What the council of economic advisors need to know about sustainable development
The decision by Alex Salmond to appoint a Council of Economic Advisors to move economic decision making away from purely political rationale is particularly welcome given the new administrationâs commitment to sustainable economic growth as the overarching priority. From the first Ministerâs statement to parliament4 is clear that as an economist he recognises that sustainable economic growth is not (just) economic growth that continues but economic growth that is environmentally and socially sustainable. In the Scottish Environment Protection Agency we have wrestled with just what sustainable economic growth might mean and here we offer some of our own thoughts to help the new council of economic advisors in their work
Strategies to Strengthen Youth Leadership and Youth Participation Opportunities in Central Appalachia
The purpose of this study was to assess opportunities for strengthening youth leadership and participation in the Central Appalachian region. In particular, authors Rebecca OâDoherty, Ada Smith, Ben Spangler, Elandria Williams, and Katie Richards-Schuster sought to understand and document the range of activities and strategies in the region as well as understand the nuances involved in promoting and sustaining youth leadership opportunities. Through interviews with key leaders in the region, they explored critical themes for strengthening youth leadership. To highlight the potential and opportunities for future development, they share a case study of an innovative approach to nurturing and sustaining youth leadership. They conclude with a set of recommendations for consideration by policy makers and stakeholders interested in developing sustainable youth leadership practices in Central Appalachia
Anti-viral organic coatings for high touch surfaces based on smart-release, Cu2+ containing pigments
Viruses such as SARS-CoV-2 can remain viable on solid surfaces for up to one week, hence fomites are a potential route of exposure to infectious virus. Copper has well documented antiviral properties that could limit this problem, however practical deployment of copper surfaces has been limited due to the associated costs and the incompatibility of copper metal in specific environments and conditions. We therefore developed an organic coating containing an intelligent-release Cu2+ pigment based on a cation exchange resin. Organic coatings containing a 50 % weight or higher loading of smart-release pigment were capable of completely inactivating (>6 log reduction in titre) SARS-CoV-2 within 4 h of incubation. Importantly these organic coatings demonstrated a significantly enhanced ability to inactivate SARS-CoV-2 compared to metallic copper and un-pigmented material. Furthermore, the presence of contaminating proteins inhibited the antiviral activity of metallic copper, but the intelligent-release Cu2+ pigment was unaffected. The approach of using a very basic paint system, based on a polymer binder embedded with âsmart releaseâ pigment containing an anti-viral agent which is liberated by ion-exchange, holds significant promise as a cost effective and rapidly deployed coating to confer virus inactivating capability to high touch surfaces
Improved Landau Gauge Fixing and Discretisation Errors
Lattice discretisation errors in the Landau gauge condition are examined. An
improved gauge fixing algorithm in which order a^2 errors are removed is
presented. Order a^2 improvement of the gauge fixing condition displays the
secondary benefit of reducing the size of higher-order errors. These results

The effect of renovation of long-term temperate grassland on N2O emissions and N leaching from contrasting soils
pre-printRenovation of long-term grassland is associated with a peak in soil organic N mineralisation which, coupled with diminished plant N uptake can lead to large gaseous and leaching N losses. This study reports on the effect of ploughing and subsequent N fertilisation on the N2O emissions and DON/NO3â leaching, and evaluates the impact of ploughing technique on the magnitude and profile of N losses. This study was carried out on isolated grassland lysimeters of three Irish soils representing contrasting drainage properties (well-drained Clonakilty, moderately-drained Elton and poorly-drained Rathangan). Lysimeters were manually ploughed simulating conventional (CT) and minimum tillage (MT) as two treatments. Renovation of grassland increased N2O flux to a maximum of 0.9 kg N2OâN haâ 1 from poorly-drained soil over four days after treatment. Although there was no difference between CT and MT in the post-ploughing period, the treatment influenced subsequent N2O after fertiliser applications. Fertilisation remained the major driver of N losses therefore reducing fertilisation rate post-planting to account for N mineralised through grassland renovation could reduce the losses in medium to longer term. Leaching was a significant loss pathway, with the cumulative drainage volume and N leached highly influenced by soil type. Overall, the total N losses (N2O + N leached) were lowest from poorly and moderately draining soil and highest for the well draining soil, reflecting the dominance of leaching on total N losses and the paramount importance of soil properties
On the absence of appreciable half-life changes in alpha emitters cooled in metals to 1 Kelvin and below
The recent suggestion that dramatic changes may occur in the lifetime of
alpha and beta decay when the activity, in a pure metal host, is cooled to a
few Kelvin, is examined in the light of published low temperature nuclear
orientation (LTNO) experiments, with emphasis here on alpha decay. In LTNO
observations are made of the anisotropy of radioactive emissions with respect
to an axis of orientation. Correction of data for decay of metallic samples
held at temperatures at and below 1 Kelvin for periods of days and longer has
been a routine element of LTNO experiments for many years. No evidence for any
change of half life on cooling, with an upper level of less than 1%, has been
found, in striking contrast to the predicted changes, for alpha decay, of
several orders of magnitude. The proposal that such dramatic changes might
alleviate problems of disposal of long-lived radioactive waste is shown to be

Commensal observing with the Allen Telescope array: software command and control
The Allen Telescope Array (ATA) is a Large-Number-Small-Diameter radio
telescope array currently with 42 individual antennas and 5 independent
back-end science systems (2 imaging FX correlators and 3 time domain beam
formers) located at the Hat Creek Radio Observatory (HCRO). The goal of the ATA
is to run multiple back-ends simultaneously, supporting multiple science
projects commensally. The primary software control systems are based on a
combination of Java, JRuby and Ruby on Rails. The primary control API is
simplified to provide easy integration with new back-end systems while the
lower layers of the software stack are handled by a master observing system.
Scheduling observations for the ATA is based on finding a union between the
science needs of multiple projects and automatically determining an efficient
path to operating the various sub-components to meet those needs. When
completed, the ATA is expected to be a world-class radio telescope, combining
dedicated SETI projects with numerous radio astronomy science projects.Comment: SPIE Conference Proceedings, Software and Cyberinfrastructure for
