    Depth of focus extension in optical coherence tomography using ultrahigh chromatic dispersion of zinc selenide

    We report a novel technique to overcome the depth-of-focus limitation in optical coherence tomography (OCT) using chromatic dispersion of zinc selenide lens. OCT is an established method of optical imaging, which found numerous biomedical applications. However, the depth scanning range of high-resolution OCT is limited by its depth of focus. Chromatic dispersion of zinc selenide lens allows to get high lateral resolution along extended depth of focus, because the different spectral components are focused at a different position along axes of light propagation. Test measurements with nanoparticle phantom show 2.8 times extension of the depth of focus compare to the system with a standard achromatic lens. The feasibility of biomedical applications was demonstrated by ex vivo imaging of the pig cornea and chicken fat tissue

    Direct measurements of magnetic interaction-induced cross- correlations of two microparticles in Brownian motion OPEN

    The effect of magnetic interactions on the Brownian motion of two magnetic microparticles is investigated. The cross-correlations of the thermal fluctuations of the two magnetic microbeads are directly measured using double-trap optical tweezers. It is experimentally demonstrated that the cross-correlation function is governed by the gradient of the magnetic force between the microparticles. The magnetic forces are measured with femtonewton precision, and the magnetic dipole moments of individual microparticles are determined within an accuracy on the order of fA-m 2 . Brownian motion is the driving force for a wide variety of biological, chemical and physical processes, such as the diffusion of organelles in living cells 1 , the dynamics of DNA supercoils In this paper, we describe the effect of magnetic forces between two individual magnetic microparticles on their Brownian motion, observed by utilizing double optical tweezers. Correlations in Brownian motion were measured as functions of the interparticle distance and the external magnetic field strength. It is shown that the coupling of the particles' motion and the cross-correlations of the fluctuations in particle position in optical traps depend on the gradient of the magnetic force rather than on the value of the interaction force itself. The magnetic moments of individual particles were obtained with an accuracy of several fA-m 2

    Public procurement as an instrument for the implementation of policy of sustainable development: opportunities in Russia

    Статья посвящена устойчивым государственным закупкам (УГЗ) как механизму реализации одобренной на международном уровне политики устойчивого развития. Есть ли основания у российских заказчиков использовать их на практике? Ответ на этот вопрос дает изучение институционально-правовых основ использования госзакупок в качестве инструмента реализации политики устойчивого развития. Россия взяла на себя обязательство по внедрению политики устойчивого развития, отдельные ее проявления отражены в стратегических документах и национальном законодательстве. Для того чтобы госзакупки способствовали устойчивому развитию, необходимо включить в законодательство соответствующие директивные нормы.The article is dedicated to sustainable public procurement (SPP) as a mechanism for the implementation of internationally endorsed policy of sustainable development. In this paper, the authors analyze the approaches to the definition of SPP and identify its basic features (social responsibility, economic efficiency and environmental safety). Russia along with oth-er countries took over the implementation of sustainable development policy, some manifestations of this policy are reflected in the strategic documents and national legislation. The inclusion of legislative norms on the use of SPP in the legislation will contribute to actual use of public procurement as a tool for the implementation of sustainable development policies.Исследование финансировалось в рамках государственной поддержки ведущих универ-ситетов Российской Федерации «5-100»

    The paper is about sustainable public procurement as a new global trend in the development of a sustainable economy. The main question raised is the following: how could sustainable public procurement be implemented in Russia? We aim to answer the question by presenting the findings of survey, covering public procurement practices of 51 contracting authorities and documentation analysis of 400 public tenders, and investigating Russian legislation. The conducted survey aims to identify the aspects of sustainable public procurement already used by public authorities in procuring practices in Russia. The analysis of Russian legislation allows to define in which sections of procurement documentation different aspects of sustainability could be included. This paper provides a unique survey of sustainable procurement practices across the Russian public sector. Research also shows the prerequisites of implementation of sustainable public procurement in Russia
