    Targeting the principle implementation in the system of social support

    Purpose: The article aims to identify the actual problems of implementing the principle of targeting in the social protection system in Russia and to develop a set of measures to transform the mechanism of its provision based on a differentiated approach, which implies not only differences in the size of social transfers, but also on various forms of such support. Design/Methodology/Approach: As the basic approaches of the study there were chosen the theory of social investment and the conception of result-based budgeting. The study suggested the development of a more effective financial support system, the substantiation of a differentiated approach to the organization of a social system based on a single method by determining the degree of financial vulnerability of citizens and the development of methodological recommendations on the use of financial instruments to strengthen the targeting of social protection of needy citizens. Findings: The article substantiates that the necessary condition for the transformation of the social protection system to strengthen the social and financial security of needy citizens is the development of a differentiated approach in the provision of social support measures. Practical Implications: The results of the study can be implemented into the management of social protection in order to improve its efficiency and effectiveness by using the targeting of social transfers based on clear criteria of need, the differentiated approach implementation in determining the measures of social support through the use of "map of social support of citizens", expanding the application of social contract technology. Originality/Value: The set of measures proposed in the study will make it possible not only to adjust and direct social support to really needy recipients and to differentiate the volume of the support provided, but also to create conditions for the recipients of targeted protection to self-sufficiency, which, in turn, will contribute to the poverty reduction.peer-reviewe

    Variability of the structure of winter microbial communities in Chelyabinsk lakes

    Microorganisms form complex and dynamic communities that play a key role in the biogeochemical cycles of lakes. A high level of urbanization is currently a serious threat to bacterial communities and the ecosystem of freshwater bodies. To assess the contribution of anthropogenic load to variations in the structure of winter microbial communities in lakes, microorganisms of four water bodies of Chelyabinsk region were studied for the first time. We used cultural, chromatography-mass spectrometric, and modern methods of statistical data processing (particularly, multivariate exploratory analysis and canonical analysis of correspondences). The research showed that the composition of winter microbial communities in lakes Chebarkul’, Smolino, Pervoye, and Shershenevskoye Reservoir did not differ significantly between the main phyla of microorganisms. The dominant microorganisms were found to be of the Firmicutes phylum and Actinobacteria phylum. The structure of bacterial communities had special features depending on the characteristics of the water body and the sampling depths. Thus, in the lakes Smolino, Pervoye, and Shershenevskoye Reservoir, an important role was played by associations between microorganisms – indicators of fecal contamination: coliform bacteria and Enterococcus. On the contrary, in Chebarkul’ Lake, members of the genus Bacillus, which are natural bioremediators, formed stable winter associations. However, the differences between water bodies and sampling depths reflected 28.1% and 9.8% of the variability of the winter microbial communities, respectively. The largest contribution (about 60%) to the variability of the structure was made by intra-water processes, which determined the high heterogeneity of samples from different water areas. We assume that an important role in this variability was played by the high anthropogenic impact in a large industrial metropolis.     Financial engineering of infrastructure projects : the concessional mechanism

    Purpose: The article considers the model of financial engineering, in which financial resources for an infrastructure project are formed based on syndicated loans. Design/Methodology/Approach: The study is based on modern concepts of uncertainty and risk management theories and the concept of digital economy. It includes a system and diagnostic analysis, methods of financial analytics as well as quantitative and qualitative risk assessment methods. Findings: Authors analyzed the investment in the infrastructure projects development in the Russian Federation. The railways' export potential is analyzed and determined to depend on coal and container terminals. Authors highlighted the need for business consolidation and new infrastructure projects based on technologies of digitalization in the transport industry, reviewed the strategic importance of concession agreement for the construction of “Northern Latitudinal Railway”. Practical Implications: The research findings revealed that implementation of large infrastructure projects is capable to render breakthrough effect on GDP and economic growth rates of the Russian Federation. The adjusted experience could be introduced in the transport framework of the Russian Federation and abroad. Originality/Value: The main contribution of this study is in the highlighting features of concessional mechanism in the framework of large infrastructure projects.peer-reviewe

    Risk control in modeling financial management systems of large corporations in the digital economy

    Purpose: Growth in the uncertain business environment leads to the formation of demand for new institutional and legal conditions for the financial and investment strategies. The article discusses features of risk-oriented control in the context of digitalization. Design/Methodology/Approach: The study involves modern concepts of uncertainty theory and risk management solutions coupled with the analysis of factors affecting the system risk formation and development. Findings: Authors have developed the features of a modern global economic system, influencing risk formation and development, highlighted the prospects for the digitization of business systems and concluded that in terms of digitization interactive interagency cooperation of the real economy development support is main and required element of the Russian economic system's institutional matrix. Practical Implications: The research results may be implemented into financial management systems of large industrial corporations.     Clustering in light nuclei in fragmentation above 1 A GeV

    The relativistic invariant approach is applied to analyzing the 3.3 A GeV 22^{22}Ne fragmentation in a nuclear track emulsion. New results on few-body dissociations have been obtained from the emulsion exposures to 2.1 A GeV 14^{14}N and 1.2 A GeV 9^{9}Be nuclei. It can be asserted that the use of the invariant approach is an effective means of obtaining conclusions about the behavior of systems involving a few He nuclei at a relative energy close to 1 MeV per nucleon. The first observations of fragmentation of 1.2 A GeV 8^{8}B and 9^{9}C nuclei in emulsion are described.     Mosquitoes of Anopheles hyrcanus (Diptera, Culicidae) group: species diagnostic and phylogenetic relationships

    Herein, we report the results of study of Anopheles species in Primorsk and Khabarovsk regions of Russia. Three species of the Anopheles hyrcanus group: An. kleini, An. pullus, and An. lesteri were identified by molecular taxonomic diagnostics for the first time in Russia. Surprisingly, An. sinensis, which earlier was considered the only species of Anopheles in Russian Far East, was not observed. We analyzed nucleotide variation in the 610-bp fragment of the 5' end of the cytochrome c oxidase subunit I (COI) region. All species possessed a distinctive set of COI sequences. A maximum likelihood phylogenetic tree was constructed for members of the hyrcanus group. The examined Anopheles hyrcanus group members could be divided into two major subgroups: subgroup 1 (An. hyrcanus and An. pullus) and subgroup 2 (An. sinensis, An. kleini, and An. lesteri), which were found to be monophyletic
