    One of the most urgent instrument is the existence of government as manager of the State. Through the national budget of a state, it taps revenues and expenditures will be managed in a planned manner with the aim at prosperity of all people. For example, increasing the rate of economic growth (pro-growth), expanding new jobs (pro-job), and improve protection programs for the poor (pro-poor). In the classical discourse, Islamic government that had been present in the scene of history, has also pointed out the state opinion forms.     Introduction of Pack Test for Participative Environmental Monitoring and Environmental Education for Sustainability in Malaysia

    Pack Test which provided by Kyoritsu Chemical-Check Lab. Corporation has been assumed as a professional easy-to-use onsite water quality checker. The aim of this study is to examine the possibility of application of Pack Test in Malaysia, and to assess the required matters during introduction processes. Two workshops were sampled to prove the potential function of Pack Test in environmental education and participative environmental monitoring. Two hours lecture of Universiti Teknologi Malaysia (UTM) was facilitated as a workshop by author on September 23, 2010, and then the author has assisted a workshop in Putrajaya on October 9, 2010. Questionnaire forms were applied to test as if peoples feeling are positive or not towards Pack Test as preliminary research. Water quality parameters were simultaneously measured by Pack Test, such as, COD, NO3-, CI-, and NH4+ in UTM, pH and NO3- were measured in Putrajaya workshop, respectively. Participants feeling in the both workshops showed strong positive potential for Pack Test. Results of water qualities from UTM workshop had big variation in COD and NO3-. Considering the reason, the UTM workshop was conducted without proper support for both facilitator and participant. Participants were able to classify the water quality level in a short time. As for the Putrajaya workshop, with deep support and well skilled instruction by facilitator team, the data showed small variation i.e. good and consistent water quality result. It was obvious that Pack Test was always applicable to assess water environment and it was well functioned as user friendly easy-to-use water quality checker. Thereby the role of Pack Test was segregated from conventional standard methods. The participants feeling to Pack Test was strong positive for implementation and to improve public environmental awareness. Simultaneously, they were feeling that peoples can participate more effectively in water environment issues by Pack Test. It was clear that Pack Test was notable in-situ water quality checker, which has advantages over its particular methods that never rely on transport of samples to a distant laboratory for chemical analysis. Above all, it could be a breakthrough point to empower public participation, and environmental education for water sustainability. In addition, it can be pointed out that if there are chance to get skilled of the USAge of Pack Test, which will be important for teachers, engineers, and other potential facilitators to ensure the effective USAge of Pack Test towards

Ia bersanding sejajar dengan instrumen zakat dalam meminimalisir angka kemiskinan dan pengangguran.     Alam merupakan segala sesuatu materi yang hidup dan materi yang bukan hidup. Dalam kata lain alam adalah lingkungan yang tanpa kegiatan manusia. Informasi mengenai alam di internet terletak terpisah satu sama lain sehingga muncul permasalahan bagaimana mencari informasi tentang alam, dan bagaimana mengklasifikasikan informasi tentang alam. Terdapat metode semantic yang dapat merangkai informasi tersebut sehingga lebih mudah untuk dimengerti. Semantic yang cocok digunakan sebagai solusi permasalahan ini adalah ontologi. Ontologi nanti akan memodelkan dan menghubungkan antara entitas alam dengan beberapa entitas lainnya seperti makhluk hidup, penggolongan makhluk hidup, dan energi. Berdasarkan pengujian, aplikasi ini mampu mencari informasi tentang alam berdasarkan entitas yang dimiliki seperti makhluk hidup, penggolongan makhluk hidup, dan energi.     Transfer Learning with Deep Convolutional Neural Network (CNN) for Pneumonia Detection using Chest X-ray

    Pneumonia is a life-threatening disease, which occurs in the lungs caused by either bacterial or viral infection. It can be life-endangering if not acted upon in the right time and thus an early diagnosis of pneumonia is vital. The aim of this paper is to automatically detect bacterial and viral pneumonia using digital x-ray images. It provides a detailed report on advances made in making accurate detection of pneumonia and then presents the methodology adopted by the authors. Four different pre-trained deep Convolutional Neural Network (CNN)- AlexNet, ResNet18, DenseNet201, and SqueezeNet were used for transfer learning. 5247 Bacterial, viral and normal chest x-rays images underwent preprocessing techniques and the modified images were trained for the transfer learning based classification task. In this work, the authors have reported three schemes of classifications: normal vs pneumonia, bacterial vs viral pneumonia and normal, bacterial and viral pneumonia. The classification accuracy of normal and pneumonia images, bacterial and viral pneumonia images, and normal, bacterial and viral pneumonia were 98%, 95%, and 93.3% respectively. This is the highest accuracy in any scheme than the accuracies reported in the literature. Therefore, the proposed study can be useful in faster-diagnosing pneumonia by the radiologist and can help in the fast airport screening of pneumonia patients.Comment: 13 Figures, 5 tables. arXiv admin note: text overlap with arXiv:2003.1314

    Efficacy of Protein, Symbiotic and Probiotic Supplementation on Body Performance and Organs Weight in Molted Layers

    Two hundred White Leg Horn Layers (70 week age) were arranged and brought to the poultry research station, Department of Physiology and Pharmacology, University of Agriculture, Faisalabad. Four groups were made (n=50 each) into keeping G1 as control (CP 16%, No other supplement), G2 (CP 18% diet), G3 (CP16% diet; symbiotic @ 85 mg L-1/day) and G4 (CP 16% diet; probiotic @ 85 mg L-1/day). The body and organs (heart, liver, spleen, kidney, brain and pituitary) weight from fifteen birds in each group at 5% (5P), peak (PP) and end (EP) of post molt production stage were determined. The overall mean heart weight in G2 and pituitary weight in G2 and G3 reduced (P≤0.05) as compared to G1. The mean kidney weight found increased (P≤0.05) in G3 and G4 as compared to G1.     Wind serves as natural resources as the solution to minimize global warming and has been commonly used to produce electricity. Because of their uncontrollable wind characteristics, wind speed forecasting is considered one of the best challenges in developing power generation. The Autoregressive Integrated Moving Average (ARIMA), Simple Exponential Smoothing (SES) and a hybrid model combination of ARIMA and SES will be used in this study to predict the wind speed. The mean absolute percentage error (MAPE) and the root mean square error (RMSE) are used as measurement of efficiency.     Analisis In-Silico Struktur Tiga Dimensi Reseptor Trk A dan Trk B Protein Neurotrophin 3 Pada Gallus gallus (Chicken)

    NT3 protein is expressed by Neurotrophin 3 (NTF-3) which plays a role in the process of differentiation, survival of peripheral and neuropathological of neurons. The information of structure and function of NT-3 proteins is still very limited, especially in Gallus gallus. This study aims to predict the three-dimensional structure of the Trk A and Trk B proteins in Gallus gallus. The target protein obtained from the UniProt server with access codes Q91009 (Trk A) and Q91987 (Trk B) using the 6kzc 1.A (PDB ID) template was analyzed in silico through a homology approach and describing the structural assessment using Chimera UCSF software. The analysis showed that the Trk A protein had a QMEAN value of -0.08, composed of 778 amino acids, mass 87334.30 Daltons, and Seq Identity 79.93%. Trk B had a QMEAN value of 0.16, consisting of 818 amino acids, mass 91732.05 Daltons, and Seq Identity 84.30%. Key words: NT3; homology; UCSF chimera; G. gallu

    A novel green antenna phase-shift system with data acquisition boards

    A novel green phase shifter system is proposed in this research. The system is developed by a combination of reconfigurable beam steering antennas and data acquisition (DAQ) boards. A combination of two reconfigurable beam steering antennas, located side-by-side, forms a spatial configuration structure with a fabricated ‘green’ element plank of rice husk placed in between. The concept of a spatial configuration technique has been ‘mutated’ by shifting the structure of spiral feed line and aperture slots of first beam steering antenna by as much as 45 ◦ . The PIN diode switches connected to the DAQ boards enable the intelligent capability of the spatial antennas. The activation of certain degree radiation patterns of either the first beam steering antenna or the second beam steering antenna depends on the memory of the DAQ boards — Beam Manager. When an intruder comes from the cardinal angles of 0◦/ 360◦, 90◦, 180◦, or 270◦, its range and angles’ location will be automatically detected by the first antenna through the output ports of the 1st DAQ: P1.0, P1.1, P1.2, and P1.3. The second antenna is then activated by the output ports of the 2nd DAQ: P2.0 up to P2.3, to adaptively maneuver the beam towards four different ordinal directions of 45◦, 135◦, 225◦, and 315◦
