    EU coordination of welfare states after the crisis: further interconnecting soft and hard law

    After the economic shock in 2009, the European Union (EU) changed its economic governance system considerably. The question is how social policies fare within this new system. Does stricter economic governance limit the sovereignty of states to deal with social risks? To answer this question, the article determines the nature of the EU’s stricter economic governance package and explains how the interconnection between coordination mechanisms brings employment and social policy areas within the range of strengthened economic coordination. The article combines an analysis of new regulations with a study of the actual interaction between the EU and seven member states in 2011. It concludes that stricter economic governance gives the EU options to also strengthen employment and social policy coordination. Yet, the policy response of seven member states shows that there is leeway still in reacting to new EU demands

    Analysis of urinary medium-chain acylcarnitines extracted on C18 cartridges and gas chromatography mass spectrometry of their fatty acid moieties as picolinyl esters allowed the determination of the chemical structure of previously unidentified acylcarnitines in normal human urine, These are the 2,6-dimethylheptanoyl-, the 2,6-dimethyl-5-heptenoyl-, and the trans- and cis-3,4-methylene heptanoylcarnitines, also named 3-cyclopropane octanoylcarnitines. Assessment of the structure of these cyclopropane. derivatives was obtained by H-1 and C-13 nuclear magnetic resonance spectroscopy, In addition, other acylcarnitines were tentatively identified.     In urine of patients with propionyl-CoA carboxylase deficiency or with methylmalonic acidemia, carnitine esters of 2-methyl-branched fatty acids of all chain lengths between 4 and 9 atoms of carbon were identified during the acute phase of the diseases. The chemical structure of these compounds was obtained by gas chromatography-mass spectrometry analysis of their fatty acid moieties in their free and picolinyl ester forms. We suggest mechanisms for the biosynthesis of these branched fatty acids, and their accumulation in urine during episodes of caloric imbalance

    Previously undescribed medium-chain acylcarnitines were identified in a urine sample from a patient with medium-chain acyl-CoA dehydrogenase deficiency. These are the 4-methylvaleryl, 4- and 5-methylhexanoyl, 6-methyl-heptanoyl-, 6-methyloctanoyl-, 4,5-dimethylhexanoyl- and 4,7-decadienoylcarnitines.     Bare histidine-serine models : implications and impact of hydrogen bonding on nucleophilicity

    International audienceA new family of 2-hydroxyalk(en/yn)ylimidazoles has been evaluated as serine–histidine bare dyad models for the ring-opening reaction of L-lacOCA, a cyclic O-carboxyanhydride. These models were selected to unravel the implication of intramolecular hydrogen bonding and to substantiate its influence on the nucleophilicity of the alcohol moiety, as it is suspected to occur in enzyme active sites. Although designed to exclusively facilitate the preliminary step of proton transfer during the studied ring-opening reaction, these minimalistic models depicted a measureable increase in reactivity relative to the isolated fragments. A couple of reliable experimental and theoretical methods have been developed to readily monitor the strength of the intramolecular hydrogen bond in dilute solution. Results show that the folded conformers are the most nucleophilic species because of the intramolecular hydrogen bond
