    Introduction to bio-based materials and biotechnologies for eco-efficient construction

    This chapter introduces some sustainability challenges, as well as the importance of resource efficiency and the European bioeconomy strategy. The importance of biobased materials and biotech admixtures for eco-efficient construction is summarized. The importance of changing the curriculum of civil engineering to address sustainability challenges and also enhance the collaboration between civil engineers and biotech experts is briefly discussed. Comments concerning the biobased and biotech related publication intensity of several well know civil engineering departments are also made. An outline of the book is also given

    Using Risk Assessment as Part of a Systems Approach to the Control and Prevention of HPAIV H5N1

    Since its emergence in China in 1996, highly pathogenic avian influenza virus subtype H5N1 has spread across Asia, Africa, and Europe. Countries had to promptly implement control and prevention measures. Numerous research and capacity building initiatives were conducted in the affected regions to improve the capacity of national animal health services to support the development of risk-based mitigation strategies. This paper reviews and discusses risk assessments initiated in several South-East Asian and African countries under one of these projects. Despite important data gaps, the risk assessment results improved the ability of policy makers to design appropriate risk management policies. Disease risk was strongly influenced by various human behavioral factors. The ongoing circulation of HPAIV H5N1 in several Asian countries and in Egypt, despite major disease control efforts, supports the need for an interdisciplinary approach to development of tailored risk management policies, in accordance with the EcoHealth paradigm and the broad concept of risk governance. In particular, active stakeholders engagement and integration of economic and social studies into the policy making process are needed to optimize compliance and sustainable behavioral changes, thereby increasing the effectiveness of mitigation strategies

    FLEGT: Another ‘forestry fad’?

    There has been recent debate around the role of ‘fads’ in global conservation measures, and the lessons they hold for achieving desired conservation and development outcomes. Fads are characterized by initially widespread enthusiasm and major mobilization of resources followed by abandonment in favor of the next fad. Debate centers less on whether such fads exist, but rather on whether they represent opportunities for incremental policy learning, or are symptomatic of the more systemic failure of a market-based conservation agenda and the reinforcement of existing power inequalities. The European Union (EU)’s Forest Law Enforcement, Governance, and Trade (FLEGT) Action Plan aims to prevent the trade of illegal timber among the EU and its trading partners especially in the ‘Global South’. Fifteen years since launching the Action Plan, we ask whether the processes and outcomes of FLEGT, and specifically the Voluntary Partnership Agreements (VPAs), resonate with the dynamics observed in other processes dubbed ‘fads’ within conservation and development arenas, and if so, what we can learn from this. Drawing from interviews, grey literature, and scholarship, we examine FLEGT VPAs as following three key stages of a fad: (1) there is initial enthusiasm by a wide range of actors for FLEGT as something ‘new’ or ground-breaking, (2) discrepancies and disagreements emerge about its end goals, i.e. whether it's core purpose is to distinguish legal from illegal wood in the EU marketplace, or to achieve deeper governance reforms; while the means for achieving those goals borrow heavily from previous market-based initiatives (3) actors and champions become fatigued, yet at the same time frame elements of their own involvement as a ‘success’. Identifying these fad-like characteristics calls into question the ‘newness’ of FLEGT, by uncovering its many similarities to other market-based measures such as certification that exacerbate inequalities. Hence, branding FLEGT a success without challenging its role in the unequal concentration of power and resources, is likely to further entrench these inequalities in subsequent conservation fads, while a focus on incremental learning misses the larger failures and injustices of market-based approaches and can reinforce their re-emergence

    Effects of EU illegal logging policy on timber-supplying countries: A systematic review

    The EU's Forest Law Enforcement, Governance and Trade Action Plan (FLEGT) adopted in 2003 includes bilateral trade agreements known as Voluntary Partnership Agreements (VPAs) signed between the EU and timber-supplying countries. The EU has invested more than 1.5 billion euros in VPAs; however, only one of the seven concerned countries has managed to complete all the necessary requirements to expire FLEGT licences. Since there is no research that comprehensively integrates the scientific evidence regarding the effects of this policy, this study systematically reviews all empirical scientific studies on the effects of VPAs. We found that almost all relevant studies are case reports that use qualitative data and focus on only one country at a time, mainly Ghana, Cameroon, or Indonesia. The evidence suggests that while VPAs have contributed to the establishment of governance structures, tools, and procedures they have not been able to solve social problems (i.e., inequality and injustice) and have potentially harmed the economies of EU timber suppliers. Evidence on the effects of VPAs on illegal logging and trade and the environment remains limited. Thus, future research should focus on more countries; use a greater range of methods, including comparative experimental designs; explore possible intended effects on under-researched categories; and systematically investigate unintended effects on other categories within and outside the forestry sector

    Social dynamics of community resilience building in the face of climate change : the case of three Scottish communities

    Meeting global targets that maintain temperatures at 1.5 °C above pre-industrial levels while adapting to the growing impacts of climate change requires significant and rapid societal change. Within this context, there has been growing interest in building community resilience to shocks and stressors and as a forward-looking process. Yet while there has been extensive attention to conceptual aspects, there has been much less on how this can be achieved in practice. This research worked with three communities in Scotland (UK) regularly exposed to flooding and other integrated challenges to learn from action about community resilience building. A carefully developed four-tiered transdisciplinary approach was applied that included: relationship-building; enhancing capacities to work with interconnections; enabling processes; and supportive action-oriented research. The findings of the analysis of the system dynamics that were occurring during the resilience-building process highlight that it is a complex and messy social process. Yet, it also shows that if quality and sufficient quantity of support and time to help surface and deliberate on underlying assumptions about communities and change is provided, it can be possible to stimulate emergence of beneficial reinforcing social dynamics that begin to support collaborative and systemic action. To further advance know how about resilience building, much greater focus will be needed on the ‘how’ of resilience. This, in turn, will require new framings of, and approaches for, community resilience and new framings of research, knowledge and knowing

    Who cares about forests and why?:individual values attributed to forests in a post-frontier region in Amazonia

    Understanding the multiple ways people value forests is important, as individual values regarding nature have been shown to partly determine willingness to participate in conservation initiatives. As individual values are influenced by past experiences, the way people value forests may be related to the ecosystem services they use and receive. We here aim to investigate if people value forests because of material and non-material benefits forest provide (material and non-material values), and if these values are defined by previous experiences associated with using forest resources and having frequent contact with forests. By interviewing 363 residents across 20 landscapes varying in forest cover in a post-frontier region in Amazonia, we evaluated: (1) if the use of forest resources—especially bushmeat, important for sustenance and cash income in virtually all tropical forests—is associated with attributing higher material value to forests; (2) whether the contact with forest (estimated by local forest cover and visits to forests) is associated with attributing higher non-material value to forests. As expected, respondents from households where hunting occurs and bushmeat consumption is more frequent attributed higher material value to forests, and those living in more deforested landscapes and that visited forests less often attributed lower non-material value to forests. The importance of bushmeat in shaping the way people value forests suggests that encouraging the sustainable use of this product will encourage forest conservation. Results also point to a potential dangerous reinforcing cycle: low forest cover and the loss of contact with forests may erode forest values and facilitate further deforestation. Engaging rural communities in forest conservation initiatives is challenging yet urgent in degraded landscapes, although harnessing appreciation for bushmeat could offer a starting point
