    Constitutional Interpretation through a Global Lens

    This Article seeks to clarify the current debate concerning the use of non-U.S. persuasive authority within the context of constitutional interpretation. It begins by noting that commentary on comparative constitutional law often fails to make any distinction between foreign domestic sources and international law used comparatively, and thus risks evoking parallels between different systems of law that lack context and plausibility. It then draws on various normative theories and underpinnings of both domestic and international legal regimes to show that a proper comparative enterprise must take this distinction into account. The Article concludes by explaining that only when those policy goals of international law and domestic law coincide should international law materials be called upon as sources of persuasive authority for domestic constitutional interpretatio

    Despite the variety and number of network security devices and policies available, sensitive data, such as intellectual property and business data, can still be surreptitiously sent via the Internet to unscrupulous receivers. Furthermore, few security mechanisms address securing or limiting covert channels. This study defines a framework for determining a rule set to minimize covert channel capacity on the DNS protocol specifically. The information and techniques used in this study may be useful in aiding security professionals and developers with enforcing security policies on DNS and other Internet protocols.;This research resulted in the development of a rudimentary tool, referred to as NV-DNS, capable of detecting and effectively limiting the capability of covert channels in DNS communication packets

    Recurrence rates after EMR of large sessile serrated polyps

    Background Little is known regarding the recurrence rate after EMR of large (≥20 mm) sessile serrated adenoma/polyps (SSA/Ps). Objective To compare the recurrence rate among SSA/Ps and conventional adenomas in patients referred to a specialty practice for EMR. Design Retrospective cohort study. Setting Academic hospital and a satellite surgery center. Patients A total of 362 consecutive patients referred for resection of large (≥20 mm) polyps in the colorectum. Interventions All EMRs were performed with a submucosal contrast agent. All subjects had a follow-up surveillance examination (inspection and biopsy of the EMR) at our center. Main Outcome Measurements Rates of residual polyp at follow-up examination. Results Residual polyp was identified among 8.7% of SSA/Ps compared with 11.1% for conventional adenomas (P = .8). Limitations Retrospective design, procedures performed by a single experienced endoscopist, low number of serrated lesions. Conclusions The rate of recurrence after EMR of SSA/Ps is similar to the rate after EMR of conventional adenomas

    Management Practices and Crop Yields on the Lower Yellowstone Project--1949

    Irrigation has been proposed for more than a million acres of land in North Dakota and South Dakota under the Pick-Sloan plan. What results have been obtained from irrigation of comparable areas? What were the experiences of farmers in these areas? The Lower Yellowstone Irrigation Project in western North Dakota and eastern Montana, which has been under irrigation since 1909, is comparable in many respects to the areas proposed for new irrigation. Knowledge of the results of irrigation on the Lower Yellowstone will be helpful in determining the economic justification for irrigating other areas in the Dakotas.
