    Modelling innovation and the macroeconomics of low-carbon transitions: theory, perspectives and practical use

The final version is available from Taylor & Francis (Routledge) via the DOI in this record.Energy and climate policies may have significant economy-wide impacts, which are regularly assessed based on quantitative energy-environment-economy models. These tend to vary in their conclusions on the scale and direction of the likely macroeconomic impacts of a low-carbon transition. This paper traces the characteristic discrepancies in models’ outcomes to their origins in different macro-economic theories, most importantly their treatment of technological innovation and finance. We comprehensively analyse the relevant branches of macro-innovation theory and group them into two classes: ‘Equilibrium’ and ‘Non-equilibrium’. While both approaches are rigorous and self-consistent, they frequently yield opposite conclusions for the economic impacts of low-carbon policies. We show that model outcomes are mainly determined by their representations of monetary and finance dimensions, and their interactions with investment, innovation and technological change. Improving these in all modelling approaches is crucial for strengthening the evidence base for policy making and gaining a more consistent picture of the macroeconomic impacts of achieving emissions reductions objectives. The paper contributes towards the ongoing effort of enhancing the transparency and understanding of sophisticated model mechanisms applied to energy and climate policy analysis. It helps tackle the overall “black box” critique, much-cited in policy circles and elsewhere

    Understanding factors associated with the translation of cardiovascular research: A multinational case study approach

We built an international consortium and developed a multinational case study approach to assess benefits arising from health research. We used that to facilitate analysis of factors in the production of research that might be associated with translating research findings into wider impacts, and the complexities involved. Methods: We built on the Payback Framework and expanded its application through conducting co-ordinated case studies on the payback from cardiovascular and stroke research in Australia, Canada and the United Kingdom. We selected a stratified random sample of projects from leading medical research funders. We devised a series of innovative steps to: minimize the effect of researcher bias; rate the level of impacts identified in the case studies; and interrogate case study narratives to identify factors that correlated with achieving high or low levels of impact. Results: Twenty-nine detailed case studies produced many and diverse impacts. Over the 15 to 20 years examined, basic biomedical research has a greater impact than clinical research in terms of academic impacts such as knowledge production and research capacity building. Clinical research has greater levels of wider impact on health policies, practice, and generating health gains. There was no correlation between knowledge production and wider impacts. We identified various factors associated with high impact. Interaction between researchers and practitioners and the public is associated with achieving high academic impact and translation into wider impacts, as is basic research conducted with a clinical focus. Strategic thinking by clinical researchers, in terms of thinking through pathways by which research could potentially be translated into practice, is associated with high wider impact. Finally, we identified the complexity of factors behind research translation that can arise in a single case. Conclusions: We can systematically assess research impacts and use the findings to promote translation. Research funders can justify funding research of diverse types, but they should not assume academic impacts are proxies for wider impacts.     Compliance or pragmatism: How do academics deal with managerialism in higher education? A comparative study in three countries

    Universities throughout Europe have adopted organisational strategies, structures, technologies, management instruments and values that are commonly found in the private sector. While these alleged managerial measures may be considered useful, and have a positive effect on the quality of teaching and research, there is also evidence of detrimental effects on primary tasks. The consequences of such managerial measures were investigated through 48 interviews with staff members at 10 universities in the Netherlands, Sweden and the UK. The results were analysed and interpreted within the framework of institutional and professional theory, by linking them to three central themes: 'symbolic compliance', 'professional pragmatism' and 'formal instrumentality'. These themes explain why and how the respondents dissociated themselves from the managerial measures imposed upon them. This occurred often for pragmatic and occasionally for principled reasons. © 2012 Society for Research into Higher Education

    COVID-19 update: the first 6 months of the pandemic

    The COVID-19 pandemic is sweeping the world and will feature prominently in all our lives for months and most likely for years to come. We review here the current state 6 months into the declared pandemic. Specifically, we examine the role of the pathogen, the host and the environment along with the possible role of diabetes. We also firmly believe that the pandemic has shown an extraordinary light on national and international politicians whom we should hold to account as performance has been uneven. We also call explicitly on competent leadership of international organizations, specifically the WHO, UN and EU, informed by science. Finally, we also condense successful strategies for dealing with the current COVID-19 pandemic in democratic countries into a developing pandemic playbook and chart a way forward into the future. This is useful in the current COVID-19 pandemic and, we hope, in a very distant future again when another pandemic might arise

    Size matters: the value of small populations for wintering waterbirds

    Protecting systematically selected areas of land is a major step towards biodiversity conservation worldwide. Indeed, the identification and designation of protected areas more often than not forms a core component of both national and international conservation policies. In this paper we provide an overview of those Special Protection Areas and Ramsar Sites that have been classified in Great Britain as of 1998/99 for a selection of wintering waterbird species, using bird count data from the Wetland Bird Survey. The performance of this network of sites is remarkable, particularly in comparison with published analyses of networks elsewhere in the world. Nevertheless, the current site-based approach, whilst having the great benefit of simplicity, is deliberately biased towards aggregating species at the expense of the more dispersed distribution species. To ensure that the network continues successfully to protect nationally and internationally important waterbird populations, efforts now need to concentrate on the derivation of species-specific representation targets and, in particular, the ways in which these can be incorporated into the site selection process. Although these analyses concern the performance of protected areas for waterbirds in Great Britain, the results have wide-ranging importance for conservation planning in general and the design of protected area networks

    Climate model emulation in an integrated assessment framework: a case study for mitigation policies in the electricity sector

    We present a carbon-cycle–climate modelling framework using model emulation, designed for integrated assessment modelling, which introduces a new emulator of the carbon cycle (GENIEem). We demonstrate that GENIEem successfully reproduces the CO2 concentrations of the Representative Concentration Pathways when forced with the corresponding CO2 emissions and non-CO2 forcing. To demonstrate its application as part of the integrated assessment framework, we use GENIEem along with an emulator of the climate (PLASIM- ENTSem) to evaluate global CO2 concentration levels and spatial temperature and precipitation response pat- terns resulting from CO2 emission scenarios. These scenarios are modelled using a macroeconometric model (E3MG) coupled to a model of technology substitution dynamics (FTT), and represent different emissions reduction policies applied solely in the electricity sector, without mitigation in the rest of the economy. The effect of cascading uncertainty is apparent, but despite uncertainties, it is clear that in all scenarios, global mean tem- peratures in excess of 2 °C above pre-industrial levels are projected by the end of the century. Our approach also highlights the regional temperature and precipitation patterns associated with the global mean temperature change occurring in these scenarios, enabling more robust impacts modelling and emphasizing the necessity of focusing on spatial patterns in addition to global mean temperature change

    Executive Agencies, Ministers, and Departments: Can Policy and Management Ever be Separated?

    The creation of executive agencies outside core departments has been a major element of administrative reforms throughout Europe during the past two decades, driven by a managerial logic, which also has been at the core of most academic works on "agencification." In this article, the authors take a different perspective by focusing on executive agencies' influence in the policy process. The authors analyze the policy influence of a large executive agency with service delivery tasks in the context of a parliamentary system of government (Flanders, Belgium). A comparison of the agency's influence in two major policy processes shows that a complex interplay of policy content, patterns of interaction, and mutual trust with the political leadership and organizational characteristics helps in explaining the observed patterns of influence. The findings also raise normative concerns regarding potential problems of disconnecting operations from policy formulation via agencification. © 2012 SAGE Publications

    Exploring the role of HR practitioners in pursuit of organizational effectiveness in higher education institutions

    This paper focuses on how HR professionals view their role in contributing to organizational effectiveness in the HE sector. Drawing on interview data, we trace how rival definitions of organizational effectiveness relate to two emergent conceptions of rationality. Firstly we identify instrumental forms of rationality based on assessments of how well (or efficiently) organisations achieve pre-ordained objectives. Secondly, we identify stakeholder satisfaction models of organisational effectiveness, which concern the extent to which competing needs of stakeholders are satisfied and, thus, presuppose a more dialogic view of rationality. The context for our discussion is the UK Higher Education sector and, drawing on our research, we argue that universities can be seen as moving from a stakeholder satisfaction model to an instrumentally rational model of organisational effectiveness. Our findings suggest that HR professionals do support attempts to re-orientate their institutions towards a top-down form of organisation, which would privilege high level objectives and efficiency (thus following the prescriptions of the New Public Management movement). This implies a move away from a more traditional view of universities as discursive and participatory organisations, where effectiveness is regarded as meeting the varied needs of stakeholders, such as academics, students and the wider society, in a balanced way. However, whilst the HRM professionals largely favour such a shift, they acknowledge limitations to the extent that is practical or even entirely desirable
