    American Indian Leadership: Strengthening Native Communities and Organizations (Winter 2013)

    Despite attempts to diminish, belittle and totally transform Native concepts, belief systems and values of leadership, strong leadership remains one of the most important assets in Native communities. American Indian leaders have held steadfast to tribal belief systems and values and fought for the preservation and perpetuation of Native identity, land and sovereignty. Leaders of Native nations today are still committed to these values. Native leaders still recognize that strong, ethical and innovative leadership from various sectors has the ability to transform American Indian communities.The primary goal of this paper is to provide a brief overview of American Indian leadership within an historical perspective, including what led to the development of tribal governments and Indian-led organizations today. Drawing on data from more than 93 leadership programs, organizations and initiatives, this paper provides a summary of findings on the current state of leadership programs in Native communities. Based on these findings, this paper offers recommendations for proceeding with the development of Native leadership programs in American Indian communities

    Minnesota’s approach to health and mental health is based on western cultural traditions of illness, help seeking behaviors, healing and wellness. This approach does not work for many of the cultural communities in Minnesota, especially those with a deep history of generational trauma, oppression, and discrimination. We need to make mental health a priority for Minnesotans by expanding the availability of holistic approaches rooted in the cultural traditions of Minnesota’s diverse cultural communities. We must address the impact of generational trauma and work to lessen the harm by incorporating cultural healing practices into our mental health care system, including the use of cultural healers, cultural brokers and elders

    Dopamine D 4 Receptor-Deficient Mice Display Cortical Hyperexcitability

    The dopamine D(4) receptor (D(4)R) is predominantly expressed in the frontal cortex (FC), a brain region that receives dense input from midbrain dopamine (DA) neurons and is associated with cognitive and emotional processes. However, the physiological significance of this dopamine receptor subtype has been difficult to explore because of the slow development of D(4)R agonists and antagonists the selectivity and efficacy of which have been rigorously demonstrated in vivo. We have attempted to overcome this limitation by taking a multidimensional approach to the characterization of mice completely deficient in this receptor subtype. Electrophysiological current and voltage-clamp recordings were performed in cortical pyramidal neurons from wild-type and D(4)R-deficient mice. The frequency of spontaneous synaptic activity and the frequency and duration of paroxysmal discharges induced by epileptogenic agents were increased in mutant mice. Enhanced synaptic activity was also observed in brain slices of wild-type mice incubated in the presence of the selective D(4)R antagonist PNU-101387G. Consistent with greater electrophysiological activity, nerve terminal glutamate density associated with asymmetrical synaptic contacts within layer VI of the motor cortex was reduced in mutant neurons. Taken together, these results suggest that the D(4)R can function as an inhibitory modulator of glutamate activity in the FC.Fil: Rubinstein, Marcelo.     Vertical accretion rates of mangroves in northeast Brazil:Implications for future responses and management

    Northeast (NE) Brazil has a semi-arid climate and low plant diversity mangroves confined to estuaries influenced by a meso-tidal regime (∼2.5 m). Whilst these mangroves are protected by state and federal legislation, large areas have been lost to urban encroachment and shrimp farms, a situation continuing today. This work discusses the potential impacts of sea level rise on mangroves in three estuaries in NE Brazil. The three sites witness decreasing annual precipitation associated with global climate change, which will have the dual effect of increasing water and salinity stress, decreasing productivity, as well as reducing inputs of allochthonous fluvial material. Simultaneously, since the 1990's local sea level rise (3.5 mm/yr) has been greater than the global average (3.2 mm/yr). Average accretion rates, derived from 137Cs and 210Pb dating in fringing mangroves in this study, are likely to be insufficient to maintain surface elevation and keep pace with sea level rise. Notwithstanding, historical data suggest that there has been no recorded mangrove loss as a result of sea level rise and in some areas a recorded gain in the upper estuarine mangrove reaches. At present there are limited inputs from the watershed in all three estuaries, mostly due to decreasing annual rainfall and river damming, limiting the transport capacity and hampering the export of sediments to the fringing mangroves and the sea and limiting the ability of the fringing mangroves to respond to sea level rise. However, this has been suggested to result in the accumulation of soils along river margins further upstream forming new islands and potentially expanding estuarine mangroves upstream. Both the fringing and the estuarine mangroves are surrounded by both licensed and unlicensed settlements, as well as dunes preventing expansion into higher elevation areas as a response to sea level rise. Recent changes to legislation protecting these ecosystems put a further strain on adaptation and resilience capacity, increasing the threat to these important coastal systems and the ecosystem services they provide

    High prevalence of the arginine catabolic mobile element in carriage isolates of methicillin-resistant Staphylococcus epidermidis

    Background The arginine catabolic mobile element (ACME) associated with staphylococcal cassette chromosome mec (SCCmec) in the USA300 clone of community-acquired methicillin-resistant Staphylococcus aureus enhances its fitness and ability to colonize the host. Staphylococcus epidermidis may act as a reservoir of ACME for S. aureus. We assessed the diffusion of ACME in methicillin-resistant S. epidermidis (MRSE) isolates colonizing outpatients. Methods Seventy-eight MRSE strains isolated in outpatients from five countries were characterized by multilocus sequence typing (MLST) and SCCmec typing and screened for the arcA and opp3AB markers of ACME. ACME-arcA and ACME-opp3AB were sequenced. ACME type I from MRSE and USA300 were compared by long-range PCR (LR-PCR). Results Fifty-three (67.9%) MRSE strains carried an ACME element, including 19 (24.4%), 32 (41.0%) and 2 (2.6%) with ACME type I (arcA+/opp3AB+), II (arcA+/opp3AB−) and III (arcA−/opp3AB+), respectively. The prevalence of ACME did not differ between clonal complex 2 (42/60 strains) and other sequence types (11/18 strains, P = 0.7), with MLST data suggesting frequent intraspecies acquisition. ACME-arcA sequences were highly conserved, whereas ACME-opp3AB displayed 11 distinct allotypes. ACME was found in 14/29, 9/11 and 30/37 strains with type IV, type V and non-typeable SCCmec, respectively (P = 0.01). ACME was more frequently associated with ccrC than with ccrAB2 (82.4% versus 60.0%, P = 0.048). LR-PCR indicated structural homologies of ACME I between MRSE and USA300. Conclusions ACME is widely disseminated in MRSE strains colonizing outpatients and may contribute to their spread in a community environment with low antibiotic exposure, as suggested for USA30

    Methicillin-Resistant Coagulase-Negative Staphylococci in the Community: High Homology of SCCmec IVa between Staphylococcus epidermidis and Major Clones of Methicillin-Resistant Staphylococcus aureus

    Background. Data on community spread of methicillin-resistant coagulase-negative staphylococci (MR-CoNS) are scarce. We assessed their potential role as a reservoir of staphylococcal cassette chromosome mec (SCCmec) IVa, the leading SCCmec subtype in community-acquired methicillin-resistant Staphylococcus aureus (CA-MRSA). Methods. Nasal carriage of MR-CoNS was prospectively investigated in 291 adults at hospital admission. MR-CoNS were characterized by SCCmec typing, long-range polymerase chain reaction (PCR) for SCCmec IV, and multiple-locus variable-number tandem repeat analysis (MLVA) for Staphylococcus epidermidis (MRSE) strains. Three SCCmec IVa elements were fully sequenced. Results. The carriage rate of MR-CoNS was 19.2% (25.9% and 16.5% in patients with and patients without previous exposure to the health care system, respectively; P = .09). MR-CoNS strains (n=83, including 58 MRSE strains with highly heterogeneous MLVA patterns) carried SCCmec type IVa (n=9, all MRSE), other SCCmec IV subtypes (n=9, including 7 MRSE), other SCCmec types (n=15), and nontypeable SCCmec (n=50). Long-range PCR indicated structural homology between SCCmec IV in MRSE and that in MRSA. Complete sequences of SCCmec IVa from 3 MRSE strains were highly homologous to those available for CA-MRSA, including major clones USA300 and USA400. Conclusions. MR-CoNS are probably disseminated in the community, notably in subjects without previous exposure to the health care system. MRSE, the most prevalent species, may act as a reservoir of SCCmec IVa for CA-MRS

    Kinect Engineering with Learning (KEWL)

    According to a Nielsen survey at the time of this reporting, 41% of all households have a game console. This is one market in which NASA has been absent from education and outreach efforts. Kinect Engineering with Learning (KEWL) is made to enter into that market and bring NASA education and outreach to a very familiar venue. KEWL creates an education and outreach experience that is more participatory, both in a school and museum environment. KEWL is a set of applications that runs on an Xbox 360 using the Kinect controller used for education and outreach. These applications currently include: Train R2, a visual simulation of Robonaut 2 that allows students to control a virtual R2 in a game environment; Drive R2, an interface using the Xbox 360 and Kinect controller that allows students to control the real R2 using the methods they learned playing Train R2; ISS experience, a visual tour of the interior of the International Space Station where students use their body to fly through the virtual ISS; Gravity Ball, a simulation of throwing balls in the gravity of different planets; Solar Array repair, a simulation of the simplified STS-121 solar array repair mission; and PlaySpace, a Mars/Moon application that allows students to experience different aspects of Mars/Moon. Users can "fly through" the ISS using their body, allowing an experience similar to what an astronaut would have on orbit. In PlaySpace, users can fly over the surface of Mars and view surface data obtained by Mars rovers. Users of Train R2 and Drive R2 can experience what it is like to control a robot over a distance with a time delay, simulating the time delay that would occur between ground control and an on-orbit robot. The initial ISS experiences were built using parts of code from the NASA Enigma software. The models used in these experiences were also from the Integrated Graphics Operations and Analysis Lab model database. The PlaySpace experience incorporates surface data obtained from NASA rovers and satellites and was built by NASA JPL
