Cooperation Behavior Optimization of Chinese Regional Local Government Geared to the Needs of National Governance Modernization: Value Orientation and Path Arrangement
Local government as the important executive main body of pushing on the modernization of the national governance system and governance ability, should be taken the initiative in the whole system framework been constructed of national governance modernization. To promote the cooperative behavior optimization between the local government and the subjects such as the central government, non-governmental organizations and civil as a breakthrough point, and the public interest as the highest value goal, so that to build up a cooperation pattern of plural pattern. under the guidance of the principles of voluntary equality, mutual benefit, complementary advantages, mutual coordination, overall planning and scientific development, strive to build crisscrossed network cooperation agencies. On the basis of the rigid frame, to promote the cultural idea, system of laws and regulations, and policies into coordination and identity as its flexible cooperation mechanism
Hydrogen, a potential safeguard for graft-versus-host disease and graft ischemia-reperfusion injury?
Post-transplant complications such as graft-versus-host disease and graft ischemia-reperfusion injury are crucial challenges in transplantation. Hydrogen can act as a potential antioxidant, playing a preventive role against post-transplant complications in animal models of multiple organ transplantation. Herein, the authors review the current literature regarding the effects of hydrogen on graft ischemia-reperfusion injury and graft-versus-host disease. Existing data on the effects of hydrogen on ischemia-reperfusion injury related to organ transplantation are specifically reviewed and coupled with further suggestions for future work. The reviewed studies showed that hydrogen (inhaled or dissolved in saline) improved the outcomes of organ transplantation by decreasing oxidative stress and inflammation at both the transplanted organ and the systemic levels. In conclusion, a substantial body of experimental evidence suggests that hydrogen can significantly alleviate transplantation-related ischemia-reperfusion injury and have a therapeutic effect on graft-versus-host disease, mainly via inhibition of inflammatory cytokine secretion and reduction of oxidative stress through several underlying mechanisms. Further animal experiments and preliminary human clinical trials will lay the foundation for hydrogen use as a drug in the clinic
Explicit formula of radiation fields of free waves with applications on channel of energy
In this work we give a few explicit formulas regarding the radiation fields
of linear free waves. We then apply these formulas on the channel of energy
theory. We characterize all the radial weakly non-radiative solutions in all
dimensions and give a few new exterior energy estimates.Comment: 26 pages, 1 figur
An improved genetic algorithm for cost-effective data-intensive service composition
The explosion of digital data and the dependence on data-intensive services have been recognized as the most significant characteristics of IT trends in the current decade. Designing workflow of data-intensive services requires data analysis from multiple sources to get required composite services. Composing such services requires effective transfer of large data. Thus many new challenges are posed to control the cost and revenue of the whole composition. This paper addresses the data-intensive service composition and presents an innovative data-intensive service selection algorithm based on a modified genetic algorithm. The performance of this new algorithm is also tested by simulations and compared against other traditional approaches, such as mix integer programming. The contributions of this paper are three folds: 1) An economical model for data-intensive service provision is proposed, 2) An extensible QoS model is also proposed to calculate the QoS values of data-intensive services, 3) Finally, a modified genetic algorithm-based approach is introduced to compose data-intensive services. A local selection method with modifications of crossover and mutation operators is adopted for this algorithm. The results of experiments will demonstrate the scalability and effectiveness of our proposed algorithm
