    The Value of the Trout Fishery at Rhodes, North Eastern Cape, South Africa, A Travel Cost Analysis Using Count Data Models

    The National Environmental Management: Biodiversity Act, no.10 of 2004) makes provision for the presence of alien trout in South African waters by means of a zoning system, partly in recognition of the significant income generating potential of trout fishing in South Africa. This paper reports the first formal recreational valuation of a trout fishery in South Africa, the one in and around Rhodes village, North Eastern Cape. The valuation is carried out by applying the individual travel cost method using several count data models. The zero truncated negative binomial model yielded the most appealing results. It accounts for the non-negative integer nature of the trip data, for truncation and over-dispersion. The paper finds that in 2007 consumer surplus per day visit to the Rhodes trout fishery was R2 668, consumer surplus per trip visit was R13 072, and the total consumer surplus generated was R18 026 288.

    The recreational value of river inflows into South African estuaries

    Estuarine habitats are subject to increasing demand pressures. Some of these are direct, for the appealing space they provide for residences and recreation; and some are indirect, in the form of competitive demand for the inputs required to maintain their ecological functionality, for instance, river inflows. As a result of increasing demand for river water the connection of many of South Africa’s estuaries with the sea has been undermined and their recreational appeal reduced. This paper reports findings on these negative impacts for selected estuaries. The contingent valuation method was used to estimate the value of recreational benefits that would result at 40 South African estuaries if water-inflow reductions were averted. The studies were undertaken between 2000 and 2007. All the estuaries selected were known to be vulnerable to changes in river inflows. Expert opinions on the consequences of specified hypothetical changes to water inflows into estuaries were used to generate the scenarios valued. User populations were estimated and surveys administered to samples of these populations. From the elicited responses median estuary user willingness to pay bids were predicted using Tobit and OLS models. An internal credibility assessment was conducted over the plausibility of the predictive model, the consistency of the values to those estimated using an alternative valuation method (the contingent travel cost method), and the reliability of the estimates. For the 37 estimates deemed reliable (but not necessarily valid), the average of the predicted median values of river inflow into estuaries was calculated to be 3.4 c/m3 (South African cents, ZAR) and standard deviation 3.84 c/m3. The average of the predicted mean values was calculated to be 7.4 c/m3 and the standard deviation 6.7 c/m3. It was also found that where there had been extensive economic development around the river system, the values of inflows into estuaries tended to be less than the value of water abstracted upstream.Keywords: recreational value, river inflows, estuaries, South Afric

    A SOCIAL COST-BENEFIT ANALYSIS OF A SMALL-SCALE CLAM FISHERY IN THE EASTERN CAPE, SOUTH AFRICA

    When a proposal was advanced in 1991 to harvest the wedge clam Donax serra in the Eastern Cape, South Africa, for commercial gain, it elicited a huge public outcry. In order to shed light on the issue, a social costbenefit analysis (CBA), based on a biologically sustainable extraction rate of 100 ton of clams per year, was carried out on its commercial exploitation. Because fishery activities might exact a price on society in the form of negatively altering the quality of people\'s recreation experience in the area, as well as damage the aesthetic and ecological attributes of the beach system, such external effects were identified and valuated. Results from the CBA yielded positive net present values (NPVs) for project options involving live clams being sold on the export market (to Hong Kong) for R24.70 kg-1 and negative NPVs for domestic market options (Johannesburg and Cape Town), where the clam would be sold for R6.50 kg-1. Assuming a discount rate of 8&#37, the highest NPV was obtained for the scenario in which total production was sold on the foreign market and the firm rented facilities of an existing organization. The external cost was the single largest component of the cost of the fishery. The conclusion drawn is that the social benefit of the project exceeds the social cost ā€“ a conclusion which supports commercial exploitation of clam stocks along the St Francis Bay beach, but one which does not include the osts associated with policing.Afr.     It is well known to economists that the contingent valuation method (CVM) fills an important gap in valuation technology with respect to managing public environmental goods and services. Ā  Currently acceptable CVM practice requires many challenging steps to be followed. Ā One of these important steps is that of assessing the theoretical validity of the household willingness to pay (WTP) finding, but it is far from being a sufficient basis for reaching conclusions as to the credibility predicted community willingness to pay for environmental services. Ā This paper reviews the step of testing for theoretical validity and challenges its importance relative to other more fundamental assessments of the credibility of the predicted household and societal WTP. Ā This paper then deduces that an external ā€˜auditā€™ assessment may be necessary, in addition to an internal one, for these values to attain credibility in the determination of public choices

    The Beta Generalized Exponential Distribution

    We introduce the beta generalized exponential distribution that includes the beta exponential and generalized exponential distributions as special cases. We provide a comprehensive mathematical treatment of this distribution. We derive the moment generating function and the rrth moment thus generalizing some results in the literature. Expressions for the density, moment generating function and rrth moment of the order statistics also are obtained. We discuss estimation of the parameters by maximum likelihood and provide the information matrix. We observe in one application to real data set that this model is quite flexible and can be used quite effectively in analyzing positive data in place of the beta exponential and generalized exponential distributions

    Modelling deep convection and its impacts on the tropical tropopause layer

    The UK Met Office's Unified Model is used at a climate resolution (N216, ~0.83°×~0.56Ā°, ~60 km) to assess the impact of deep tropical convection on the structure of the tropical tropopause layer (TTL). We focus on the potential for rapid transport of short-lived ozone depleting species to the stratosphere by rapid convective uplift. The modelled horizontal structure of organised convection is shown to match closely with signatures found in the OLR satellite data. In the model, deep convective elevators rapidly lift air from 4ā€“5 km up to 12ā€“14 km. The influx of tropospheric air entering the TTL (11ā€“12 km) is similar for all tropical regions with most convection stopping below ~14 km. The tropical tropopause is coldest and driest between November and February, coinciding with the greatest upwelling over the tropical warm pool. As this deep convection is co-located with bromine-rich biogenic coastal emissions, this period and location could potentially be the preferential gateway for stratospheric bromine

    Acceptability measures of water, sanitation and hygiene interventions in low- and middle-income countries, a systematic review

    BACKGROUND: Inadequate access to water, sanitation, and hygiene (WASH) is an environmental risk factor for poor health outcomes globally, particularly for children in low- and middle-income countries (LMIC). Despite technological advancements, many interventions aimed at improving WASH access return less than optimal results on long term impact, efficacy and sustainability. Research focus in the 'WASH sector' has recently expanded from investigating 'which interventions work' to 'how they are best implemented'. The 'acceptability' of an intervention is a key component of implementation that can influence initial uptake and sustained use. Acceptability assessments are increasingly common for health interventions in clinical settings. A broad scale assessment of how acceptability has been measured in the WASH sector, however, has not yet been conducted. METHODS/PRINCIPAL FINDINGS: We conducted a systematic literature review of intervention studies published between 1990 and 2021 that evaluated the acceptability of WASH interventions in LMIC settings. Using an implementation science approach, focused outcomes included how acceptability was measured and defined, and the timing of acceptability assessment. We conducted quality assessment for all included studies using the Cochrane Risk of Bias tool for randomised studies, and the Newcastle-Ottawa Scale for non-randomised studies. Of the 1238 records; 36 studies were included for the analysis, 22 of which were non-randomized interventions and 16 randomized or cluster-randomized trials. We found that among the 36 studies, four explicitly defined their acceptability measure, and six used a behavioural framework to inform their acceptability study design. There were few acceptability evaluations in schools and healthcare facilities. While all studies reported measuring WASH acceptability, the measures were often not comparable or described. CONCLUSIONS: As focus in WASH research shifts towards implementation, a consistent approach to including, defining, and measuring acceptability is needed
