    Consumer credit information systems: A critical review of the literature. Too little attention paid by lawyers?

    This paper reviews the existing literature on consumer credit reporting, the most extensively used instrument to overcome information asymmetry and adverse selection problems in credit markets. Despite the copious literature in economics and some research in regulatory policy, the legal community has paid almost no attention to the legal framework of consumer credit information systems, especially within the context of the European Union. Studies on the topic, however, seem particularly relevant in view of the establishment of a single market for consumer credit. This article ultimately calls for further legal research to address consumer protection concerns and inform future legislation

    The Ulysses fast latitude scans: COSPIN/KET results

    International audienceUlysses, launched in October 1990, began its second out-of-ecliptic orbit in December 1997, and its second fast latitude scan in September 2000. In contrast to the first fast latitude scan in 1994/1995, during the second fast latitude scan solar activity was close to maximum. The solar magnetic field reversed its polarity around July 2000. While the first latitude scan mainly gave a snapshot of the spatial distribution of galactic cosmic rays, the second one is dominated by temporal variations. Solar particle increases are observed at all heliographic latitudes, including events that produce >250 MeV protons and 50 MeV electrons. Using observations from the University of Chicago's instrument on board IMP8 at Earth, we find that most solar particle events are observed at both high and low latitudes, indicating either acceleration of these particles over a broad latitude range or an efficient latitudinal transport. The latter is supported by "quiet time" variations in the MeV electron background, if interpreted as Jovian electrons. No latitudinal gradient was found for >106 MeV galactic cosmic ray protons, during the solar maximum fast latitude scan. The electron to proton ratio remains constant and has practically the same value as in the previous solar maximum. Both results indicate that drift is of minor importance. It was expected that, with the reversal of the solar magnetic field and in the declining phase of the solar cycle, this ratio should increase. This was, however, not observed, probably because the transition to the new magnetic cycle was not completely terminated within the heliosphere, as indicated by the Ulysses magnetic field and solar wind measurements. We argue that the new A<0-solar magnetic modulation epoch will establish itself once both polar coronal holes have developed

    Energy dependence of cumulative suprathermal and energetic particle fluence plots

    Suprathermal and energetic particle flux variability can be statistically characterized in a number of ways. As time histories of flux integrals (cumulative fluences) are relevant both for practical reasons (radiation effects) and for a better understanding of the production and propagation processes, simple quantitative methods are of some interest. Previous studies (e.g. Mewaldt et al., 2001)[1] showed that the character of cumulative fluence plots changed substantially with energy. While at several MeV/nuc a few solar particle events predominate, at much lower energies similar contributions from many separate events of various origins were found. We shall now use a simple parametric method for comparisons, and mention some other possibilities. As in the Kolmogorov hypothesis test, the maximum vertical distance of normalized cumulative plots from the straight line valid for a constant flux will be shown to be useful. Small values of that parameter (called K here for Kolmogorov) indicate variation in many small steps, while large K-values correspond to the dominance of a small number of large events. Below a few MeV/nuc K-parameters will be shown to decrease with decreasing energies. Extrapolations to small energies will be mainly discussed

    Distinctive phosphoinositide- and CaÂČâș-binding properties of normal and cognitive performance–linked variant forms of KIBRA C2 domain

    Kidney- and brain-expressed protein (KIBRA), a multifunctional scaffold protein with around 20 known binding partners, is involved in memory and cognition, organ size control via the Hippo pathway, cell polarity, and membrane trafficking. KIBRA includes tandem N-terminal WW domains, a C2 domain, and motifs for binding atypical PKC and PDZ domains. A naturally occurring human KIBRA variant involving residue changes at positions 734 (Met-to-Ile) and 735 (Ser-to-Ala) within the C2 domain affects cognitive performance. We have elucidated 3D structures and calcium- and phosphoinositide-binding properties of human KIBRA C2 domain. Both WT and variant C2 adopt a canonical type I topology C2 domain fold. Neither CaÂČâș nor any other metal ion was bound to WT or variant KIBRA C2 in crystal structures, and CaÂČâș titration produced no significant reproducible changes in NMR spectra. NMR and X-ray diffraction data indicate that KIBRA C2 binds phosphoinositides via an atypical site involving ÎČ-strands 5, 2, 1, and 8. Molecular dynamics simulations indicate that KIBRA C2 interacts with membranes via primary and secondary sites on the same domain face as the experimentally identified phosphoinositide-binding site. Our results indicate that KIBRA C2 domain association with membranes is calcium-independent and involves distinctive C2 domain–membrane relative orientations.

    Because risks are on all sides of social situations, it is not possible to be “precautionary” in general. The availability heuristic ensures that some risks stand out as particularly salient, whatever their actual magnitude. Taken together with intuitive cost-benefit balancing, the availability heuristic helps to explain differences across groups, cultures, and even nations in the assessment of precautions to reduce the risks associated with climate change. There are complex links among availability, social processes for the spreading of information, and predispositions. If the United States is to take a stronger stand against climate change, it is likely to be a result of available incidents that seem to show that climate change produces serious and tangible harm

    Conveying Audience Emotions through Humanoid Robot Gestures to an Orchestra during a Live Musical Exhibition

    In the last twenty years, robotics have been applied in many heterogeneous contexts. Among them, the use of humanoid robots during musical concerts have been proposed and investigated by many authors. In this paper, we propose a contribution in the area of robotics application in music, consisting of a system for conveying audience emotions during a live musical exhibition, by means of a humanoid robot. In particular, we provide all spectators with a mobile app, by means of which they can select a specific color while listening to a piece of music (act). Each color is mapped to an emotion, and the audience preferences are then processed in order to select the next act to be played. This decision, based on the overall emotion felt by the audience, is then communicated by the robot through body gestures to the orchestra. Our first results show that spectators enjoy such kind of interactive musical performance, and are encouraging for further investigations
