LA POLITIQUE EXTÉRIEURE DE LA COLOMBIE, Entre l’influence et l’indépendance. Le débat sur le rôle du président et de l’académie de formation des diplomates
Avoir des dirigeants qui ne se préoccupent pas de l’intérêt de la majorité, mais des leurs, est un fait qui caractérise la Colombie et qui est manifeste à travers la nomination de ses diplomates. En général, ceux qui ont pour habitude de représenter le pays ne sont ni les meilleurs, ni les plus qualifiés, mais ce sont les plus proches du pouvoir. Cette situation se traduit par l’exécution d’un travail diplomatique infructueux, dans lequel il n’y a pas de planification à long terme, et qui se limite à la conjoncture présidentielle. La mauvaise image ou le manque de crédibilité dans la capacité de l’État et de ses fonctionnaires, à diriger des processus internationaux, sont le résultat d’un “nanisme auto-imposé”, comme réponse à une série d’échecs historiques et à un manque de leadership qui ne contribuent pas au développement du potentiel international du pays. La construction d’une stratégie commune entre de nombreux acteurs liés aux questions internationales, pourrait contribuer à la gestion de la politique étrangère partagée entre influence et indépendance
A Systemic Framework to Evaluate Student Satisfaction in Latin American Universities under the COVID-19 Pandemic
Latin American universities (LAUs) have been going through a serious lack of economic resources which has plunged them into a deep financial crisis. The COVID-19 pandemic has exacerbated this calamity. However, LAUs have implemented online teaching processes in order to mitigate the effects of scheduling and other classroom disruption. There is evidence that these modes of teaching have had a reasonable reception but the level of student satisfaction is yet unknown. This article takes a systemic view of the predicament facing LAUs. It represents the elements related to the disruption caused by COVID-19 in a rich picture, building a systemic framework to explore student satisfaction with remote teaching. Using a sample of 298 students from Brazil, Colombia, and Peru, the study analyzes their situation through: (a) Well-being, educational resources, and learning experience and; (b) General satisfaction with virtual classes. Applying exploratory factor analysis, this study identifies three dimensions: (a) satisfaction with support and adaptation in the virtual modality; (b) satisfaction with the interaction in the virtual classroom; and (c) satisfaction with the development of the study program. Medium/high scores for the dimensions indicate moderate/high levels of satisfaction. The findings suggest that there are still unsatisfied needs regarding access to digital resources and socio-emotional needs. Menos calentamiento, más bioeconomía: algunos aportes para disminuir el impacto del cambio climático en Colombia
El documento hace un aporte al debate sobre bioeconomía y cambio climático,
para lo cual busca responder P1 ¿Qué vacíos quedan sin cubrir desde la
definición oficial de bioeconomía en Colombia? y en ese sentido, P2 ¿Cómo la
bioeconomía puede contribuir a disminuir el impacto del cambio climático en
el país? Se realizó una revisión de diferentes definiciones sobre bioeconomía,
para reconocer aquella que se aproxime más a la posibilidad de hacer frente al
calentamiento global según los referentes que ofrece el documento de Política
Nacional de Cambio Climático, pncc, así mismo, se realizaron entrevistas,
talleres y grupos focales para apoyar la solución del problema. Teniendo en
cuenta que la pncc señala que el cambio climático se genera sobre todo por la
deforestación y el mal uso del suelo, esta investigación reconoce los aportes
directos de la bioeconomía frente al tema, desde la ganadería silvopastoril y
en la agricultura con la experiencia de Cenicaña. Del mismo modo, en una
definición más amplia de bioeconomía, se pueden incluir el bioturismo y los
procesos de restauración de bosques y su posibilidad de acercarse a la industria
forestal.The document makes a contribution to the debate on global warming, for
which it seeks to answer Q1. What gaps remain to be filled from the official
definition of the bioeconomy in Colombia? And in that sense, Q2. How can
the bioeconomy contribute to reducing the impact of climate change in the
country? A review of different definitions on bioeconomics was carried out,
to recognize the one that most closely approximates the possibility of facing
global warming according to the references offered by the national policy
document on climate change pncc (mads, 2017), likewise, they were carried
out interviews, workshops and focus groups to support the solution of the
problem. Taking into account that the pncc indicates that climate change is
especially generated by the cutting of trees and the bad use of the soil, this
research recognizes the direct contributions of the bioeconomy to the issue,
from silvopastoral livestock and in agriculture with the Cenicaña experience.
Similarly, a broader definition of bioeconomy can include biotourism and forest
restoration processes and their possibility of approaching the forest industry
Made in the world is better: las misiones económicas en Colombia y nuestro descreimiento ancestral
Resumen El presente artículo es un recorrido histórico a partir de la visita de las dos misiones Kemmerer, Currie, Lebret y del Banco Mundial, que quiere hacer evidente la creciente búsqueda de fórmulas que generen desarrollo, sin llevar a cabo los cambios estructurales que un país con la complejidad de Colombia ameritan. En ese sentido, se reconocerán algunos aportes de las diferentes misiones internacionales, tal como, los desaciertos al momento de ejecutar las recomendaciones. Vale destacar que ciertas sugerencias aplicadas por decreto, resultados de estas misiones, han contribuido al desarrollo del país; aunque en otros casos, que no tuvieron la misma suerte, han servido para evidenciar "la buena voluntad de los gobernantes de turno" para ofrecerle a Colombia elementos de difícil aplicación, a la luz de las experiencias sociales, políticas, culturales, históricas y económicas de otros países que nos precedieron en el camino hacia el "desarrollo". El artículo se basa en la recopilación y análisis de los documentos de las diferentes misiones mencionadas. Abstract Made in the World is better: The economical missions in Colombia and our ancient unbelief. The present article is a historical route, beginning with the two Kemmerer´s Missions, the Currie´s Mission, the Lebret´s Mission and the World Bank´s Mission, which wants to consider as an evidence the continuous growth in the search of prescriptions, which generate development, without accomplishing the structural changes of a complex country as Colombia needs. In that sense, some contributions will be recognized from different international missions, such as, the blunders at the moment of executing the recommendations. It is important to mention that some suggestions apply by decree, results of these missions, has contributed to the development of the country; although in another cases, those which did not have the same luck, have served to evidence "the turn governor´s willingness" to offer Colombia elements of difficult application, considering social, political, cultural, historical and economical experiences of another countries that preceded us on the way to "development". Bonos verdes en la Bolsa de Valores de Colombia (diciembre 2016-diciembre 2019) Nuevo producto de inversión para enfrentar el cambio climático
La baja contribución de Colombia en la emisión de gases de efecto invernadero
(gei) (0,2%) no significa que sea ajeno a los efectos del cambio climático. Para
enfrentar este riesgo, el país se comprometió a reducir, para el año 2030, las
emisiones de gei en no menos del 20%. Para ello, requiere movilizar recursos
estimados en 1,4 billones (promedio anual 3.5 billion annually. Between
December 2016 and December 2019, green bonds for 0.5 billion) have been placed on the Colombian Stock Exchange,
which is only 14% of the budget. As an explanation for this low result, the
introduction into the market of similar bonds (orange, social and sustainable)
was suggested on the one hand, and on the other, the disparity in the reports
of the issuers that give an account of the destination and results of the financed
projects. A literature review was conducted to verify the above. This research
highlights the fact that despite the limited number of green bond issues, the
emergence of similar bonds and reporting differences do not appear to affect
the investor’s interest in joining green projects
Ahora o nunca : gobernanza, coproducción y bioeconomía contra el cambio climático
Este libro se publica en un momento crucial para el planeta. En el quinto aniversario
del Acuerdo de París, en el que está demostrado que este tratado es
ineficaz para revertir los puntos de inflexión del clima. Se requieren acciones
decididas que liberen al desarrollo del crecimiento económico y a este de la
dependencia de los combustibles fósiles. Para ello, el rol del gobierno, las empresas
y la sociedad civil para actuar ahora en esta dirección es determinante.
