In diesem Beitrag wird der für den Sammelband gewählte Ansatz des Transformativen Inklusionsmanagements aufgegriffen, um Ansatzpunkte zur Entwicklung inklusiver Infrastrukturen auf der politischen Ebene der Kommunen zu suchen. Es wird dargestellt, wie Kommunen die Entwicklung einer inklusiven Infrastruktur durch eine beteiligungsorientierte Planung federführend steuern können. Dabei stehen die Aufgabenstellung der Kommunen, Fragen der Partizipation von Menschen mit Behinderungen und die Einbindung von anderen Akteur*innen im Mittelpunkt. Quality assessment, inclusive community development, and collective learning: An institutional perspective from Germany

This article reviews the German discourse on quality of life, quality assurance, and outcome measurement in services for persons with intellectual disabilities. Following institutional assumptions of path dependencies in organizational development, it is argued that concepts such as quality assurance must be understood in the context of the national support system development. For the Federal Republic of Germany, it can be noted that previous approaches to quality assurance of services based on measurement and evaluation tools have not been the drivers of innovation for inclusion. The driving forces behind reforms in the field of disability originated from the three angles of the social service structure (people with disabilities, statutory welfare agencies, and service providers). Policies of key actors were not part of a consistent reform strategy. However, the main elements of the inclusive philosophies of the disability rights movement became hegemonial and led to national legislation that prioritizes person-centered support arrangements in inclusive settings. With regard to governance arrangements in Germany and the idiosyncrasies of local disability fields, it is suggested that there should be a conceptualization of quality assurance in a multilevel approach as “local quality dialogues for collective learning.

Measurement of androgen and estrogen concentrations in cord blood: accuracy, biological interpretation, and applications to understanding human behavioural development

Accurately measuring hormone exposure during prenatal life presents a methodological challenge and there is currently no “gold standard” approach. Ideally, circulating fetal hormone levels would be measured at repeated time points during pregnancy. However, it is not currently possible to obtain fetal blood samples without significant risk to the fetus, and therefore surrogate markers of fetal hormone levels must be utilized. Umbilical cord blood can be readily obtained at birth and largely reflects fetal circulation in late gestation.This review examines the accuracy and biological interpretation of the measurement of androgens and estrogens in cord blood. The use of cord blood hormones to understand and investigate human development is then discussed

Individualisierung und Behinderung

In der Arbeit wird das analytische Potential des Individualisierungsansatzes für das Verständnis von Behinderung und die Lebenslagen von Menschen mit Behinderung erschlossen. Zunächst werden Theorie und Implikationen des Individualisierungsansatzes dargestellt (Kapitel 2). Auf dieser Grundlage wird eine Rekonstruktion des Verständnisses von Behinderung und des institutionellen Umgangs mit Behinderung im Prozess industriegesellschaftlicher Modernisierung vorgenommen (Kapitel 3). Im Mittelpunkt der kritischen Erörterung stehen das medizinisch dominierte sozialrechtliche Zuschreibungsverfahren sowie die institutionalisierte Bearbeitung von Behinderung durch das Rehabilitationssystem und die Organisationen der Behindertenhilfe. Im Anschluss wird untersucht, welche Auswirkungen der aktuelle Individualisierungsschub auf das Verständnis von Behinderung hat (Kapitel 4). Dabei dient die Leitidee der Antidiskriminierung als Folie zur Reflexion der nicht intendierten Folgen der Institutionalisierung von Behinderung. Es wird einerseits deutlich, dass es der Behindertenhilfe bisher versäumt hat, die Leitidee der Antidiskriminierung in ihre Praxis aufzunehmen, andererseits werden die Chancen eines solchen bürgerrechtlichen Ansatzes aufgezeigt. Die Ausführungen werden durch die Auswertung von qualitativen Interviews illustriert, mit denen nach den Spuren der Individualisierung in lebensweltlichen Erfahrungen von Menschen mit Behinderungen im Individualisierungsprozess gesucht wird (Kapitel 5). Es wird gezeigt, wie reflexives Wissen in lebenslaufrelevanten Entscheidungen wirksam und durch die Behinderung auf spezifische Weise restriktiv beeinflusst wird. Im abschließenden Kapitel 6 werden die Chancen beschrieben, die der Individualisierungsansatz für die Modernisierung der Behindertenhilfe eröffnen kann. Es wird aber gleichzeitig ausgeführt, wie der Individualisierungsansatz selbst präzisiert werden kann, indem Lebenslagen untersucht werden, die in hohem durch Vorgaben des sozialen Sicherungssystems beeinflusst sind.This study deals with the analytical potential of the individualization approach for the concept of disability and the life situations of persons with disabilities. The study starts with presenting theory of the individualization approach and its various implications (Chapter 2). On this basis the concept of disability as well as the institutionalised forms of handling disability in the process of industrial modernization is reconstructed (Chapter 3). The discussion focuses on the processes of attributing disability status in legal welfare state frameworks that are dominated by the medical system. The processes are seen in the context of institutionalized forms of handling disability in the system of rehabilitation and disability services. Chapter 4 analyses the impacts that the current push towards individualization has on the concept of disability. Here the principle of anti-discrimination is used as a category to reflect the non-intended effects of the institutionalization of disability. It becomes obvious, that the practice of disability services has so far not succeeded in taking anti-discrimination as a modern guideline for organizational performance. The possibilities of such a civil-rights approach are shown in the end of this chapter. Chapter 5 illustrates the theoretical aspects of the study with the results of qualitative interviews that search for the traces of individualization in day-to-day-experiences of persons with disabilities in the general individualization process of society. It can be shown, how reflective knowledge becomes influential for individual life-course decision-making and how this process is restrictively framed by disability. The final chapter 6 describes the chances of the individualization approach for the modernization of the disability service system. It is also pointed out, that the individualization approach itself can be enriched and shaped more precisely by analyzing life-situations of persons that are highly governed by indications of the social-security system

Sozialberatung als Aufgabe der Sozialen Arbeit

Beratung hat in der Sozialen Arbeit unstrittig eine zentrale Bedeutung. Dies gilt sowohl für das professionelle Selbstverständnis der Sozialen Arbeit, die sich als beratende Tätigkeit versteht, als auch für die Arbeit in Beratungsstellen, die in quantitativer Hinsicht in allen Feldern der Sozialen Arbeit zugenommen hat und voraussichtlich weiter zunehmen wird. Während Klaus Mollenhauer (1965) Beratung noch als ein neues, innovatives Phänomen bezeichnet, das in die erziehungswissenschaftliche Literatur aus den ‚pädagogischen Randbezirken‘ eindringt, in denen die Ratsuchenden nicht als Erziehungsbedürftige auftreten, „sondern als jemand, der zu selbständiger Entscheidung und Lebensführung fähig“ (a.a.O.: 27) ist, geht es in der aktuellen Diskussion eher darum, das Spezifikum der Beratung in der Sozialen Arbeit in der Unübersichtlichkeit von Beratungsangeboten und Beratungsmethoden herauszustellen. Beratung in der Sozialen Arbeit muss sich gegenüber der Beratung durch andere Professionen (beispielsweise Juristen oder Therapeuten) abgrenzen und Beratung in der Sozialen Arbeit als eigenständigen Beitrag zur Bearbeitung von sozialen Problemen profilieren

Das Inklusionskataster NRW unter der Lupe

Mit Zusammenfassungen in Leichter SpracheDas Inklusionskataster NRW ist eine Internetplattform, die mit Beispielen guter inklusiver Praxis Verantwortliche für inklusive Aktivitäten in nordrhein-westfälischen Kommunen anregen soll, inklusive Gemeinwesen zu gestalten. Von 2015 bis 2020 wurde das Inklusionskataster NRW im Auftrag des Ministeriums für Arbeit, Gesundheit und Soziales (MAGS) des Landes Nordrhein-Westfalen vom Zentrum für Planung und Evaluation Sozialer Dienste (ZPE) der Universität Siegen aufgebaut und betrieben. In Vorbereitung auf die Verstetigung des Inklusionskatasters NRW wurde das Inklusionskataster unter die Lupe genommen. Welche Angebote und Abläufe haben sich in den vergangenen Jahren bewährt? Welche Angebote sollten umgestaltet werden, damit sie ihre Potenziale besser entfalten können? Welche Angebote könnten neu ins Inklusionskataster aufgenommen werden? Der vorliegende Bericht stellt das Inklusionskataster NRW sowie die durchgeführte Evaluation und ihre Ergebnisse vor. Er möchte die Weiterentwicklung des Inklusionskatasters anregen und damit das Anliegen der Unterstützung von lokalen Akteuren bei der Entfaltung inklusiver Aktivitäten unterstützen
