    Long-term trends in submicron particle concentrations in a metropolitan area of the northeastern United States

    Significant changes in emission sources have occurred in the northeastern United States over the past decade, due in part to the implementation of emissions standards, the introduction and addition of abatement technologies for road transport, changes in fuel sulfur content for road and non-road transport, as well as economic impacts of a major recession and differential fuel prices. These changes in emission scenarios likely affected the concentrations of airborne submicron particles. This study investigated the characteristics of 11–500 nm particle number concentrations and their size spectra in Rochester, NY during the past 15 years (2002 to 2016). The modal structure, diurnal, weekly and monthly patterns of particle number concentrations are analyzed. Long-term trends are quantified using seasonal-trend decomposition procedures based on “Loess”, Mann-Kendall regression with Theil-Sen slope and piecewise regression. Particle concentrations underwent significant (p < 0.05) downward trends. An annual decrease of −323 particles/cm3/y (−4.6%/y) was estimated for the total particle number concentration using Theil-Sen analysis. The trends were driven mainly by the decrease in particles in the 11–50 nm range (−181 particles/cm3/y; −4.7%/y). Slope changes were investigated annually and seasonally. Piecewise regression found different slopes for different portions of the overall period with the strongest declines between 2005 and 2011/2013, followed by small upward trends between 2013 and 2016 for most size bins, possibly representing increased vehicular traffic after the recovery from the 2008 recession

    Lessons from the removal of lead from gasoline for controlling other environmental pollutants: A case study from New Zealand

    <p>Abstract</p> <p>Background</p> <p>It took over two decades to achieve the removal of leaded gasoline in this country. This was despite international evidence and original research conducted in New Zealand on the harm to child cognitive function and behaviour from lead exposure.</p> <p>Objective</p> <p>To identify lessons from the New Zealand experience of removing leaded gasoline that are potentially relevant to the control of other environmental pollutants.</p> <p>Discussion</p> <p>From the available documentation, we suggest a number of reasons for the slow policy response to the leaded gasoline hazard. These include: (1) industry power in the form of successful lobbying by the lead additive supplier, Associated Octel; (2) the absence of the precautionary principle as part of risk management policy; and (3) weak policymaking machinery that included: (a) the poor use of health research evidence (from both NZ and internationally), as well as limited use of expertise in academic and non-governmental organisations; (b) lack of personnel competent in addressing technically complex issues; and (c) diffusion of responsibility among government agencies.</p> <p>Conclusion</p> <p>There is a need for a stronger precautionary approach by policymakers when considering environmental pollutants. Politicians, officials and health workers need to strengthen policymaking processes and effectively counter the industry tactics used to delay regulatory responses.</p

    Conceptualising and managing trade-offs in sustainability assessment

    One of the defining characteristics of sustainability assessment as a form of impact assessment is that it provides a forum for the explicit consideration of the trade-offs that are inherent in complex decision-making processes. Few sustainability assessments have achieved this goal though, and none has considered trade-offs in a holistic fashion throughout the process. Recent contributions such as the Gibson trade-off rules have significantly progressed thinking in this area by suggesting appropriate acceptability criteria for evaluating substantive trade-offs arising from proposed development, as well as process rules for how evaluations of acceptability should occur. However, there has been negligible uptake of these rules in practice. Overall, we argue that there is inadequate consideration of trade-offs, both process and substantive, throughout the sustainability assessment process, and insufficient considerations of how process decisions and compromises influence substantive outcomes. This paper presents a framework for understanding and managing both process and substantive trade-offs within each step of a typical sustainability assessment process. The framework draws together previously published literature and offers case studies that illustrate aspects of the practical application of the framework. The framing and design of sustainability assessment are vitally important, as process compromises or trade-offs can have substantive consequences in terms of sustainability outcomes delivered, with the choice of alternatives considered being a particularly significant determinant of substantive outcomes. The demarcation of acceptable from unacceptable impacts is a key aspect of managing trade-offs. Offsets can be considered as a form of trade-off within a category of sustainability that are utilised to enhance preferred alternatives once conditions of impact acceptability have been met. In this way they may enable net gains to be delivered; another imperative for progress to sustainability.
