No presente trabalho será utilizada a pesquisa exploratória, de forma qualitativa, com o objetivo de investigar se a influência do uso de práticas de marketing sensorial pelo empreendedor do setor de restaurante, impulsiona o crescimento das micros e pequenas empresas, através do estudo de casos múltiplos. Os resultados preliminares indicam que as características empreendedoras e as ações do marketing sensorial fazem o diferencial na promoção de experiencias e expectativas alem da retenção dos clientes do setor de restaurantes.Sensory appeals (vision, hearing, touch, smell, and taste), in a combined way, stimulate behavioral, affective and intellectual dimensions in the consumer, making the experience unique and memorable, creating positive emotions that strengthen consumer loyalty to brand [1] and the entrepreneur possesses the necessary characteristics to transform these sensorial stimuli into innovative and income-generating ideas to promote the growth and maintenance of Micro and Small Enterprises [2]. In the present work the exploratory research will be used, in a qualitative way, with the objective of investigating if the influence of the use of sensory marketing practices by the entrepreneur of the restaurant sector, boosts the growth of micro and small companies through the study of multiple cases. Páginas web das bibliotecas académicas versus perfis no facebook: numa disputa pela comunicação?
Esta comunicação pretende apresentar os resultados referentes à análise das páginas web das bibliotecas de ensino superior que integram a Rede de informação do INE (Instituto Nacional de Estatística), perfazendo a rede um total de trinta bibliotecas, tendo decorrido no período
compreendido entre os anos de 2010 a 2013. Para o processo de análise foi construída uma
matriz, com o intuito de identificar as funções das páginas web. Focou-se ainda a análise, quer
na observação da utilização de ferramentas da web 2.0 pelas bibliotecas, nomeadamente na
existência de perfis no facebook, quer na análise da comunicação nesta rede social. Este
trabalho possibilitou não só conhecer em detalhe os serviços e recursos oferecidos pelas
bibliotecas, como permitiu apurar o papel que as páginas web se encontram a desempenhar em termos de uso e visibilidade no meio académico. Constatou-se, também, que ainda é incipiente a
percentagem de bibliotecas com presença no facebook, apesar de estas ganharem supremacia
comparativamente a outros meios de comunicação e a outras formas de diálogo com os utilizadores
Lasting Developmental Effects of Neonatal Fentanyl Exposure in Preweanling Rats
The present study aimed to determine whether neonatal treatment with fentanyl has lasting effects on stressed developing brain. Six-day-old rats were assigned to one of three groups (10 males/group): (1) fentanyl (incision+fentanyl), (2) saline (incision+0.9% saline), and (3) unoperated (unoperated sham). Pups with a plantar paw incision received repetitive subcutaneous injections of fentanyl or vehicle through postnatal days (PNDs) 6 to 8. A nonoperated sham group served as nonstressed control. Studies included assessment of development from PND 6 to PND 21 (growth indices and behavioral testing). Fentanyl administered twice daily for three days after surgical incision had no impact on early growth and development, as measured on PND 9, but showed a lasting impact on later growth, enhanced behavioral development, and lower anxiety, as measured through PNDs 10–21. While this does not completely support a benefit from such treatment, our findings may contribute to support the neonatal use of fentanyl, when indicated, even in premature newborns
O Projeto conhecendo novos espaços: visão dos pais e das crianças e adolescentes

As bibliotecas itinerantes como veículo de aproximação às comunidades de meio rural: o caso da Biblioteca Andarilha: extensão móvel da Biblioteca Municipal de Beja

abrangente e de uma política cultural inclusiva tem vindo a determinar, também em
Portugal, o recurso a extensões bibliotecárias que possam projetar a ação educativa,
cultural e social das bibliotecas municipais para além dos seus edifícios, serviços e
públicos convencionais.
Tendo consciência do papel fundamental que as bibliotecas municipais desempenham
enquanto agentes culturais privilegiados, acreditamos que as unidades móveis que delas
dependem, pela sua natureza dinâmica, informal e flexível, reúnem as melhores
condições para ampliar e apurar a ação daquelas, constituindo por isso uma poderosa
ferramenta para aprofundar o compromisso das autarquias com as comunidades que
servem, motivando a participação, a expressão e a construção das identidades locais,
sobretudo entre as populações de meio rural, que vêm perdendo, infelizmente, a sua voz
própria.
Apesar do trabalho pioneiro desenvolvido por estas bibliotecas no nosso País,
encontrando-se na origem da rede nacional de leitura pública, a situação em que se
encontram atualmente é nebulosa e desconexa. Efetivamente, o interesse recente de
algumas autarquias em recuperarem esta ferramenta de aproximação às comunidades
não tem sido suficiente para promover um debate consistente nem para motivar uma
intervenção concertada por parte dos poderes públicos, continuando as bibliotecas
itinerantes a estar apartadas das estratégias nacionais para a cultura.
Neste estudo pretende-se fornecer dados atualizados sobre a situação destes
equipamentos no nosso País, a fim de contribuir para a promoção do diálogo entre os
vários projetos em funcionamento e, quiçá, para a descoberta de novas formas de
atuação para resolver problemas afinal tão antigos.
Pretender-se-á observar, em particular, o tipo de abordagem adotado pela Biblioteca
Andarilha, nascida em 2009 no coração do baixo Alentejo, e perceber de que forma esta
estrutura vem contribuindo para uma natural aproximação às comunidades de meio
rural.ABSTRACT: How important is developing a truly widespread public reading network and an
inclusive cultural policy have been inducing, also in Portugal, the creation of library
extensions that can project social, cultural and educational action of municipal libraries
beyond its conventional buildings, services and users.
Being aware of the fundamental role that municipal libraries play as privileged cultural
agents, we believe that the mobile units that depend on them, being dynamic, informal
and flexible by nature, possess the best conditions to amplify and refine the intervention
of the former, becoming therefore a powerful tool to deepen the local administrations’
compromise to the communities they serve, motivating the participation, the expression
and construction of local identities, specially among rural populations that have, sadly,
been losing their own voice.
In spite of the pioneer work developed by this kind of libraries in our country, that gave
origin to the national public reading network, their situation in the present is cloudy and
disconcerted. In fact, the recent interest shown by some municipalities in order to
reinstitute this instrument of proximity to the communities has not been sufficient to
promote a consistent debate nor create organized action from public politics, leaving
mobile libraries still apart from the national cultural strategies.
This investigation intends to supply up-to-date information on these equipments in our
country, as a mean of contributing to the promotion of the interaction between the
projects now operating and, hopefully, to find new ways of intervening on problems
unsolved for so long.
We will observe, in particular, the procedures adopted by Biblioteca Andarilha, created
in 2009 in the heart of Baixo Alentejo and appreciate how this structure has been
contributing to a natural proximity to the rural communities
