    A narrative based model of differentiating rioters

    The present study applied a narrative analysis upon rioter accounts of their motivations during the August 2011 England riots. To the authors’ knowledge, this piece of research was the first to utilise narrative theory to explore the phenomenon of Rioting. Narrative accounts of twenty rioters were compiled from media, online and published sources. Content analysis of the cases produced a set of 47 variables relating to offenders’ motivations given when describing their criminality. Data were subjected to Smallest Space Analysis (SSA), a non-metric multidimensional scaling procedure and results revealed four distinct themes: the Professional Rioter, the Revengeful Rioter, the Victim Rioter and the Adventurer Rioter in line with previous research conducted on differing crime types (Canter et al, 2003; Youngs and Canter, 2011).     Pushing the boundaries: urban unrest as anti-social behaviour

    Purpose - To explore the way in which responses to urban disorder have become part of the anti-social behaviour (ASB herein) toolkit following the 2011 disorders in England. In particular, the purpose of this paper is to unpack the government's response to the riots through the use of eviction. It is argued that the boundaries of what constitutes ASB, and the geographical scope of the new powers, are being expanded resulting in a more pronounced unevenness of behaviour-control mechanisms being deployed across the housing tenures. Design/methodology/approach - Using a qualitative research design, 30 in-depth interviews were undertaken with housing, ASB, and local police officers alongside a number of other practitioners working in related fields. These practitioners were based in communities across east London, the West Midlands and Greater Manchester. This was augmented with a desk-based analysis of key responses and reports from significant official bodies, third sector and housing organisations. Findings - Findings from the research show that responses to the 2011 riots through housing and ASB-related mechanisms were disproportionate, resulting in a rarely occurring phenomenon being unnecessarily overinflated. This paper demonstrates, through the lens of the 2011 riots specifically, how the definition of ASB continues to be expanded, rather than concentrated, causing noticeable conflicts within governmental approaches to ASB post-2011. Research limitations/implications - This research was undertaken as part of a PhD study and therefore constrained by financial and time implications. Another limitation is that the "riot-clause" being considered here has not yet been adopted in practice. Despite an element of supposition, understanding how the relevant authorities may use this power in the future is important nonetheless. Originality/value - Much effort was expended by scholars to analyse the causes of the 2011 riots in an attempt to understand why people rioted and what this says about today's society more broadly. Yet very little attention has been focused on particular legislative responses, such as the additional riot clause enacted through the Anti-Social Behaviour, Crime and Policing Act 2014.     Nighttime assaults: using a national emergency department monitoring system to predict occurrence, target prevention and plan services

    Background: Emergency department (ED) data have the potential to provide critical intelligence on when violence is most likely to occur and the characteristics of those who suffer the greatest health impacts. We use a national experimental ED monitoring system to examine how it could target violence prevention interventions towards at risk communities and optimise acute responses to calendar, holiday and other celebration-related changes in nighttime assaults. Methods: A cross-sectional examination of nighttime assault presentations (6.01 pm to 6.00 am; n = 330,172) over a three-year period (31st March 2008 to 30th March 2011) to English EDs analysing changes by weekday, month, holidays, major sporting events, and demographics of those presenting. Results: Males are at greater risk of assault presentation (adjusted odds ratio [AOR] 3.14, 95% confidence intervals [CIs] 3.11-3.16; P < 0.001); with male:female ratios increasing on more violent nights. Risks peak at age 18 years. Deprived individuals have greater risks of presenting across all ages (AOR 3.87, 95% CIs 3.82-3.92; P < 0.001). Proportions of assaults from deprived communities increase midweek. Female presentations in affluent areas peak aged 20 years. By age 13, females from deprived communities exceed this peak. Presentations peak on Friday and Saturday nights and the eves of public holidays; the largest peak is on New Year’s Eve. Assaults increase over summer with a nadir in January. Impacts of annual celebrations without holidays vary. Some (Halloween, Guy Fawkes and St Patrick’s nights) see increased assaults while others (St George’s and Valentine’s Day nights) do not. Home nation World Cup football matches are associated with nearly a three times increase in midweek assault presentation. Other football and rugby events examined show no impact. The 2008 Olympics saw assaults fall. The overall calendar model strongly predicts observed presentations (R2 = 0.918; P < 0.001). Conclusions: To date, the role of ED data has focused on helping target nightlife police activity. Its utility is much greater; capable of targeting and evaluating multi-agency life course approaches to violence prevention and optimising frontline resources. National ED data are critical for fully engaging health services in the prevention of violence

    A social identity model of riot diffusion: from injustice to empowerment in the 2011 London riots

    Previous research has shown that riots spread across multiple locations, but has not explained underlying psychological processes. We examined rioting in three locations during the August 2011 disorders in England to test a social identity model of riot diffusion. We triangulated multiple sources to construct a narrative of events; and we analysed interviews with 68 participants to examine experiences. In line with the model, we found evidence for two pathways of influence: “cognitive” and “strategic”. For some participants, previous rioting was highly self-relevant, and shared identity was the basis of their subsequent involvement. For others, previous rioting was empowering because it demonstrated the vulnerability of a common enemy (the police). In each location, interaction dynamics mediated the link between initial perceptions and collective action. The utility of this social identity approach is that it is able to account for both the boundaries and the sequence of urban riot diffusion

    The English City Riots of 2011, "Broken Britain" and the retreat into the present

    The responses to the English city riots of 2011 bear a remarkable resemblance to those of historical urban disorders in terms of the way in which they are framed by concerns over "moral decline", "social malaise" and a "lack of self-restraint" among certain sections of the population. In this paper we draw on the work of Norbert Elias and take a long-term perspective in exploring historical precedents and parallels relating to urban disorder and anti-social behaviour. We reject the notion of "Broken Britain" and argue that a more "detached" perspective is necessary in order to appreciate that perceived crises of civilisation are ubiquitous to the urban condition. Through this historical analysis, framed by Elias' theory of involvement and detachment, we present three key arguments. Firstly, that a 'retreat into the present' is evident among both policy discourse and social science in responding to contemporary urban disorder, giving rise to ahistorical accounts and the romanticisation of previous eras; secondly, that particular moral panics have always arisen, specifically focused upon young and working class populations and urban disorder; and, thirdly, that previous techniques of governance to control these populations were often far more similar to contemporary mechanisms than many commentaries suggest. We conclude by advocating a long-term, detached perspective in discerning historical precedents and their direct linkages to the present; and in identifying what is particular about today's concerns and responses relating to urban disorder

    The responsible parent and networks of support : a case study of school engagement in a challenging environment

    Research, policy and practice on education in recent years has focused attention on the mediating role that parents play in children’s schooling. Parents have been constructed as responsible agents; as consumers, investors and partners in performance oriented educational project. Much of the literature has looked at parent-school relations from the vantage point of parents, particularly parents in disadvantaged areas. Less has been written on how parent-school relations look from a school’s perspective. In this paper we draw on data from a case study English school in a socio-economically deprived area and explore the nature of the construct ‘responsible parent’ from the perspectives of teaching staff. We utilise data from semi-structured interviews with teaching staff in one case study school locate on the outskirts of a English city. Through the data we outline teachers’ conceptions of parents and an emerging network of engagement incorporating parents as part of a broader social and education project in school. We argue that a dominant construct, the responsible parent, has resonances with the ways that teachers conceptualise parents. At the same time, the case study school inhabits a dual institutional space: it is captured within a neo-liberal discourse on responsible parent as a key conduit for an outcomes oriented education project. It also goes beyond the narrow confines of formal educational structures in offering ‘challenging’ parents social and emotional support in connecting with their children and their schooling
