    Breaking the chain of dependency: using Treaty Land Entitlement to create First Nations economic self-sufficiency in Saskatchewan

    In the 1970’s, discussions began regarding the settlement of outstanding land claims from First Nations, the settling of Treaty Land Entitlement (TLE). The Office of the Treaty Commissioner (OTC) was developed to facilitate intergovernmental agreements with First Nations bands. This endeavour created discussions that led to the signing of the Treaty Land Entitlement Framework Agreement (TLEFA) in 1992. Lands purchased through TLE can be leased, creating revenues for the First Nations band. Those revenues can then be used to facilitate economic development and wealth creation for the band. It is through this access to capital that First Nations are starting to break their financial dependency on the Crown. It has been almost two decades since the signing of the TLEFA, and one can begin to measure the economic impact TLE has had for First Nations communities. Muskeg Lake Cree Nation (MLCN) is one such band that has been deemed successful, both by themselves and by outsiders, in the area of economic development. Success depends on a community developing an economic model that incorporates Aboriginal cultural values. By doing so, a cultural-oriented confidence is created, and this confidence can help foster economic success. The framework for this study is based around the Harvard Project on Indian Economic Development and its basis for economic success being founded on a community having confidence in their business model as it fits with their worldview. The methods employed in this study include a survey of primary and secondary documents in the area of TLE/TLEFA, and in economic development related to First Nations bands. Interviews were conducted with those involved in the signing and the overseeing of the TLEFA. Archival materials have been made available courtesy of Roy Romanow during his time as Attorney General for Saskatchewan. The research demonstrates that First Nations bands can break their financial dependency with the Crown through economic development strategies that are congruent with the First Nations cultural values

    Community matters : sustainable transition of systems of water provision

    The Decentralised Water Technologies programme aims to deliver a step-change in water provision and wastewater management. The programme is developing new and improved systems that are fit for purpose and are low carbon. The research is a response to the pressures of climate change and the desire for sustainable communities, as well as to address the limitations of current systems. Research for the communities theme within the programme will investigate how to ensure that both the decision-making processes about new systems and the new systems themselves are fair, equitable, and the best fit for the places they will be used. The research will be led by experts in socio-technical transitions, social and environmental justice, and community and involve island community partners on the Isles of Iona, Arran, Jura, Barra & Vatersay

    Use of computed tomography imaging during long-term follow-up of nine feline tuberculosis cases

    Case series summary: Feline tuberculosis is an increasingly recognised potential zoonosis of cats. Treatment is challenging and prognosis can vary greatly between cases. Pulmonary infection requires extended courses of antibiotics, but methodologies for sensitively monitoring response to treatment are currently lacking. In this case series, we retrospectively examined the serial computed tomography (CT) findings in nine cats that had been diagnosed with tuberculosis. Changes in pathology (where applicable to tuberculosis) were correlated with the clinical presentation of each of the cats, the treatment protocol, and previous and contemporary diagnostic investigations. This study found that changes in CT findings during the medium- to long-term management of feline tuberculosis were highly variable between cats. The majority of cats had reduced pathology at re-examination during anti-tuberculous therapy, but pathology only resolved in a minority of cases. In some cases recurrence of pathology detected by CT imaging preceded clinical deterioration, allowing for rapid therapeutic intervention. Relevance and novel information: When considered in combination with clinical findings, CT studies can aid in decision making regarding tapering of antibiotic protocols, or reintroduction of therapy in cases of recurrence or reinfection. This series also highlights that, in some cases, persistent abnormalities can be detected by CT, so complete resolution of CT pathology should not always be a goal in the management of feline tuberculosis

    Skill assessment in upper limb myoelectric prosthesis users: Validation of a clinically feasible method for characterising upper limb temporal and amplitude variability during the performance of functional tasks

    Upper limb myoelectric prostheses remain challenging to use and are often abandoned. A proficient user must be able to plan/execute arm movements while activating the residual muscle(s), accounting for delays and unpredictability in prosthesis response. There is no validated, low cost measure of skill in performing such actions. Trial-trial variability of joint angle trajectories measured during functional task performance, linearly normalised by time, shows promise. However, linear normalisation of time introduces errors, and expensive camera systems are required for joint angle measurements. This study investigated whether trial-trial variability, assessed using dynamic time warping (DTW)of limb segment acceleration measured during functional task performance, is a valid measure of user skill. Temporal and amplitude variability of forearm accelerations were determined in 1) seven myoelectric prosthesis users and six anatomically-intact controls and 2) seven anatomically-intact subjects learning to use a prosthesis simulator over repeated sessions. 1: temporal variability showed clear group differences (p<0.05). 2: temporal variability considerably increased on first use of a prosthesis simulator, then declined with training (both p<0.05). Amplitude variability showed less obvious differences. Analysing forearm accelerations using DTW appears to be a valid low-cost method for quantifying movement quality of upper limb prosthesis use during goal-oriented task performance

    Community Participation for Community Benefits From Natural Capital Projects : A Review for the Facility for Investment Ready Nature in Scotland Programme

    Despite the growing volume and scale of natural capital investments, it remains unclear if, and how, these projects to maintain and restore the ecosystem will empower and enrich communities. This report is a core output from the project, Community Benefits Standard for the UK Nature Investment Market, developed in Scotland, which is funded by the Facility for Investment Ready Nature in Scotland (FIRNS). The FIRNS programme is delivered by NatureScot, in collaboration with the Scottish Government and in partnership with the National Lottery Heritage Fund. It provides a review of academic and practitioner literature to explore best practice approaches for facilitating community inclusion and participation in order to generate lasting community benefit from nature-based projects. Such approaches can build and sustain two-way relationships between developers and community groups; helping developers to both understand and act upon the needs or issues that communities experience in relation to natural capital investments and to align with community priorities. These approaches can also contribute towards broader community wealth building and justice objectives. However, such co-benefits are not guaranteed. We offer a number of lessons, grounded in robust academic evidence, about how best to approach participation for community benefit creation

    The impact of routines on emotional and behavioural difficulties in children and on parental anxiety during COVID-19

    BackgroundThe Covid-19 pandemic and related public health measures, including lockdowns and school closures, have impacted on mental health of children.Aims and hypothesisWe hypothesised that there would be an association between maintaining a routine during lockdown and both lower emotional and behavioural difficulties in children and lower parental anxiety. Routine was taken as keeping to the same basic activities such as mealtimes and bedtimes. We also hypothesised that children of ‘keyworker’ parents would have fewer emotional and behavioural symptoms due to having maintained more normal routines. The key reason was that children of keyworkers still attended school or nursery and parents would have been getting up and coming home at the same times as pre-Covid. Keyworker status was defined as those whose work was essential to Covid-19 response, including work in health and social care and other key sectors.MethodsWe used data from the Avon Longitudinal Study of Parents and Children (ALSPAC) to explore associations between maintaining a routine, and emotional and behavioural difficulties in children, using linear regression models. All eligible ALSPAC-G2 participants were sent the survey and the responders are representative of the eligible G2 population. We included measures of parental anxiety. We separately explored associations with having a keyworker parent. We used the Carey Infant Temperament Questionnaire and the Revised Rutter Parent Scale for Preschool Children to establish levels of emotional and behavioural difficulties. The measures were chosen to match previous waves in multi-generations in ALSPAC where they had been shown to be predictive of later mental health in children. The scales measure emotional and behavioural problems.ResultsTwo hundred eighty-nine parents completed questionnaires about their 411 children. Keeping a routine was associated with emotional and behavioural difficulty scores 5.0 points lower (95% CI −10.0 to −0.1), p = 0.045 than not keeping a routine. Parents who reported keeping a routine had anxiety scores 4.3 points lower (95% CI −7.5 to −1.1), p = 0.009 than those who did not. Children of keyworkers tended to have lower emotional and behavioural difficulty scores [−3.1 (95%CI −6.26 to 0.08), p = 0.056] than children of non-keyworkers. All models were adjusted for relevant potential confounders.ConclusionMaintaining a routine may be beneficial for both child emotional wellbeing and parental anxiety, although it is also possible that lower parental anxiety levels made maintaining a routine easier. Being the child of a keyworker parent during lockdown may have been protective for child emotional wellbeing

    Noise Performance of the CrIS Instrument

    The Cross-track Infrared Sounder (CrIS) is a spaceborne Fourier transform spectrometer (FTS) that was launched into orbit on 28 October 2011 onboard the Suomi National Polar-orbiting Partnership satellite. CrIS is a sophisticated sounding sensor that accurately measures upwelling infrared radiance at high spectral resolution. Data obtained from this sensor are used for atmospheric profiles retrieval and assimilation by numerical weather prediction models. Optimum vertical sounding resolution is achieved with high spectral resolution and multiple spectral channels; however, this can lead to increased noise. The CrIS instrument is designed to overcome this problem. Noise Equivalent Differential Radiance (NEdN) is one of the key parameters of the Sensor Data Record product. The CrIS on-orbit NEdN surpassesmission requirements with margin and has comparable or better performance when compared to heritage hyperspectral sensors currently on orbit. This paper describes CrIS noise performance through the characterization of the sensor’s NEdN and compares it to calibration data obtained during ground test. In addition, since FTS sensors can be affected by vibration that leads to spectrally correlated noise on top of the random noise inherent to infrared detectors, this paper also characterizes the CrIS NEdN with respect to the correlated noise contribution to the total NEdN. Lastly, the noise estimated from the imaginary part of the complex FTS spectra is extremely useful to assess andmonitor in-flight FTS sensor health. Preliminary results on the imaginary spectra noise analysis are also presented

    Panzea: a database and resource for molecular and functional diversity in the maize genome

    Serving as a community resource, Panzea () is the bioinformatics arm of the Molecular and Functional Diversity in the Maize Genome project. Maize, a classical model for genetic studies, is an important crop species and also the most diverse crop species known. On average, two randomly chosen maize lines have one single-nucleotide polymorphism every ∼100 bp; this divergence is roughly equivalent to the differences between humans and chimpanzees. This exceptional genotypic diversity underlies the phenotypic diversity maize needs to be cultivated in a wide range of environments. The Molecular and Functional Diversity in the Maize Genome project aims to understand how selection has shaped molecular diversity in maize and then relate molecular diversity to functional phenotypic variation. The project will screen 4000 loci for the signature of selection and create a wide range of maize and maize–teosinte mapping populations. These populations will be genotyped and phenotyped, permitting high-power and high-resolution dissection of the traits and relating the molecular diversity to functional variation. Panzea provides access to the genotype, phenotype and polymorphism data produced by the project through user-friendly web-based database searches and data retrieval/visualization tools, as well as a wide variety of information and services related to maize diversity
