    Magnetic substructure in the northern Fermi Bubble revealed by polarized WMAP emission

    We report a correspondence between giant, polarized microwave structures emerging north from the Galactic plane near the Galactic center and a number of GeV gamma-ray features, including the eastern edge of the recently-discovered northern Fermi Bubble. The polarized microwave features also correspond to structures seen in the all-sky 408 MHz total intensity data, including the Galactic center spur. The magnetic field structure revealed by the polarization data at 23 GHz suggests that neither the emission coincident with the Bubble edge nor the Galactic center spur are likely to be features of the local ISM. On the basis of the observed morphological correspondences, similar inferred spectra, and the similar energetics of all sources, we suggest a direct connection between the Galactic center spur and the northern Fermi Bubble.Comment: Accepted for publication in The Astrophysical Journal Letters after minor change

    Dual Labor Markets: A Theory of Labor Market Segmentation

    A growing body of empirical research has documented persistent divisions among American workers: divisions by race, sex, educational credentials, industry grouping, and so forth (F. B. Weisskoff, B. Bluestone, S. Bowles and H. Gintis, D. Gordon, 1971 and 1972, B. Harrison, M. Reich, H. Wachtel and C. Betsey, and H. Zellner). These groups seem to operate in different labor markets, with different working conditions, different promotional opportunities, different wages, and different market institutions. These continuing labor market divisions pose anomalies for neoclassical economists. Orthodox theory assumes that profit-maximizing employers evaluate workers in terms of their individual characteristics and predicts that labor market differences among groups will decline over time because of competitive mechanisms (K. Arrow). But by most measures, the labor market differences among groups have not been disappearing (R. Edwards, M. Reich, and T. Weisskopf, chs. 5, 7, 8). The continuing importance of groups in the labor market thus is neither explained nor predicted by orthodox theory. Why is the labor force in general still so fragmented? Why are group characteristics repeatedly so important in the I labor market? In this paper, we summarize an emerging radical theory of labor market segmentation; we develop the full arguments in Reich, Gordon, and Edwards. The theory argues that political and economic forces within American capitalism have given rise to and perpetuated segmented labor markets, and that it is incorrect to view the sources of segmented markets as exogenous to the economic system

    Micro-Ramp Flow Control for Oblique Shock Interactions: Comparisons of Computational and Experimental Data

    Computational fluid dynamics was used to study the effectiveness of micro-ramp vortex generators to control oblique shock boundary layer interactions. Simulations were based on experiments previously conducted in the 15 x 15 cm supersonic wind tunnel at NASA Glenn Research Center. Four micro-ramp geometries were tested at Mach 2.0 varying the height, chord length, and spanwise spacing between micro-ramps. The overall flow field was examined. Additionally, key parameters such as boundary-layer displacement thickness, momentum thickness and incompressible shape factor were also examined. The computational results predicted the effects of the micro-ramps well, including the trends for the impact that the devices had on the shock boundary layer interaction. However, computing the shock boundary layer interaction itself proved to be problematic since the calculations predicted more pronounced adverse effects on the boundary layer due to the shock than were seen in the experiment

    Predicting the effects of climate change on water yield and forest production in the northeastern United States

    Rapid and simultaneous changes in temperature, precipitation and the atmospheric concentration of CO2 are predicted to occur over the next century. Simple, well-validated models of ecosystem function are required to predict the effects of these changes. This paper describes an improved version of a forest carbon and water balance model (PnET-II) and the application of the model to predict stand- and regional-level effects of changes in temperature, precipitation and atmospheric CO2 concentration. PnET-II is a simple, generalized, monthly time-step model of water and carbon balances (gross and net) driven by nitrogen availability as expressed through foliar N concentration. Improvements from the original model include a complete carbon balance and improvements in the prediction of canopy phenology, as well as in the computation of canopy structure and photosynthesis. The model was parameterized and run for 4 forest/site combinations and validated against available data for water yield, gross and net carbon exchange and biomass production. The validation exercise suggests that the determination of actual water availability to stands and the occurrence or non-occurrence of soil-based water stress are critical to accurate modeling of forest net primary production (NPP) and net ecosystem production (NEP). The model was then run for the entire NewEngland/New York (USA) region using a 1 km resolution geographic information system. Predicted long-term NEP ranged from -85 to +275 g C m-2 yr-1 for the 4 forest/site combinations, and from -150 to 350 g C m-2 yr-1 for the region, with a regional average of 76 g C m-2 yr-1. A combination of increased temperature (+6*C), decreased precipitation (-15%) and increased water use efficiency (2x, due to doubling of CO2) resulted generally in increases in NPP and decreases in water yield over the region
