    Emergence of Integrated Water Resources Management: Measuring implementation in Vietnam

    Recently, the changes in laws and regulations, such as the revised Law on Water Resources in 2012, have sought to provide a legal framework for the internationally recognized practices of Integrated Water Resources Management (IWRM) in Vietnam. With IWRM being a novel approach for Vietnam, it would be interesting to evaluate how well water resources plans are adhering to the principles of IWRM, to learn and further tailor these principles to the Vietnamese situation. Practical approaches on how to measure the extent to which water management plans are adhering to the principles of IWRM are incomplete. They can only be used after full executing of the plan or focus, such as the ecosystem services framework, only on the sustainability of the plan itself not on the process of establishing it. We present a framework to measure the process aspects of IWRM with the constructs Integration, Participation, Gender Inclusion and Adaptation. The framework is illustrated with examples from Vietnam and directions for further research are given.Water ManagementCivil Engineering and Geoscience

    A 4 GHz Continuous-Time ΔΣ ADC With 70dB DR and -74dBFS THD in 125MHz BW

    A 4 GHz third-order continuous-time ΔΣ ADC is presented with a loop filter topology that absorbs the pole caused by the input capacitance of its 4-bit quantizer and also compensates for the excess delay caused by the quantizer's latency. The ADC was implemented in 45 nm-LP CMOS and achieves 70 dB DR and -74 dBFS THD in a 125 MHz BW, while dissipating 260 mW from 1.1/1.8 V supply.     Deduction of reservoir operating rules for application in global hydrological models

    A big challenge in constructing global hydrological models is the inclusion of anthropogenic impacts on the water cycle, such as caused by dams. Dam operators make decisions based on experience and often uncertain information. In this study information generally available to dam operators, like inflow into the reservoir and storage levels, was used to derive fuzzy rules describing the way a reservoir is operated. Using an artificial neural network capable of mimicking fuzzy logic, called the ANFIS adaptive-network-based fuzzy inference system, fuzzy rules linking inflow and storage with reservoir release were determined for 11 reservoirs in central Asia, the US and Vietnam. By varying the input variables of the neural network, different configurations of fuzzy rules were created and tested. It was found that the release from relatively large reservoirs was significantly dependent on information concerning recent storage levels, while release from smaller reservoirs was more dependent on reservoir inflows.     This paper presents a SAR-assisted Continuous-time Delta-Sigma (CT Δ Σ ) ADC, which combines the energy efficiency of SAR ADCs with the relaxed driving requirements of CT Δ Σ ADCs, as well as similar anti-alias filtering. When clocked at 2.4GHz, the ADC achieves 77.5dB SNDR in 40MHz BW.     Multi-objective model predictive control for real-time operation of a multi-reservoir system

    This paper presents an extended Model Predictive Control scheme called Multi-objective Model Predictive Control (MOMPC) for real-time operation of a multi-reservoir system. The MOMPC approach incorporates the non-dominated sorting genetic algorithm II (NSGA-II), multi-criteria decision making (MCDM) and the receding horizon principle to solve a multi-objective reservoir operation problem in real time. In this study, a water system is simulated using the De Saint Venant equations and the structure flow equations. For solving multi-objective optimization, NSGA-II is used to find the Pareto-optimal solutions for the conflicting objectives and a control decision is made based on multiple criteria. Application is made to an existing reservoir system in the Sittaung river basin in Myanmar, where the optimal operation is required to compromise the three operational objectives. The control objectives are to minimize the storage deviations in the reservoirs, to minimize flood risks at a downstream vulnerable place and to maximize hydropower generation. After finding a set of candidate solutions, a couple of decision rules are used to access the overall performance of the system. In addition, the effect of the different decision-making methods is discussed. The results show that the MOMPC approach is applicable to support the decision-makers in real-time operation of a multi-reservoir system.Water Resource

    Determining water reservoir characteristics with global elevation data

    Quantification of human impact on water, sediment, and nutrient fluxes at the global scale demands characterization of reservoirs with an accuracy that is presently unavailable. This letter presents a new method, based on virtual dam placement, to make accurate estimations of area-volume relationships of large reservoirs, using solely readily available elevation data. The new method is based on regional similarity of area-volume relationships. The essence of the method is that virtual reservoirs are created in the vicinity of an existing reservoir to derive area-volume relationships for the existing reservoir. The derived area-volume relationships reproduced in situ bathymetric data well. An intercomparison for twelve reservoirs resulted in an average R2 = 0.93. This is a significant improvement on estimates using the best existing global regression model, which gives R2 = 0.54 for the same set of reservoirs.Water Resource

    A 6GHz Multi-Path Multi-Frequency Chopping CTΔΣ Modulator achieving 122dBFS SFDR from 150kHz to 120MHz BW

    Advances in CMOS technologies have led to the development of continuous-time ΔΣ modulators (CTDSMs) with GHz sampling rates that achieve better than-100dBc linearity and bandwidths above 100MHz. However, at low frequencies (below 10MHz), their SNDR is limited by 1/f noise, which limits their use in radio receivers intended to cover both the AM and the FM bands. In this work, a multi-path multi-frequency chopping scheme is proposed to suppress 1/f noise, while maintaining interferer robustness, noise, spurious, and linearity performance. Implemented in a CTDSM sampling at 6GHz, it reduces its 1/f noise corner frequency by 22x and achieves -98.3dBc THD, 122dBFS SFDR in 120MHzBW.     Experimental studies and thermodynamic assessment of the Ba-Mo-O system by the CALPHAD method

    Thermodynamic measurements on BaMoO4, BaMoO3 and BaMo3O10 are reported, that served as input for the development of a thermodynamic model of the Ba-Mo-O system using the CALPHAD methodology. The valence states of molybdenum in BaMoO4 and BaMoO3 were confirmed to be VI and IV, respectively, from X-ray Absorption Near Edge Structure Spectroscopy measurements at the Mo K-edge. The heat capacity at low temperatures of these compounds was obtained from thermal-relaxation calorimetry. Phase equilibrium data in the BaMoO4-MoO3 section were also measured, and the transition enthalpy associated with the peritectic decomposition of BaMo3O10 was determined using Differential Scanning Calorimetry. The developed thermodynamic model used the compound energy formalism for intermediate compounds, and an ionic two-sublattice model for the liquid phase. The optimized Gibbs energies were assessed with respect to the known thermodynamic and phase equilibrium data. A good agreement is generally obtained, but a number of ill-defined data were also identified.RST/Reactor Physics and Nuclear Material
