This research used qualitative approach elaborated in descriptive analysis. The object of research or data corpus was the problem of a decline in Japan population in terms of the breakdown of the family. The research results indicated that muenshakai phenomenon has emerged in Japan caused by some sequential events, those are: the 2nd World War “legacy”, the availability of baby boom, the abolition of shūshinkoyō (終身雇用), the decreasing of marital rate, the increasing of divorce rate, the decreasing of bith rate (少子化), and the lost of family relationship. It can be concluded that the urban individualistic life style is able to change the traditional thinking pattern into oportunistic one that becomes one of the causal factors of muenshakai phenomenon

Labour law and development in Indonesia

This book is about the creation and enforcement of labour law in Indonesia, a topic that reflects the broader processes of social and political change in the country. Its starting point is the notion of the trade union as a crucial institution in any modern industrial capitalist society, with the potential of promoting some measure of equity and social justice in society. The book discusses three case-studies relating to three major pieces of labour legislation enacted since the Reformasi of 1998 in Indonesia. The first is about trade union legislation, the second about minimum wage policy, and the third about the Industrial Relations Court. These cases show how labour law in Indonesia is best understood as the result of the struggles between different social groups and competing ideologies, which change over time. The author argues that despite all the problems and challenges there remains hope for the development of a sound and effective labour law in Indonesia. This is due in particular to the development of the trade union movement in the country. Unions form a countervailing power against capital and corporate power, and may thus ensure that the results of development are redistributed fairly throughout society. They are also agents of education: their efforts to develop new labour laws and enforce labour standards make workers aware of their rights and may even help in developing a higher degree of rights-consciousness in society more generally. This paper focuses on explaining the idea of developing public participation in Trenggalek Regency’ legal drafting through support budgeting. The results of the study is based on the budgeting support’ model for the participation of the public through the Region Revenues and Expenditures Budget (APBD) which was further analyzed through the theory of participation and the theory of law enforcement. The results show that support budgeting is still centered on the activities of regulators and has not yet created a budgeting system that is aimed specifically towards the development of public’ participation. There has not been a good application yet of the theory of participation and the theory of law enforcement in the preparation of APBD. This, however, is attributed to the fact that the budget system has not fully supported the development of Public participation in the regional regulations’ drafting. This problem can be solved with a good and same understanding about the meaningful Public participation in the regional regulations’ drafting among the regulators
