    Effects of the economic downturn on Academic libraries in the uk: Positions and projections in mid-2009

    The global economy has experienced a steep downturn that is affecting all sectors of society. The United Kingdom officially entered a recession in January 2009 that made public spending cuts inevitable. Academic libraries are particularly vulnerable to changes in the world economy because of their reliance on highly-priced globally-sourced information products and dependence on expenditure allocations from parent institutions that are heavily dependent on public funding. An investigation of initial and anticipated effects of the downturn on libraries in UK higher education was conducted in summer 2009 to assess its impact on human resources and working practices, information resources and collection management, service portfolios, projects, and developments. A pragmatic mixed methodology was employed combining a mainly quantitative sectorwide questionnaire survey (n = 36) with in-depth semi-structured interviews of 12 senior managers at five universities. Quantitative data were analyzed using descriptive statistics. Interview data were coded and analyzed thematically using cross-sectional indexing to facilitate inter-institutional comparisons. Results showed staffing and journal subscriptions were most affected, with services and projects largely protected. Findings confirm prior assumptions about human and information resources as targets for cuts, demonstrate strong commitment to service provision, reveal complex effects on development projects and highlight critical dimensions of managerial behavior. © 2011 Taylor & Francis Group

    ‘Get yourself some nice, neat, matching box files’: research administrators and occupational identity work

    To date, qualitative research into occupational groups and cultures within academia has been relatively scarce, with an almost exclusive concentration upon teaching staff within universities and colleges. This article seeks to address this lacuna and applies the interactionist concept of ‘identity work’ in order to examine one specific group to date under-researched: graduate research administrators. This occupational group is of sociological interest as many of its members appear to span the putative divide between ‘academic’ and ‘administrative’ occupational worlds within higher education. An exploratory, qualitative research project was undertaken, based upon interviews with 27 research administrators. The study analyses how research administrators utilise various forms of identity work to sustain credible occupational identities, often in the face of considerable challenge from their academic colleagues

    Personalised service? Changing the role of the government librarian

    Investigates the feasibility of personalised information service in a government department. A qualitative methodology explored stakeholder opinions on the remit, marketing, resourcing and measurement of the service. A questionnaire and interviews gathered experiences of personalised provision across the government sector. Potential users were similarly surveyed to discuss how the service could meet their needs. Data were analysed using coding techniques to identify emerging theory. Lessons learned from government librarians centred on clarifying requirements, balancing workloads and selective marketing. The user survey showed low usage and awareness of existing specialist services, but high levels of need and interest in services repackaged as a tailored offering. Fieldwork confirmed findings from the literature on the scope for adding value through information management advice, information skills training and substantive research assistance and the need to understand business processes and develop effective partnerships. Concluding recommendations focus on service definition, strategic marketing, resource utilisation and performance measurement

    Research data management and libraries: Relationships, activities, drivers and influences

    The management of research data is now a major challenge for research organisations. Vast quantities of born-digital data are being produced in a wide variety of forms at a rapid rate in universities. This paper analyses the contribution of academic libraries to research data management (RDM) in the wider institutional context. In particular it: examines the roles and relationships involved in RDM, identifies the main components of an RDM programme, evaluates the major drivers for RDM activities, and analyses the key factors influencing the shape of RDM developments. The study is written from the perspective of library professionals, analysing data from 26 semi-structured interviews of library staff from different UK institutions. This is an early qualitative contribution to the topic complementing existing quantitative and case study approaches. Results show that although libraries are playing a significant role in RDM, there is uncertainty and variation in the relationship with other stakeholders such as IT services and research support offices. Current emphases in RDM programmes are on developments of policies and guidelines, with some early work on technology infrastructures and support services. Drivers for developments include storage, security, quality, compliance, preservation, and sharing with libraries associated most closely with the last three. The paper also highlights a ‘jurisdictional’ driver in which libraries are claiming a role in this space. A wide range of factors, including governance, resourcing and skills, are identified as influencing ongoing developments. From the analysis, a model is constructed designed to capture the main aspects of an institutional RDM programme. This model helps to clarify the different issues involved in RDM, identifying layers of activity, multiple stakeholders and drivers, and a large number of factors influencing the implementation of any initiative. Institutions may usefully benchmark their activities against the data and model in order to inform ongoing RDM activity

    Factors Underlying Technology Adoption in Academic Libraries in Kuwait

    The study analysed factors shaping adoption of technology in academic libraries in Kuwait. The research was based on interviews conducted with library directors, staff and users, combined with observation and document analysis. A major aspect of the Kuwaiti context was a relative lack of financial restraints and an enthusiasm for technology within society as a whole. Other important influences shaping technology adoption specifically within libraries were the top down decision making style and a quest for prestige, in a context of a lack of library culture among users, shortage of professional staff and a strong, perhaps exaggerated, faith in technology as a solution to problems
