ESTRATEGIA PARA LA ADMINISTRACIÓN DEL TALENTO HUMANO EN LA DIRECCIÓN DISTRITAL DE SALUD DE MANTA

In the article the results of an investigation related to Human Resource Management at the district health directorate Manta is revealed. From the application of scientific methods that initially showed a diagnosis on staff, as measured by the management department of human talent, in that order, it was possible to develop a strategy with the ultimate aim of encouraging the staff of this organization and consequently consumer’s regular’s public health service  En el artículo se revela el resultado de una investigación relacionada con la administración del Talento Humano en la dirección distrital de salud de Manta. A partir de la aplicación de métodos científicos que inicialmente evidenciaron un diagnóstico en el personal, medido en función de la gestión del departamento de Talento Humano, en ese mismo orden, se logró elaborar una estrategia con el fin último de favorecer al personal de esta organización y en consecuencia a los asiduos consumidores del servicio de salud pública

UN ACERCAMIENTO A LA REALIDAD TURÍSTICA DE MANABÍ: AN APPROACH TO THE TOURIST REALITY OF MANABÍ

RESUMEN La actividad de turismo en Manabí representa un renglón importante en su quehacer socioeconómico, ante todo, por las cualidades de sus ecosistemas, la riqueza de su cultura diversa conformada por múltiples tradiciones que prevalecen, su historia y el orgullo identitario de sus moradores. Debido a ello, ha sido y es objeto de numerosos estudios y referencias de los que se nutre el presente artículo con la finalidad de sistematizar las principales experiencias, para el análisis de la realidad turística de Manabí. Con el recurso de la consulta bibliográfica y en un proceso analítico-sintético e inductivo-deductivo se esbozan las más elementales definiciones sobre el turismo, sus clasificaciones, las generalidades en América Latina y en Ecuador y se particulariza en las características turísticas de la provincia Manabí, quedando identificadas las principales limitantes y ventajas con una permanente apreciación en relación a la distinción del turismo sobre bases del desarrollo humano sostenible. Palabras clave: Cultura; desarrollo humano sostenible; ecosistema; ecoturismo; turismo.   ABSTRACT   The tourism activity in Manabí represents an important line in its socio-economic work, above all, for the qualities of its ecosystems, the richness of its diverse culture formed by multiple traditions that prevail, its history and pride identity of its inhabitants. As a result, it has been and is the subject of numerous studies and references that this article is nourished by in order to systematize the main experiences, for the analysis of the tourist reality of Manabí. The use of bibliographic consultation and an analytical-synthetic and inductive-deductive process outlines the most basic definitions of tourism, its classifications, generalities in Latin America and Ecuador and is particularly tourist characteristics of manabí province, being identified the main limitations and advantages with a permanent appreciation in relation to the distinction of tourism on the basis of human development. La carga tributaria y su influencia en la comercialización de productos importados en la provincia de Manabí

La presente investigación se ha desarrollado con la finalidad de establecer la incidencia en la economía de los comerciantes de la provincia de Manabí con respecto a las medidas tributarias implementadas sobre los productos importados, mediante la aplicación de encuestas a los comerciantes cuya actividad se basa en el expendio de artículos importados se ha podido establecer el nivel de impacto que dichas medidas han tenido sobre sus finanzas, al punto de tener que reducir costos principalmente en lo que respecta al personal, provocando una alza en la tasa de desempleo, con los resultados obtenidos a través de la investigación de campo se pudieron elaborar las respectivas conclusiones originadas sobre la realidad que afecta al comercio de los productos extranjeros en la provincia de Manabí.   Palabras clave: importaciones, comercio internacional, tasas arancelarias, salvaguardas.   &nbsp

EL PAGO DEL ANTICIPO DEL IMPUESTO A LA RENTA Y SU INCIDENCIA EN LA LIQUIDEZ DE LAS MICROEMPRESAS DE LA CIUDAD DE MANTA

Esta investigación nace de la necesidad de analizar los efectos que tiene el pago del anticipo del impuesto a la renta en la liquidez de los microempresarios de la ciudad de Manta, para esto se recabó información bibliográfica con respecto a la base legal de dicha obligación tributaria así como también se realizó la respectiva investigación de campo a través de los formularios de encuesta para obtener la opinión de los contribuyentes con respecto a esta medida impositiva, de igual forma se estableció el análisis del método de cálculo con lo cual se definieron las respectivas conclusiones que permitieron verificar que esta basa su cálculo porcentual desde cuatro aspectos contables cuyo fundamento se encuentra relacionado en varias cuentas por igual, además el perjuicio económico se denota en cuanto a la negatividad de que dicho valor cancelado como pago anticipado pueda ser utilizado como crédito tributario en caso de que este sea superior al impuesto generado al cierre del período fiscal.PALABRAS CLAVE: Pago anticipado, Servicio de Rentas Internas, contribuyentes, impuesto a la renta, tributación.THE PAYMENT OF THE ADVANCE TAX TO THE INCOME AND ITS INCIDENCE IN THE LIQUIDITY OF THE MICROENTERS OF THE CITY OF MANTAABSTRACTThis research arises from the need to analyze the effects of the payment of the advance of the income tax on the liquidity of micro entrepreneurs in the city of Manta. ANÁLISIS EMPÍRICO DE LA LEY DE WAGNER EN LA ECONOMÍA ECUATORIA: EMPIRICAL ANALYSIS OF WAGNER'S LAW IN THE ECUADORIAN ECONOMY

RESUMENEl objetivo de este trabajo es analizar empíricamente la validez de la Ley de Wagner en la economía ecuatoriana. La investigación es de tipo explicativa. Los datos de series de tiempo provienen de fuentes secundarias y cubren el período 1965-2016. El modelo econométrico de contraste se basa en la metodología de los Vectores Autorregresivos (VAR). Las funciones impulso-respuesta sugieren un efecto estadísticamente significativo que va del producto hacia el gasto público, pero no en sentido contrario (del gasto hacia el producto). Se concluye que en el caso ecuatoriano es más pertinente hablar de que el gasto público aumenta conforme la economía crece, en línea con la Ley de Wagner.Palabras clave: gasto público, crecimiento económico, VAR, Ley de Wagner, Ecuador ABSTRACTThe objective of this work is to empirically analyze the validity of Wagner`s law in the ecuadorian economy. The research is explanatory. The time series data comes from secundary sources and covers the period 1965-2016. The contrast econometric model is based on the methodology of autoregressive vectors (VAR). The impulse-responde functions suggest a statistically significant effect that goes from the output to public spending, but not in the opposite direction (from spending to output). EL EMPRENDIMIENTO Y PROMOCIÓN DE LA ACTIVIDAD PESQUERA EN EL CANTÓN MANTA

El presente artículo tiene como objetivo general analizar la importancia de la Actividad pesquera en el desarrollo social y económico de la ciudad de Manta, detallando sus fundamentos teóricos. La metodología empleada para la elaboración del presente trabajo está basada en la revisión bibliográfica y en el análisis sistemático y reflexivo de fuentes secundarias representadas por textos escritos, consultas en periódicos digitales a través de internet. Al final se determinó que en base a la actividad pesquera surge el emprendimiento que se da por necesidad y ha permitido explotar y colocar en mercados locales e internacionales estos recursos pesqueros, por ello debe ser oportuno y económico, seguir una estructura orgánica, tener una ubicación estratégica, revelar tendencias y situaciones, para lógralo debe estimularse el emprendimiento entre los agentes económicos involucrados en el negocio, a fin de aprovechar sus capacidades y sus conocimientos sobre la cuestión.PALABRAS CLAVE: Emprendimiento; promoción; actividad pesquera; Manta.ENTREPRENEURSHIP AND PROMOTION OF FISHING ACTIVITY IN THE CANTON MANTAABSTRACTThe general objective of this article is to analyze the importance of fishing activity in the social and economic development of the city of Manta, detailing its theoretical foundations. LA MONEDA ELECTRÓNICA EN EL SISTEMA FINANCIERO ECUATORIANO

Esta investigación se efectuó con la finalidad de conocer los antecedentes de la moneda electrónica a nivel mundial, la forma es que es empleada en otros países, y su funcionamiento en el ámbito del Ecuador, para esto se estableció la estructura teórica que permitió identificar las diferentes divisas de este tipo creadas para realizar transacciones comerciales mediante el uso de diversas plataformas que pueden ser online u offline; de igual manera se pudo establecer mediante la aplicación de la encuesta a la población el nivel de preparación que existe para la adopción de esta moneda electrónica en el sistema financiero ecuatoriano, determinando que la mayoría de la población concibe un gran nivel de incertidumbre y desconfianza con respecto a su uso, por otra parte la plataforma para poder emplear el dinero electrónico aunque es de fácil acceso, el nivel cultura de la población no permite que se tenga la confianza necesaria para el uso de esta divisa.PALABRAS CLAVE: Moneda electrónica; finanzas públicas; Banco Central; divisas.THE ELECTRONIC CURRENCY IN THE ECUADORIAN FINANCIAL SYSTEMABSTRACTThis research was carried out with the purpose of knowing the antecedents of the electronic currency at the world level, the form is that it is used in other countries, and its operation in the ambit of Ecuador, for this was established the theoretical structure that allowed to identify the different Currencies of this type created to carry out commercial transactions by the use of diverse platforms that can be online or offline; In the same way, it was possible to establish through the application of the survey the population the level of preparation that exists for the adoption of this electronic currency in the Ecuadorian financial system, determining that the majority of the population conceives a great level of uncertainty and distrust with respect to its use, on the other hand the platform to be able to use the electronic money although it is of easy access, the level culture of the population does not allow that the confidence is necessary for the use of this currency.KEYWORDS: Electronic currency; public finance; Central Bank; currencies

EL CAMBIO DE LA MATRIZ ENERGÉTICA EN EL ECUADOR Y SU INCIDENCIA EN EL DESARROLLO SOCIAL Y ECONÓMICO DE LA POBLACIÓN

El presente trabajo se desarrolla debido a la necesidad de conocer cómo influye en el desarrollo social y económico de la población ecuatoriana la ejecución del cambio de la matriz energética del Ecuador, en base a esta problemática se analizaron las descripciones específicas de los proyectos ejecutados por el Gobierno Central, entre los que se encuentran las plantas de generación hidroeléctrica y eólica como fuentes de energía renovables, con la finalidad de eliminar la dependencia que actualmente existe por la exportación de petróleo y el consumo de los derivados de esta materia prima; en base a la bibliografía consultada se expresa el monto de ahorro que obtendrá el Ecuador a través esta iniciativa, así como también se analizó la opinión de expertos en materia económica acerca del beneficio que otorga a la población el uso de energía renovables cuyo consumo no es perecible; dando como resultado que el beneficio es alto y aunque en principio no se alcanzarán los beneficios esperados en medida que se efectivicen las inversiones realizadas en un largo plazo de logrará cumplir con los objetivos planteados en el Plan Nacional del Buen Vivir, logran un óptimo desempeño energético y aumentando el nivel de desarrollo socioeconómico de la ciudadanía ecuatoriana.PALABRAS CLAVE: matriz energética; fuentes hidroeléctricas; fuentes eólicas; energías renovables; desarrollo sostenible.THE CHANGE OF THE ENERGY MATRIX IN ECUADOR AND ITS INCIDENCE IN THE SOCIAL AND ECONOMIC DEVELOPMENT OF THE POPULATIONABSTRACTThe present work is developed due to the need to know how the implementation of the change of the energy matrix of Ecuador influences the social and economic development of the Ecuadorian population, based on this problem, the specific descriptions of the projects executed by the Central Government, including hydroelectric and wind power plants as renewable energy sources, with the aim of eliminating the current dependence on oil exports and consumption of the derivatives of this raw material; Based on the bibliography consulted the amount of savings that Ecuador will obtain through this initiative is expressed, as well as the opinion of experts in economic matters about the benefit that the population is given the use of renewable energy whose consumption is not Perishable; Giving as a result that the benefit is high and although in principle the expected benefits will not be reached as long as the investments made in the long term of achieving the objectives set out in the National Plan for Good Living achieve an optimum energy performance And increasing the level of socioeconomic development of Ecuadorian citizens.KEYWORDS: Energy matrix; hydroelectric sources; wind power; renewable energy; sustainable development

Safeguards in Ecuador and its incidence in the economy of border locations

Este trabajo de investigación se realizó en base a la necesidad de conocer los efectos provocados en la economía de las ciudades fronterizas como son Huaquillas en el Sur y Tulcán en el norte, por la aplicación de salvaguardias a las importaciones. Para la ejecución del análisis se tomó como referencia principal el cantón Huaquillas. A partir del estudio realizado se conoció que la mayoría de los comerciantes se dedica al expendio de ropa. A raíz de la aplicación de las salvaguardias estos negocios redujeron los niveles de venta, obligando a los comerciantes en muchos casos a disminuir la nómina de trabajadores, provocando un aumento en el índice de desempleo, e incluso a liquidar mercadería con la finalidad de recuperar parte de su inversión; mediante las respectivas encuestas se pudo establecer el nivel de afectación que recibieron los comerciantes a causa de las salvaguardias, la reducción en el flujo de capital y la recurrencia de los clientes en desplazarse al otro lado de la frontera para adquirir productos de menor costo, lo que menoscaba la economía de estas ciudades; de esta manera, a través de los datos obtenidos se pudieron establecer las respectivas conclusiones conforme a los resultados extraídos del estudio respectivo.This research work was carried out based on the need to know the effects caused in the economy of the border cities such as Huaquillas in the South and Tulcán in the north, by the application of safeguards to imports. For the execution of the analysis, the Huaquillas canton was taken as the main reference. From the study conducted it was known that most of the merchants are engaged in the sale of clothing. Following the application of safeguards these businesses reduced sales levels, forcing traders in many cases to decrease the payroll of workers, causing an increase in the unemployment rate, and even to liquidate merchandise in order to recover part of your investment; through the respective surveys it was possible to establish the level of affectation that the merchants received because of the safeguards, the reduction in the capital flow and the recurrence of the clients in moving to the other side of the border to purchase products of lower cost, that undermines the economy of these cities; in this way, through the obtained data, the respective conclusions could be established according to the results extracted from the respective study
