The Spanish Constitutional Court and the conflict between the right to freedom of information and the rights to protect one’s own honor, personal privacy and selfimage: jurisprudence review
This paper qualitatively reviews the Constitutional Court jurisprudence since its inception in 1982 until 2013 with the intent to gain knowledge about the legal basis used by the Court regarding the conflict between Articles 20.1 d) and 18.1 of the Spanish Constitution. To carry out this analysis, a number of established doctrines balance between fundamental rights, neutral reportage and the proportionality principle, have been revised in 105 sentences. The Constitutional Court has consistently settled the guidelines that define the limits on both the right to freedom of information and the rights to protect one’s own honor, personal privacy and selfimage. Although, the analysis shows a number of verdicts, of which a brief review has been included, that contain contradictions or ambiguities on applying such doctrines
Fuzzy Predictive Controller for Mobile Robot Path Tracking
IFAC Intelligent Components and Instruments for Control Applications, Annecy, France 1997This paper presents a way of implementing a Model Based Predictive Controller (MBPC) for mobile robot path-tracking. The method uses a non-linear model of mobile robot dynamics and thus allows an accurate prediction of the future trajectories. Constraints on the maximum attainable angular velocity is also considered by the algorithm. A fuzzy approach is used to implement the MBPC. The fuzzy controller has been trained using a lookup-table scheme, where the database of fuzzy-rules has been obtained automatically from a set of input-output training patterns, computed with the predictive controller. Experimental results obtained when applying the fuzzy controller to a TRC labmate mobile platform are given in the paper.Ministerio de Ciencia y Tecnología TAP95-0307Ministerio de Ciencia y Tecnología TAP96-884C
The commoditization of the publication culture in Spain: a cost- and time-effective model to systematize Communication Sciences
This paper explores the current paradigm of the publication culture in Spain, examining the negative and positive forces that shape the dominant dynamics in the production, dissemination and evaluation of scholars' works. Following the intentional sampling of maximum variety, we planned a set of interviews with scholars in the area of communication that represented the heterogeneity of academic ranks, gender, and territories of Spain. The final output consisted of thirty-five semi-structured interviews that took place between May 2018 and May 2019. Scholarship on how researchers and university professors experience publication cultures is abundant, however the national and international studies that address this phenomenon from a holistic approach are practically non-existent. Comprising three actions or systems -production, dissemination and evaluation-, the current publishing culture is depicted as a structure tuned to a set of global-accepted requirements that seem easy to understand and replicate. Under such model, most of the scholars ex-perience discomfort because overproduction is widespread, social transference is rare, and the production and diffusion of scientific works frequently occur at the expense of scholars themselves. The goal seems to be inspired by the cost- and time-effective system of evaluation processes that, despite academics' general opposition, official bodies and university departments have adopted to circumvent the costly task of assessing scientists' outcomes on an individual basis
Interest and willingness to pay for investigative reporting : a solution for the crisis of journalism?
The Internet has stimulated a cross-shift in the business model across the media sector. Traditional funding sources have been reduced by the voracious pulse for free access and non-professional actors have swarmed over to compete with traditional channels of information. This paper attempts to analyze willingness-to-pay for investigative journalism contents from a general audience’s point of view, in order to find consumption patterns that could orientate professionals in this crisis. To achieve such an aim, a survey was conducted to examine the paying habits of Madrid’s population using a multistage technique, which was designed following the indexes provided by the Municipal Register of the town. The results, based on three payment channels –micro-payment, donation and annual subscription–and three distribution channels –corporate media, non-corporate media and freelance journalists–confirm the interest of the audience for investigative reporting findings but also their unwillingness to pay for its scoops or exposés

The need to analyze the communication landscape in the societies we are immersed in has resulted in the legitimization of an interdisciplinary field increasingly attractive to many professionals and academics. Consequently, the publication of books such as this one is more than justified, especially if we take into account the importance of research for most of the undergraduate and postgraduate studies in communication, which, on the other hand, have been exponentially multiplied in recent y..

A Java based simulation for basic control
7th IFAC Symposium on Advances in Control Education 21/06/2006 MadridIn this paper we present a java based simulator for control education in basiccourses. The application has been developed using the well known tool Easy JavaSimulation. The objective of the application is to help the student to learn the design of classiccontrollers such as P,PI, PID, etc testing the tuning procedures to control the position ofan antenna controlled by a DC motor. Thus the application allows the student to choosethe parameters of the antenna and the DC motor, to choose the controller to be used andits parameters and finally to simulate the closed loop system observing the evolution ofthe signals as well as a 3-D view. Furthermore, in order to show the real behavior of thesystem, dead zone, saturation, disturbances and non-linearities can be added to the model. This application has been used by the authors to teach a basic control course at EscuelaSuperior de Ingenieros (University of Seville) as virtual laboratory. Moreover, since the application is java based, this can be used by the students from theauthors’ web pages and this can also be installed in the student’s laptop (whichever theplatform is) by downloading it from the authors web page (Limon and Salas, 2003Ministerio de Ciencia y Tecnología DPI2004-07444Ministerio de Ciencia y Tecnología DPI2003-0042
