    Program Bantuan Langsung Tunai Dana Desa tercipta akibat adanya wabah COVID-19 yang melanda dunia, termasuk Indonesia yang menyebabkan kondisi ekonomi masyarakat menurun. Bantuan Langsung Tunai Dana Desa merupakan program yang dibuat oleh Pemerintah yang bertujuan untuk membantu perekonomian masyarakat yang terkena dampak COVID-19, bantuan berupa uang yang dananya bersumber dari anggaran dana desa. Penelitian ini dilakukan untuk melihat efektivitas pelaksanaan Program Bantuan Langsung Tunai Dana Desa. Tujuan penelitian ini adalah untuk melihat seberapa efektif pelaksanaan Program Bantuan Tunai Dana Desa pada masa pandemi COVID-19 di Desa Teratak Jering Kecamatan Kuantan Hilir Seberang Kabupaten Kuantan Singingi dan untuk mengetahui faktor-faktor apa saja yang menghambat efektifitas pelaksanaan. Program Bantuan Tunai Dana Desa. selama masa pandemi COVID-19 di Desa Teratak Jering, Kecamatan Kuantan Hilir Seberang, Kabupaten Kuantan Singingi. Teori yang digunakan dalam penelitian ini adalah efektivitas program menurut Campbell. Untuk menjawab permasalahan tersebut peneliti menggunakan pendekatan kualitatif dan deskriptif. Dalam penelitian ini penulis menggunakan teknik pengumpulan data berupa wawancara, observasi dan dokumentasi kemudian dianalisis berdasarkan masalah penelitian. Hasil penelitian ini menunjukkan bahwa efektivitas pelaksanaan program bantuan langsung tunai dana desa pada masa pandemi COVID-19 di Desa Teratak Jering Kecamatan Kuantan Hilir Seberang Kabupaten Kuantan Singingi belum berjalan efektif. The postal party is required to compete with its competitors from the private sector.This research was conducted at Post Office branch of Pekanbaru City with the aim to know how the performance of service package at Post Office of Pekanbaru City and to know the factors that become obstacle in post performance Pekanbaru City. This research uses Dwiyanto theory in Sudarmanto with qualitative research method. In collecting data used observation data collection techniques and interviews to the research informants. After the data collected and then drawn conclusions and analyzed by using qualitative descriptive data analysis techniquesThe conclusion of this research is the performance of postal package service at Pekanbaru post office branch is not good enough, due to some things that have not been implemented optimally, especially on productivity indicator, service quality and responsiveness in achieving each work target. However, in terms of responsibilitas and accountability is good enough. The factors that affect the performance of postal package services in Pekanbaru City are technology, initiative, human resource management and cooperation, where these factors can encourage the improvement of more excellent results

    Pendidikan Responsif Gender di Kabupaten Rokan Hilir

    The maincauses of the gender gap in education is lack of commitment and understanding of gender in Rokan Hilir (Hidir & Yanis, 2015). This study aims to (1) implement / apply the model of community empowerment-based design thinking in order to achieve gender-responsive education in Rokan Hilir; (2) to formulate gender responsive educational design that is contextual in Rokan Hilir.This study uses a qualitative method variant in the form of phenomenology. The unit of analysis is the institutional community of the Department of Education and educators as well as educators in Rokan Hilir. The data collection technique using the techniques of Participatory Rural Appraisal (PRA) with data analysis techniques in the form of a three-lane qualitative data analysis, namely data reduction, data display and conclusion. The results showed that the application of design thinking allows for the application of social change, especially the mindset of the target group in a bottom up. This means that the commitment and understanding of gender responsive education could be increased from the root (grass root) without imposing target groups to change the values of the original locality of the region. Therefore, community empowerment is done to encourage the social changes in a smooth and constructive for local development Rokan Hilir, especially in the field of education and gender

    After the implementation of Large-Scale Social Restrictions, Pekanbaru City enters the New Normal condition based on the Pekanbaru Mayor Circular regarding the new normal life order. The new life order policy or New Normal actually led to an increase in COVID 19 cases, therefore the Pekanbaru City Government issued a micro-scale social restriction policy, especially in sub-districts that were considered to have the highest rate of spread of COVID 19. This study aims to determine the urgency of micro-scale social restriction policy. The method in this research uses qualitative methods by collecting data sources from legal products, articles and news from the mass media as well as interviews with research sources. The results of this study indicate that the urgency of the presence of this Micro-Scale Social Restriction policy is seen in two ways. First, as an initial step for community habituation in facing the new life order or the new normal. The community is not ready to live in a new normal framework so that less-reaching habituation is needed, namely micro-scale social restrictions. Second, the micro-scale social restriction policy was able to reduce the number of health protocol violations. However, it turns out that the decrease in the number of health protocol violations has no correlation with the decrease in the number of positive COVID cases. For 2 reasons, the implementation of this policy was in fact ineffective in suppressing the spread of COVID 19 in Pekanbaru City so that its enforcement was stopped

Umumnya potensi Pariwisata di Kabupaten Bengkalis belum tergarap secara baik, akan tetapi sangat prospektif untuk dikembangkan. Geografis Kabupaten Bengkalis yang terdiri dari alam berupa hutan dan memiliki keindahan alam laut yang mempesona serta suasana kehidupan masyarakat dan budaya daerah yang bersifat khas Melayu kepulauan, Sehingga menjadi salah satu daerah tujuan wisata di Propinsi Riau yang menarik dan akan membuat kenangan indah bagi yang berkunjung ke daerah ini.Kegiatan pengabdian ini dilakukan di Desa Tanjung Punak Kecamatan Rupat Utara Kabupaten Bengkalis, beberapa permasalahan yang muncul dalam pengelolaan pariwisata di desa ini diantaranya ialah minimnya kolaborasi dari berbagai stakeholder yang terlibat dalam kegiatan wisata. Untuk mengatasi hal tersebut dilakukan penyuluhan tentang kolaborasi pengelolaan wisata agar adanya peningkatan apresiasi masyarakat sekitar obyek wisata alam.Pelaksanaan pengabdian masyarakat dalam kolaborasi pengelolaan desa wisata berbasis masyarakat menuju desa wisata kategori maju, dapat disimpulkan bahwa terdapat adanya kesesuain materi dengan kebutuhan aparatur pemerintahan desa dan masyarakat dalam upaya kolaborasi pengelolaan wisata berbasis masyarakat. Adanya respon yang positif dari peserta, yang ditunjukkan dengan pertanyaan dan tanggapan yang diberikan selama pelaksanaan pengabdian.     The development of information and communication technology which is increasingly sophisticated has an impact on the advancement of electronic-based governance called e-government. The Sitanjak Makin Mantap application is a website-based application system operated by the Pekanbaru City Social Service to accelerate poverty reduction in Pekanbaru City, especially in the health, education and socio-economic fields. The Sitanjak Makin Mantap application provides easy access for the public to make complaints in this field and makes it easy for the Pekanbaru City Social Service to create a poverty database and is a step to accelerate poverty reduction in Pekanbaru City. This study aims to determine the elements of successful e-government services in poverty reduction in Pekanbaru City Social Service and factors affecting e-government services in poverty reduction in Pekanbaru City Social Service. To solve these problems, researchers used Indrajit 2010 theory about the elements of successful e-government services. The result of this research is that the operation of the Sitanjak Makin Mantap application is still not optimal, it can be seen that there are still people who do not know the existence of the application and the use of the application. Researchers conclude that there is still a lack of continuous and comprehensive socialization to the community, as well as network disruptions that have occurred at the Pekanbaru City Social Service. Therefore, researchers suggest that there is a need for consistent and comprehensive socialization and server improvements to improve network quality.   Keywords: Public Service, E-government, PovertyPerkembangan teknologi informasi dan komunikasi yang semakin canggih berdampak pada semakin majunya penyelenggaraan pemerintahan yang berbasis elektronik yang disebut e-government. Aplikasi Sitanjak Makin Mantap merupakan sistem aplikasi berbasis website yang dioperasikan Dinas Sosial Kota Pekanbaru dalam percepatan penanggulangan kemiskinan di Kota Pekanbaru terutama di bidang kesehatan, pendidikan dan sosial ekonomi. Aplikasi Sitanjak Makin Mantap memberikan kemudahan akses kepada masyarakat untuk melakukan pengaduan pada bidang tersebut dan kemudahan kepada Dinas Sosial Kota Pekanbaru dalam menciptakan database kemiskinan dan menjadi langkah percepatan penanggulangan kemiskinan di Kota Pekanbaru. Penelitian ini bertujuan untuk mengetahui elemen sukses pelayanan e-government dalam penanggulangan kemiskinan di Dinas Sosial Kota Pekanbaru dan Faktor yang mempengaruhi pelayanan e-government dalam penanggulangan kemiskinan di Dinas Sosial Kota Pekanbaru. Untuk memecahkan permasalahan tersebut peneliti menggunakan teori Indrajit 2010 tentang elemen sukses pelayanan e-government. Hasil penelitian ini yaitu pengoperasian aplikasi Sitanjak Makin Mantap masih belum optimal, hal ini dapat dilihat masih adanya masyarakat yang tidak mengetahui keberadaan aplikasi dan penggunaan aplikasi. Peneliti menyimpulkan bahwa masih kurangnya sosialisasi yang kontiniu dan menyeluruh kepada masyarakat, serta gangguan jaringan yang terjadi di Dinas Sosial Kota Pekanbaru. oleh sebab itu peneliti menyarankan perlu adanya sosialisasi yang konsisten dan menyeluruh serta perbaikan server untuk meningkatkan kualitas jaringan.   Kata Kunci: Pelayanan Publik, E-government, Kemiskina

    Tactical Voting in Plurality Elections

    How often will elections end in landslides? What is the probability for a head-to-head race? Analyzing ballot results from several large countries rather anomalous and yet unexplained distributions have been observed. We identify tactical voting as the driving ingredient for the anomalies and introduce a model to study its effect on plurality elections, characterized by the relative strength of the feedback from polls and the pairwise interaction between individuals in the society. With this model it becomes possible to explain the polarization of votes between two candidates, understand the small margin of victories frequently observed for different elections, and analyze the polls' impact in American, Canadian, and Brazilian ballots. Moreover, the model reproduces, quantitatively, the distribution of votes obtained in the Brazilian mayor elections with two, three, and four candidates.Comment: 7 pages, 4 figure
