    Managing an Unstable Housing Market

    AbstractIn this paper it is intended to place the recent experience of the Irish housing market in the context of economic and property market cycles, how these interact over a property cycle and lessons from recent policy experience including interventions in the housing area. In spatial terms the currenthousing market can be seen as the result of an ad-hoc development led urban growth pattern which contributed to a dispersed development pattern with problems in oversupply. It is clear that alternative options exist to this approach and that evidence based management systems in terms of planning, development and financial decisions will be required to reduce the severity of future property market corrections. The incidence of rapidly increasing residential property prices has been a feature of many international economies in the past decade. This has resulted in house price surges and corrections across much of the industrialised world. Factors associated with such surges include growth in housing demand often supported by relaxed monetary policy stances, planning and zoning systems and fiscal regimes which encourage the investment in residential property acquisition anddevelopment. The falling prices for housing in Ireland in 2007-2010 nationally has created a stagnating effect with purchasers reluctant to enter the market while the price correction is worked through. In turn suppliers, construction interests and vendors are highly reluctant to accept lower bid prices in the market due to often unrealistic expectations created during the long boom. The result of oversupply is falling prices, reduced occupation demand and decreased investor demand, leading to lower building activity and profitability. In addition the banking and liquidity crisis have contributed to a radical deterioration in economic circumstances and increasing out-migration. As part of the Urban Environment Project at UCD this working paper considers the current evidence of a market correction and oversupply in the Dublin region and Ireland based on data available up to March 2010 including the authors’ working projections for 2010

    Shared team leadership for an online program

    Leadership for online programs to date has mirrored the leadership style of traditional academic programs, however in the rapidly changing environment of online education, thorough solutions to issues need to be arrived at in a more rapid manner than traditional academic models currently allow. A newer model of leadership, shared team leadership, can help online education achieve those goals. This model can also increase the chances of program success by providing multiple perspectives on issues that allow the program to be more effectively managed. Additionaly, it empowers organisational leadership to rapidly respond as external demands change. This article will provide an example of a shared team leadership for a set of online programs that make them some of the most successful at a large institution with a major presence in U.S. online education. This model of online shared team leadership will be assessed, its pros and cons examined, and a brief summary of the impact it has had on the programs that it oversees will be provided.Hasta la fecha, el liderazgo de los programas online ha imitado el estilo de liderazgo de los programas académicos tradicionales. Sin embargo, dado el entorno de rápida evolución que presenta la educación online, es necesario encontrar soluciones integrales a los problemas más rápidamente de lo que permiten actualmente los modelos académicos tradicionales. Un modelo de liderazgo más reciente, el liderazgo de equipo compartido, puede contribuir a alcanzar dicho objetivo en la educación online. Este modelo también puede aumentar las probabilidades de éxito del programa, ya que ofrece múltiples perspectivas de las cuestiones, lo que permite una gestión más eficaz del programa. También dota de recursos al liderazgo organizacional para responder rápidamente a medida que van cambiando las exigencias externas. En este artículo se muestra un ejemplo de un liderazgo de equipo compartido para un conjunto de programas online, circunstancia que los ha convertido en unos de los más exitosos de una importante institución con gran presencia en el ámbito de la educación online de EE. UU. Se evaluará dicho modelo de liderazgo de equipo compartido online, se examinarán sus ventajas y desventajas, y se hará un breve resumen de los efectos que ha tenido en los programas basados en él

    Static meta-object protocols : towards efficient reflective object-oriented languages

    Reflection and extensibility in object-oriented programming languages can be supported by meta-object protocols (MOP) that define class-based interfaces over data representation and execution features. MOPs are typically dynamic in the sense that type-based dispatching is used to select between feature implementations at run time leading to a significant difference in execution speed compared to non-MOP-based languages. Defining a corresponding static-MOP would seem to be a solution whereby type-dispatching can occur at compile time. Such an approach requires the integration of a static type system with a MOP. This paper introduces a new reflective and extensible language called JMF written in Java that aims to generate efficient code through the use of a static-MOP. The contribution of this paper is to characterise a static-MOP and to show how it integrates with a type system for JMF
