Silver teflon second surface mirror samples and S 13 GLO paint samples were mounted, photographed under the microscope and measured to establish baseline data. Atomic oxygen cleaning and spray painting are being considered. Electrostatic powder and plasma spray coating systems appear to have serious drawbacks

    Le modèle de résolution de problèmes en motivation de Keller a été utilisé pour diminuer les obstacles à la motivation des étudiants d’un cours universitaire de comptabilité offert à distance. Ces problèmes ont été répertoriés dans les écrits scientifiques pour ce type de cours. Des messages en lien avec ces questions ont été acheminés à 33 de ces étudiants, ce qui a eu pour effet d’augmenter significativement leur motivation, leur réussite et leur persévérance comparativement à un groupe témoin de 33 étudiants (p < 0,05). Les messages adaptés aux problèmes que connaît ce type de clientèle ont permis d’atteindre un bon rapport coût/bénéfice.In an effort to reduce motivation problems that plague students enrolled in distance learning courses, the Keller model was employed with distance learning students taking a university accounting course. Lack of motivation has been identified and explored in the literature as a problem in such courses. Relevant messages addressing these issues were sent to 33 students, which resulted in significantly increased motivation, persistence, and success rates compared to a control group of 33 students (p < 0,05). Messages tailored to the problems facing distance learning students therefore achieved a cost/benefit.El modelo de Keller de resolución de problemas en motivación ha sido utilizado para disminuir los obstáculos a la motivación de los estudiantes de un curso universitario de contabilidad impartido a distancia. Estos problemas han sido señalados en los textos científicos en este tipo de cursos. Mensajes relacionados con estas cuestiones fueron transmitidos a 33 de estos estudiantes, lo que tuvo por efecto de incrementar significativamente su motivación, su éxito y su perseverancia en comparación con un grupo control de 33 estudiantes (p < 0,05). Los mensajes adaptados a los problemas a los cuales se enfrentan este tipo de clientela permitieron alcanzar una buena relación costo/beneficio

    Even though the Canadian Great Depression was one of the worst in the Western World, there are no recent articles where the phenomenon is analyzed as a whole. In this paper, the Interwar business cycles are analyzed in the context of amacroeconomic model with monthly data. The model features the specification of the money supply process, of the balance of payments and of the interaction between these variables.The results of estimation of the model indicate that Canada followed the US in its depression because it adhered too closely to the rules of the GoId Standard. Canada should have depreciated its currency at least to the extent of the depreciation of the pound sterling with respect to the US dollar. The results also indicate that the Finance Act did not play the important role that was assigned to it in the literature (Courchene, 1969)

    A system is described capable of carrying out silicon vapor deposition experiments in the low 10 to the minus 10th power torr vacuum range. The system was assembled and tested for use in a program aimed at exploration of vacuum heteroepitaxy of silicon on several substrates of potential interest for photovoltaic applications. An experiment is described in which a silicon layer 2.5 microns thick was deposited on a pyrolytically cleaned tungsten substrate held at a temperature of 400 C. Using a resistance heated silicon source, thicker layers can be deposited in periods of hours by utilizing closer source to substrate distances

    Analyzing Non Stationary Processes in Radiometers

    The lack of well-developed techniques for modeling changing statistical moments in our observations has stymied the application of stochastic process theory for many scientific and engineering applications. Non linear effects of the observation methodology is one of the most perplexing aspects to modeling non stationary processes. This perplexing problem was encountered when modeling the effect of non stationary receiver fluctuations on the performance of radiometer calibration architectures. Existing modeling approaches were found not applicable; particularly problematic is modeling processes across scales over which they begin to exhibit non stationary behavior within the time interval of the calibration algorithm. Alternatively, the radiometer output is modeled as samples from a sequence random variables; the random variables are treated using a conditional probability distribution function conditioned on the use of the variable in the calibration algorithm. This approach of treating a process as a sequence of random variables with non stationary stochastic moments produce sensible predictions of temporal effects of calibration algorithms. To test these model predictions, an experiment using the Millimeter wave Imaging Radiometer (MIR) was conducted. The MIR with its two black body calibration references was configured in a laboratory setting to observe a third ultra-stable reference (CryoTarget). The MIR was programmed to sequentially sample each of the three references in approximately a 1 second cycle. Data were collected over a six-hour interval. The sequence of reference measurements form an ensemble sample set comprised of a series of three reference measurements. Two references are required to estimate the receiver response. A third reference is used to estimate the uncertainty in the estimate. Typically, calibration algorithms are designed to suppress the non stationary effects of receiver fluctuations. By treating the data sequence as an ensemble collection, it is possible to apply temporal algorithms which exacerbate the non stationary effects. By varying the algorithm, information about the properties of the non stationary receiver fluctuations is obtained. Comparisons of analytical calculations and statistical analysis of data demonstrate impressive agreement

    Another 40 Years of Inequity: Two-Tier Schooling as the Lasting Legacy of Desegregation Policy in St. Louis, Missouri

    The St. Louis Public Schools of St. Louis, Missouri were at one time the second largest segregated school district in the United States. In the years since Brown v. Board of Education ruling in 1954 and 1955, the school district of St. Louis has been attempting to desegregate as ordered by the courts. A group of North Side parents brought a lawsuit against the district and the State of Missouri that, after many years of litigation, found both parties to be liable for maintaining segregated schools, but an out-of-court settlement was reached. As a result of this suit and subsequent decisions, the 1975 Consent Decree, 1980 Intracity Settlement Agreement, and 1983 Interdistrict Settlement Agreement provided African American children in the city of St. Louis several new options for schooling that included both busing to majority white districts in St. Louis County and the creation of magnet schools within the city school district. The focus of this study is the magnet school system that was created as an outcome of the litigation and the two-tiered school district it subsequently created over the last forty years. Magnet schools, also known as selective enrollment schools, are provided extra resources, staff members, and are located in desirable neighborhoods whereas comprehensive schools, also known as neighborhood or open enrollment schools, are not provided these extra resources yet enroll large numbers of African American children. It will be argued that this lasting legacy of Brown is inherently unjust and unequal and in fact contributes to the systemic racism experienced by people of color in the city of St. Louis
