    Clément Juglar and Algeria: three pillars of modern anti-colonial criticism

    The objective of this paper is to recall the forgotten opposition of Clément Juglar to the colonization of Algeria, the originality of this position, and his contributions to the genesis of analysing colonial institutions. Juglar was not a theoretician of colonialism, but a liberal economist who rejected the process of colonization on economic grounds. This paper provides evidence that conventional wisdom on French colonialism is indebted to his work. The issues of capital returns in the colonies, French colonialism as mercantilism and protectionism, and the role of colonial institutions in economic development were all addressed by Juglar. He identified property rights and colonial institutions as central issues in his explanation of the predictable failure of colonialism, and in doing so he can be regarded as a forerunner of neo-institutionalist analysis of colonialism

    Comparative Advantage, Learning, and Sectoral Wage Determination

    We develop a model in which a worker's skills determine the worker's current wage and sector. Both the market and the worker are initially uncertain about some of the worker's skills. Endogenous wage changes and sector mobility occur as labor-market participants learn about these unobserved skills. We show how the model can be estimated using non-linear instrumental-variables techniques. We then apply our methodology to study the wages and allocation of workers across occupations and across industries. For both occupations and industries, we find that high-wage sectors employ high-skill workers and offer high returns to workers' skills. Estimates of these sectoral wage differences that do not account for sector-specific returns are therefore misleading. We also suggest further applications of our theory and methodology.

Dans cet article, nous cherchons à développer un modèle par lequel le salaire d'un travailleur est fonction de ses qualifications. Le marché ainsi que le travailleur sont au préalable dans l'incertitude quant à certaines de ces qualifications. L'endogénéité à la fois des changements de salaire et des décisions de changements du secteur d'affiliation résulte du processus d'apprentissage relié aux qualifications du travailleur. Nous montrons ensuite comment le modèle peut être estimé par les méthodes des variables instrumentales non-linéaires. Nous appliquons notre méthodologie à l'étude des salaires et de l'allocation des travailleurs aux différentes occupations et industries. Nous trouvons que les secteurs à salaires élevés emploient des travailleurs ayant davantage de qualifications et que ces secteurs rémunèrent ces qualifications à un taux supérieur relativement aux secteurs à faibles salaires.     Habitat, Climate, and Raptors as Factors in the Northern Bobwhite Decline: A Multi-Scale Analysis

    Landscape-level processes such as habitat loss and fragmentation are primarily responsible for the declines in northern bobwhite (Colinus virginianus). These landscape processes generally occur at a scale beyond that of traditional quail studies and may involve not only habitat loss and fragmentation but also broad-scale changes in climate trends and predation risk. However, reductions in usable space and changes in habitat configuration at smaller scales may also reduce population viability. It is therefore imperative to study relationships to bobwhite populations at multiple scales. The objective of our research is to quantify to what extent habitat loss and fragmentation, climate, and predators are affecting quail populations at multiple scales within Texas. Our study area will include the Rolling Plains and Rio Grande Plains ecoregions, which are historic strongholds of bobwhite, though each has seen recent declines. We will examine the relative contributions of 3 general factors (habitat, climate, and predators) on quail populations at multiple scales (ranch, route-level, and landscape). Specifically, these factors include total habitat amount, degree of fragmentation, raptor relative abundance, temperature, and precipitation. We will obtain data from multiple sources to determine quail trends (Breeding Bird Survey and ranch-level data) and relate habitat trends (National Land Cover Database and Texas Ecological Systems Classification Project), raptor abundance (Breeding Bird Survey), and climate factors (PRISM) within a multiple linear regression framework. This study will provide an understanding of 1) to what degree habitat loss and fragmentation are affecting quail populations on Texas rangelands, 2) how other factors such as climate and predators may be compounding these effects, and 3) how these relationships vary at multiple scales

    PIP3-dependent macropinocytosis is incompatible with chemotaxis

    In eukaryotic chemotaxis, the mechanisms connecting external signals to the motile apparatus remain unclear. The role of the lipid phosphatidylinositol 3,4,5-trisphosphate (PIP3) has been particularly controversial. PIP3 has many cellular roles, notably in growth control and macropinocytosis as well as cell motility. Here we show that PIP3 is not only unnecessary for Dictyostelium discoideum to migrate toward folate, but actively inhibits chemotaxis. We find that macropinosomes, but not pseudopods, in growing cells are dependent on PIP3. PIP3 patches in these cells show no directional bias, and overall only PIP3-free pseudopods orient up-gradient. The pseudopod driver suppressor of cAR mutations (SCAR)/WASP and verprolin homologue (WAVE) is not recruited to the center of PIP3 patches, just the edges, where it causes macropinosome formation. Wild-type cells, unlike the widely used axenic mutants, show little macropinocytosis and few large PIP3 patches, but migrate more efficiently toward folate. Tellingly, folate chemotaxis in axenic cells is rescued by knocking out phosphatidylinositide 3-kinases (PI 3-kinases). Thus PIP3 promotes macropinocytosis and interferes with pseudopod orientation during chemotaxis of growing cells

    We report a case of a neonate born with a giant fibroma occupying the entirety of her left ventricle. Due to the extensive resection, her postoperative course was complicated by severely diminished left ventricular function and complete heart block necessitating extracorporeal support. Ultimately, cardiac resynchronization therapy was employed, after which the infant’s ventricular function gradually improved and she was successfully discharged to home

    Long-term outcome after early infrainguinal graft failure

    AbstractPurpose: To determine the long-term outcome and prognostic factors after early infrainguinal graft failure (<30 days).Methods: Retrospective analysis of limb salvage data, patency data, and prognostic risk factors in 112 new infrainguinal bypass grafts from 1985 to 1995 that occluded within 30 days of operation.Result: Thirty-six femoropopliteal and 76 femorotibial/femoropedal arterial bypass (“index”) procedures were performed for rest pain (50%), tissue loss (31%), or disabling claudication (19%). In 103 patients, an immediate additional revascularization (“takeback”) procedure was performed at the time of early graft failure. Life table analysis of the takeback procedures for threatened limbs (n = 84) revealed limb salvage rates of 74%, 54%, 40%, and 31% at 1 month, 1 year, 3 years, and 5 years, respectively. The 1-month limb salvage rate (threatened limbs) was 12% (1 of 8) in patients who were not taken back for revascularization and 33% (4 of 12) in patients who had undergone more than one takeback procedure within 30 days. The secondary graft patency rates for the takeback procedures (n = 103) were 70%, 37%, 27%, and 23% at 1 month, 1 year, 3 years, and 5 years, respectively. Univariate and life table analysis revealed that patients who were given anticoagulation medication after the index procedure (before graft thrombosis) or patients who had undergone previous ipsilateral leg revascularization had significantly lower rates of limb salvage and graft patency (p < 0.05). The limb salvage rate was also significantly worse in patients who had single-vessel runoff compared with those who had multiple-vessel runoff (p < 0.01). Thrombectomy and revision or complete graft replacement had a better secondary patency rate than thrombectomy alone (p < 0.05). Autogenous vein grafts had better outcome than polytetrafluoroethylene-containing grafts, but statistical significance was not achieved. No significant differences in limb salvage or graft patency rates were found between femoropopliteal versus femorotibial/femoropedal bypass grafting, age, gender, previous inflow surgery, diabetes, hypertension, smoking, or cardiac, renal, or pulmonary disease.Conclusion: The long-term limb salvage and graft patency rates after takeback revascularization procedures for early graft failure are poor. Despite poor outcome, a single takeback procedure appears warranted in all patients. Multiple takeback procedures, however, do not appear to be justified, especially in patients who are given anticoagulation medication after the index bypass procedure, repeat leg bypass procedures, or if there is no potential for graft revision
