Embedding co-management: community-based fisheries resource management regime in Lake Victoria, Tanzania
This paper discusses fisheries management reforms through involving local level institutions (LLFI). It is based on studies which were undertaken on TanzaniaÆs Lake Victoria fishery where LLFIs were established through the formation of Local enforcement Units, later named Beach Management Units (BMU), between 1998 and 2002. The paper takes the view that the overfishing problems that confront TanzaniaÆs fisheries management authorities are best understood from a social science perspective. The argument is that most communitiesÆ values and institutions are embedded in their societies. The same is however, not true for externally originated management tools and systems as is the case with BMUs. This paper shows that the BMUs established between 1998 and 2002, were not sufficiently grounded in their socio-cultural environment and this led them to be unsustainable and ineffective. The paper demonstrates that this mismatch by examining the different historical and social contexts in which livelihoods such as fishing emerged and was carried out. These social contexts generated social values that explain the individual behaviour of community members. It is such values that communities always strive to maintain in any activity including fishing. Thus, when confronted with situations that threaten these values, communities strategize or negotiate ways to cope. The coping strategies of two communities riparian to the lake are discussed. The paper therefore proposes a framework for making these units æfitÆ local conditions in order to make them effective and sustainable so as to reform fisheries management.Fishery management
Designing assisted living technologies 'in the wild' : preliminary experiences with cultural probe methodology
Background
There is growing interest in assisted living technologies to support independence at home. Such technologies should ideally be designed ‘in the wild’ i.e. taking account of how real people live in real homes and communities. The ATHENE (Assistive Technologies for Healthy Living in Elders: Needs Assessment by Ethnography) project seeks to illuminate the living needs of older people and facilitate the co-production with older people of technologies and services. This paper describes the development of a cultural probe tool produced as part of the ATHENE project and how it was used to support home visit interviews with elders with a range of ethnic and social backgrounds, family circumstances, health conditions and assisted living needs.
Method
Thirty one people aged 60 to 98 were visited in their homes on three occasions. Following an initial interview, participants were given a set of cultural probe materials, including a digital camera and the ‘Home and Life Scrapbook’ to complete in their own time for one week. Activities within the Home and Life Scrapbook included maps (indicating their relationships to people, places and objects), lists (e.g. likes, dislikes, things they were concerned about, things they were comfortable with), wishes (things they wanted to change or improve), body outline (indicating symptoms or impairments), home plan (room layouts of their homes to indicate spaces and objects used) and a diary. After one week, the researcher and participant reviewed any digital photos taken and the content of the Home and Life Scrapbook as part of the home visit interview.
Findings
The cultural probe facilitated collection of visual, narrative and material data by older people, and appeared to generate high levels of engagement from some participants. However, others used the probe minimally or not at all for various reasons including limited literacy, physical problems (e.g. holding a pen), lack of time or energy, limited emotional or psychological resources, life events, and acute illness. Discussions between researchers and participants about the materials collected (and sometimes about what had prevented them completing the tasks) helped elicit further information relevant to assisted living technology design. The probe materials were particularly helpful when having conversations with non-English speaking participants through an interpreter.
Conclusions
Cultural probe methods can help build a rich picture of the lives and experiences of older people to facilitate the co-production of assisted living technologies. But their application may be constrained by the participant’s physical, mental and emotional capacity. They are most effective when used as a tool to facilitate communication and development of a deeper understanding of older people’s needs
Clinical, Pathological, and Surgical Outcomes for Adult Pineoblastomas
Introduction
Pineoblastomas are uncommon primitive neuroectodermal tumors that occur mostly in children; they are exceedingly rare in adults. Few published reports have compared the various aspects of these tumors between adults and children.
Methods
The authors report a series of 12 pineoblastomas in adults from 2 institutions over 24 years. The clinical, radiologic, and pathologic features and clinical outcomes were compared with previously reported cases in children and adults.
Results
Patient age ranged from 24 to 81 years, and all but 1 patient exhibited symptoms of obstructive hydrocephalus. Three patients underwent gross total resection, and subtotal resection was performed in 3 patients. Diagnostic biopsy specimens were obtained in an additional 6 patients. Pathologically, the tumors had the classical morphologic and immunohistochemical features of pineoblastomas. Postoperatively, 10 patients received radiotherapy, and 5 patients received chemotherapy. Compared with previously reported cases, several differences were noted in clinical outcomes. Of the 12 patients, only 5 (42%) died of their disease (average length of survival, 118 months); 5 patients (42%) are alive with no evidence of disease (average length of follow-up, 92 months). One patient died of unrelated causes, and one was lost to follow-up. Patients with subtotal resections or diagnostic biopsies did not suffer a worse prognosis. Of the 9 patients with biopsy or subtotal resection, 4 are alive, 4 died of their disease, and 1 died of an unrelated hemorrhagic cerebral infarction.
Conclusions
Although this series is small, the data suggest that pineoblastomas in adults have a less aggressive clinical course than in children

Do national resources have to be centrally managed? Vested interests and institutional reform in Norwegian fisheries governance
Corporatism -with its privileged access, restricted participation and centralized
structures - has a long history in Norwegian fisheries governance. Co-management –
understood as a decentralized, bottom-up and more inclusive form of fisheries
governance - has not been considered a relevant alternative.. Why does corporatism
still prevail in a context where stakeholder status in fisheries governance globally – both
in principle and practice - has been awarded environmental organizations, municipal
authorities and even consumer advocacy groups? Why then have alternatives to the
corporatist system of centralized consultation and state governance never been seriously
considered in Norway, in spite of the growing emphasis on fish as a public resource and
fisheries management as human intervention in geographically confined and complex
ecosystems? We suggest that thismay have to do with the fundamental assumptions
behind Norwegian fisheries governance that since fish is a national resource, it must be
centrally managed. We argue that this is an assumption that may be contested
Sol-Gel Prepared Nanoscopic Metal Fluorides - a New Class of Tunable Acid-Base Catalysts
In this article, the high potential of the fluorolytic sol-gel process to synthesise nanoscopic metal fluorides with different acid-base properties is shown. These nanoscopic materials exhibit high potential to be used as heterogeneous catalysts due to their high surface areas and their tunable surface properties. Thus, for each specific reaction the required surface properties of the catalysts can be ”adjusted” to achieve a high yield and selectivity of the desired product. As a consequence, a greener method of chemical production can be accomplished. Moreover the cheap and easy synthesis of the catalysts using basic chemicals makes them not only interesting for fundamental research but provides an easy transformation to industrial applications
Vulnerable people, vulnerable resources? Exploring the relationship between people's vulnerability and the sustainability of community-managed natural resources
Participatory approaches to the management of common-pool resources (CPRs) are built on the premise that resource-users are dependent on the productivity of the resource and therefore have the incentive to act as resource stewards if empowered to do so. Yet many CPR users have only temporary interest in using the resources. Moreover, they are vulnerable to a range of stressors and risks unrelated to resource access and sustainability concerns. Both of these may undermine such incentives. Furthermore, discounting theory posits that high vulnerability shortens time horizons so that vulnerable CPR users might be expected to heavily discount future benefits from resource conservation. We present an ethnographic study carried out in two communities on Lake Victoria, Uganda, where fisher folk face a range of elevated risks to health and security. These immediate risks undermine participatory fishery management but this does not necessarily indicate inherently short time-horizons; for many, fishing and fish-trading are not perceived as a life-long occupation but as a means to generate capital for investment in other businesses. Thus, whether they are vulnerable or not, it cannot simply be assumed that current CPR users will have a long-term interest in participating in resource management. Incentivizing participation in CPR management for long-term sustainability may have to address both people’s wider vulnerabilities and aspirations
Acute physiological stress down-regulates mRNA expressions of growth-related genes in coho salmon
Growth and development in fish are regulated to a major extent by growth-related factors, such as liver-derived insulin-like growth factor (IGF) -1 in response to pituitary-secreted growth hormone (GH) binding to the GH receptor (GHR). Here, we report on the changes in the expressions of gh, ghr, and igf1 genes and the circulating levels of GH and IGF-1 proteins in juvenile coho salmon (Oncorhynchus kisutch) in response to handling as an acute physiological stressor. Plasma GH levels were not significantly different between stressed fish and prestressed control. Plasma IGF-1 concentrations in stressed fish 1.5 h post-stress were the same as in control fish, but levels in stressed fish decreased significantly 16 h post-stress. Real-time quantitative PCR (qPCR) analysis showed that ghr mRNA levels in pituitary, liver, and muscle decreased gradually in response to the stressor. After exposure to stress, hepatic igf1 expression transiently increased, whereas levels decreased 16 h post-stress. On the other hand, the pituitary gh mRNA level did not change in response to the stressor. These observations indicate that expression of gh, ghr, and igf1 responded differently to stress. Our results show that acute physiological stress can mainly down-regulate the expressions of growth-related genes in coho salmon in vivo. This study also suggests that a relationship between the neuroendocrine stress response and growth-related factors exists in fish.Peer reviewed: YesNRC publication: Ye
