    KPPT Cimahi dalam melaksanakan tugas dan fungsinya dapat dikatakan belum optimal hal ini terlihat darirendahnya kualitas aparatur dalam mengkomunikasikan kebijakan, terbatasnya sarana dan media yang dimiliki,iklim komunikasi yang belum menunjang terhadap kualitas pelayanan publik, masih terdapatnya penyakitbirokrasi serta informasi dan pesan yang disampaikan oleh aparat KPPT kurang terserap. Tujuan penelitianadalah untuk menggambarkan pelaksanaan, hambatan, upaya dan membuat model kualitas penyelenggaraanpelayanan publik di KPPT Cimahi. Metode penelitian menggunakan metode deskriptif analitis denganpendekatan kualitatif. Teknik pengumpulan data melalui studi pustaka dan studi lapangan yaitu melaluiobservasi dan wawancara mendalam. Teknik penentuan informan menggunakan Purposive. Hasil penelitianmenunjukkan pelaksanaan kualitas penyelenggaraan pelayanan publik dapat diinterpretasikan kurang baik,ini terlihat dari minimnya sarana dan prasarana yang dimiliki serta peralatan dan perlengkapan yang belummemadai, sehingga dapat berakibat terlambatnya proses pelayanan kepada masyarakat. Kurang tanggapnyaaparat kepada persoalan yang dihadapi masyarakat perlu menjadi perhatian dan segera di atasi supaya prosespelayanan dapat optimal. Kedepannya ini lebih diperhatikan supaya proses pelayanan berjalan dengan baik.Sedangkan dimensi emphaty dapat dikatakan cukup baik, dengan cukup baiknya hal ini diharapkan prosespelayanan dapat berjalan dengan optimal. Hambatan dalam pelaksanaan pelayanan publik antara lain masihrendahnya kualitas sumber daya manusia, masih minimnya sarana dan prasarana penunjang dalam pelayananpublik. Upaya yang dilakukan KPPT Kota Cimahi adalah pelatihan terhadap sumber daya manusia, pengajuansarana dan prasarana pendukung. Terbentuknya model kualitas pelayanan publik yaitu model terpisah, modelsistem pelayanan satu atap, dan model pelayanan satu pintu

    PENGAWASAN PEMERINTAH DAERAH DALAM PENANGGULANGAN TERORISME DI KOTA CIMAHI

    In 2013, 2018, and 2019, there were arrests of terrorism in Cimahi City. Cimahi City is considered prone to become a hiding place. So this research seeks to study the supervision of the City Government of Cimahi in combating terrorism. The results showed that the City of Cimahi in combating terrorism, National Unity, and Politics in Cimahi City synergized with the police and also the people of Cimahi City. Through the Community Early Awareness Forum, Kesbangpol together with the police, provide education to the public regarding radikaslime and terrorism. Both the Kesbapol and the police have competent human resources in supervision. It's just beyond this that the shortcomings are related to the strengths of HR in the police. Planning of supervision in combating terrorism in Cimahi City is carried out by monitoring the tasks of each unit in the police. A special budget for handling terrorism does not yet exist. So, the conclusion is that the monitoring of countermeasures in the Cimahi City Government is carried out by inviting the public to look at the adjacent environment, and denies that what can be done can be directly reported to the Government or the police. Maka penelitian ini bertujuan untuk mengetahui pengawasan Pemerintah Daerah Kota Cimahi dalam penanggulangan terorisme. Metode penelitian yang digunakan yaitu desktiptif dengan pendekatan kualitatif. Hasil penelitian menunjukkan bahwa Pemerintah DaerahKota Cimahi dalam penanggulangan terorisme, melalui Kantor Kesatuan Bangsa dan Politik (Kesbangpol) Kota Cimahi bersinergi dengan pihak kepolisian dan juga masyarakat Kota Cimahi. Melalui Forum Kewaspadaan Dini Masyarakat, Kesbangpol bersama dengan pihak kepolisian, memberi edukasi kepada masyarakat terkait radikaslime dan terorisme. Baik pihak Kesbapol dan kepolisian, telah memiliki SDM yang berkompeten dalam pengawasan. Hanya saja sejauh ini yang menjadi kekurangan adalah terkait kuantitas dari SDM di kepolisian. Perencanaan pengawasan dalam penanggulangan terorisme di Kota Cimahi dilakukan dengan pemetaan tugas kepada masing-masing unit yang ada di kepolisian. Anggaran khusus untuk penanganan terorisme belum ada. Jadi, kesimpulannya adalah pengawasan penanggulangan di Pemerintah Kota Cimahi dilakukan dengan cara mengajak masyarakat untuk melihat lingkungan sekitarnya, dan apabila ada hal yang mencurigakan bisa langsung melaporkan kepada Pemerintah atau pihak kepolisian.     The Smart City Implementation and Development Model in Realizing Bureaucratic Reform in the Local Government of Cimahi City

    This study delves into the implementation and development of a Smart City model as a strategic approach by the Regional Government to achieve bureaucratic reform. The aim is to address challenges associated with inefficient service systems, lengthy processes, organizational structures, and bureaucratic placements that hinder effective government management. Focused on Cimahi City's urban development strategy, the Smart City concept integrates the Internet of Things (IoT) and information and communication technology (ICT) to optimize city assets, enhance law enforcement, streamline government agency information systems, and improve community services. However, despite its potential, the government's Smart City strategy faces obstacles, including server errors, login difficulties, frequent application loading, cumbersome display interfaces, and unresponsive buttons. In response, this research proposes the TRSCM model as a framework for the effective implementation and development of Smart City initiatives, aiming to overcome barriers and contribute to the realization of meaningful bureaucratic reform in government organizations

    A Smart City is a concept for urban development that incorporates information and communication technology (ICT) and Internet of Things (IoT) technologies. A smart city aims to maximize service efficiency via the use of informatics and technology. Data gathered from people and devices is then processed and evaluated using sensors that are coupled with a real-time monitoring system. This data is gathered as critical data to help the community overcome the inefficiencies of bureaucratic services. The rapid advancement of information and communication technology, combined with the development of an increasingly reliant society on the performance of the government bureaucracy, generally requires the government's strategy for implementing and developing Smart Cities. because it has the potential to significantly influence lives, both personally and collectively, including those of government agencies. However, several difficulties remain in its implementation, preventing the government's strategy from being executed properly. The government's strategy for implementing and developing the E-government idea, as well as for applying and developing the Smart City concept to achieve bureaucratic reform, is highly suitable for use as a form of assistance for the development of high-quality community services. The Smart City idea is being implemented in Cimahi City using the following six indicators: (1) smart government, (2) smart economy, (3) smart environment, (4) smart living, (5) smart people, and (6) smart mobility are all examples of smart concepts

    This study discusses the effectiveness of the Hope Family Program in Poverty Alleviation Efforts in Padalarang District, West Bandung Regency. The problem in this research is the ineffectiveness of the Family Hope Program (PKH) in Padalarang District. The purpose of the study is to describe and analyze the implementation of poverty alleviation PKH in Padalarang District, West Bandung Regency. Descriptive research method with a qualitative approach. Data collection techniques through literature study and field studies (interviews, observations, and documentation). Data analysis techniques through data reduction, data presentation, and conclusion drawing. The unit of analysis and informants from the Social Service are UPPKH West Bandung, PKH Co-ordinating Coordinator of Padalarang District, and PKH Participants. The results showed that the effectiveness of the Hope Family Program in Padalarang District was not yet effective. It was seen that the assistance provided was not optimal, the funds received by PKH participants were not in accordance with the PKH situation, besides the funds received by PKH companions were also not in accordance with their expenditure, and the lack of sanctions imposed by the companion to PKH participants who did not carry out their obligations was still not well targeted provide assistance to the poor.Penelitian ini membahas terkait Efektivitas Program Keluarga Harapan Dalam Upaya Pengentasan Kemiskinan di Kecamatan Padalarang, Kabupaten Bandung Barat. Permasalahan dalam penelitian ini yaitu belum efektifnya Program Keluarga Harapan (PKH) di Kecamatan Padalarang. Tujuan penelitian mendeskripsikan dan menganalisis pelaksanaan PKH pengentasan kemiskinan di Kecamatan Padalarang Kabupaten Bandung Barat. Metode penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data melalui studi pustaka dan studi lapangan (wawancara, observasi, dan dokumentasi). Teknik analisis data melalui reduksi data, penyajian data dan penarikan kesimpulan. Unit analisis dan informan Dinas Sosial yaitu UPPKH Bandung Barat, Koordinator Pendamping PKH Kecamatan Padalarang, dan Peserta PKH. Hasil penelitian menunjukan bahwa Efektivitas Program Keluarga Harapan di Kecamatan Padalarang belum efektif. Terlihat belum optimalnya pemberian bantuan,  dana yang diterima peserta PKH tidak sesuai dengan keadaan PKH, selain itu dana yang diterima pendamping PKH juga tidak sesuai dengan pengeluarannya, dan kurang tegasnya sanksi yang diberikan pendamping kepada peserta PKH yang tidak melaksanakan kewajibannya, masih belum tepat sasaran dalam memberikan bantuan kepada masyarakat miskin

    The City of Bandung and Petaling Jaya have collaborated with Sister City in the trade economy sector starting from 2012 and continuing in 2015. MSMEs in Bandung still have many problems running their business and MSMEs are still having difficulty developing. Descriptive research with a qualitative approach. Techniques based on primary data (interviews and observations), as well as secondary data (literature study). The results of the research on the collaboration strategy of Sister City Bandung City with Petaling Jaya in the economic sector can be said to be not optimal. This can be seen, the lack of awareness of the apparatus' resources towards mastery of English, the apparatus has not realized that language acquisition can improve the quality of employee performance in a collaboration strategy between Sister City and Petaling Jaya in the trade economy sector in the field of MSME products in Bandung City. The two Bandung City Governments do not have a specific strategy to overcome the threats associated with Sister City with Petaling Jaya in the trade economy, the three strategies of cooperation through promotional activities in Petaling Jaya.Kota Bandung dengan Petaling Jaya melakukan Kerjasama Sister City pada bidang ekonomi perdagangan yang dimulai dari tahun 2012 dan berlanjut 2015. UMKM yang ada di Kota Bandung masih banyak mendapatkan permasalahan dalam menjalankan bisnisnya dan UMKM masih sulit berkembang. Penelitian deskritif dengan pendekatan kualitatif. Teknik pengumpulan melalui pengumpulan data primer (wawancara dan observasi), serta pengumpulan data sekunder (studi kepustakaan). Hasil penelitian strategi kerjasama Sister City Kota Bandung dengan Petaling Jaya di bidang ekonomi perdagangan dapat dikatakan belum optimal. Hal itu terlihat, kurangnya kesadaran dari sumber daya aparatur terhadap penguasaan Bahasa Inggris, aparatur belum menyadari bahwa penguasaan bahasa dapat meningkatkan kualitas kinerja pegawai dalam sebuah strategi kerjasama Sister City dengan Petaling Jaya di bidang ekonomi perdagangan khususnya dalam mempromosikan produk-produk UMKM Kota Bandung. Kedua Pemerintah Kota Bandung tidak mempunyai strategi khusus untuk mengatasi ancaman yang dihadapi mengenai kerjasama Sister City dengan petaling Jaya di bidang ekonomi perdagangan, ketiga strategi kerjasama melalui kolaborasi dalam kegiatan promosi di Petaling Jaya

    PELATIHAN TATA KELOLA PEMERINTAHAN DESA MELALUI KONSEP SMART VILLAGE GOVERNMENT DI KABUPATEN BANDUNG

    Pengabdian kepada masyarakat yang dilakukan bertujuan untuk memberikan pemahaman secara mendalam antara teori dan praktek mengenai konsep  tata Kelola pemerintahan desa melalui smart village.  Tema terkait tata Kelola pemerintahan dipilih, karena adanya peluang dari desa yang ada di Kabupaten Bandung untuk dapat mewujudkan tata Kelola pemerintahan desa dengan menggunakan konsep smart village government. Akan tetapi, sampai dengan saat ini belum seluruh desa di Kabupaten Bandung yang mewujudkan tata Kelola pemerintahan desa dengan konsep smart village government. Hal ini terjadi karena sebagian besar Kepala Desa yang ada di Kabupaten Bandung belum memahami tentang strategi mewujudkan tata Kelola pemerintahan yang baik, serta belum menyadari terkait posisi strategis dan kelebihan insfrastruktur yang dimiliki. Metode pelaksanaan pengabdian kepada masyarakat dilakukan dengan cara pemberian materi, ceramah, focus group discussion (FGD), dan evaluasi. Untuk mewujudkan berjalannya smart village secara optimal diperlukan kapasitas dari pemerintahan desa. Sumber daya manusia sangat berperan penting dalam terwujudnya smart village, tentunya didukung dengan sarana dan prasarana di desa. Dari hasil pengabdian kepada masyarakat ini, bahwa pemerintah desa yang ada di Kabupaten Bandung sangat ingin menjadikan desanya smart, dengan harapan mampu untuk memajukan desanya menuju arah yang lebih baik. Untuk itu, aparatur pemerintah desa berharap pendidikan dan pelatihan terkait smart village diselenggarakan secara berkelanjutan

    PELAKSANAAN PRINSIP-PRINSIP GOOD GOVERNANCE DALAM MENINGKATKAN KUALITAS PELAYANAN DI DINAS KEPENDUDUKAN DAN PENCATATAN SIPIL KABUPATEN BEKASI

    The implementation of public services at the Department of Population and Civil Registration of Bekasi Regency has not been optimal. If public services in the Department of Population and Civil Registration are seen from the implementation of the principles of Good Governance, such as aspects of accountability, transparency, and participation, they are still not optimal. This study uses a descriptive method with a qualitative approach. Observation data collection techniques and interviews with several informants related to research. The results of the study, which led to the implementation of the principles of Good Governance in population administration services at the Population and Civil Registration Service, have not run optimally, judging from the accountability of the mismatch between implementation and operational standards (SOP), as well as unclear service completion, not timely in providing services to the community. When viewed from the transparency aspect of the lack of availability regarding population administration services, the Department of Population and Civil Registration has not maximally used the official website in providing information to the public. And from the last aspect, namely participation, the community has not been fully involved in providing criticism and suggestions and the community is not involved in evaluating services. Apabila pelayanan Publik di Dinas Kependudukan dan Pencatatan Sipil dilihat dari pelaksanaan prinsi-prinsip Good Governance, seperti aspek akuntabilitas, transparansi, dan partisipasi masih belum maksimal. Penelitian ini menggunakan metode deskriptif  dengan  pendekatan kualitatif. Teknik pengumpulan data observasi dan wawancara dengan beberapa informan yang berkaitan dengan penelitian. Hasil penelitian, yang menyebabkan pelaksanaan prinsip-prinsip Good Governance dalam pelayanan administrasi kependudukan di Dinas Kependudukan dan Pencatatan Sipil belum berjalan dengan optimal, melihat dari akuntabilitas adanya ketidaksesuaian antara pelaksanaan dengan standar operasional (SOP), serta ada ketidakjelasan penyelesaian pelayanan, tidak tepat waktu dalam memberikan pelayanan kepada masyarakat. Jika dilihat dari aspek transparansi kurangnya ketersediaan mengenai pelayanan administrasi kependudukan, Dinas Kependudukan dan Pencatatan Sipil belum maksimal dalam menggunakan website resmi dalam memberikan informasi kepada masyarakat. Dan dari aspek yang terakhir yaitu partisipasi, masyarakat belum sepenuh terlibat dalam memberikan kritik dan saran dan ketidakterlibatan masyarakat dalam mengevaluasi pelayanan.
