    The Role of Knowledge in Leadership Management

    Strategic planning, an umbrella term used to include and summarize such activities as planning, performance measurement, program budgeting, and the like, has proven to be very useful but limited. It is a technical fix that gets at only part of the question of organizational effectiveness and only deals with some of the dilemmas organizations face. The efforts of public administrators to control organizational endeavours are essential, necessary, and aligned with current best practices. But the control mechanisms ultimately prove to be only part of the puzzle. In the face of such realities, the notion of strategic thinking emerges to fill the gaps and overcome the limitations that experience with strategic planning has proven to exhibit. This paper presents an integration of leadership ideas, strategic thinking and traditional planning activities in an effort to make important connections and important distinctions.     SmartFABER: Recognizing fine-grained abnormal behaviors for early detection of mild cognitive impairment

    Objective: In an ageing world population more citizens are at risk of cognitive impairment, with negative consequences on their ability of independent living, quality of life and sustainability of healthcare systems. Cognitive neuroscience researchers have identified behavioral anomalies that are significant indicators of cognitive decline. A general goal is the design of innovative methods and tools for continuously monitoring the functional abilities of the seniors at risk and reporting the behavioral anomalies to the clinicians. SmartFABER is a pervasive system targeting this objective. Methods: A non-intrusive sensor network continuously acquires data about the interaction of the senior with the home environment during daily activities. A novel hybrid statistical and knowledge-based technique is used to analyses this data and detect the behavioral anomalies, whose history is presented through a dashboard to the clinicians. Differently from related works, SmartFABER can detect abnormal behaviors at a fine-grained level. Results: We have fully implemented the system and evaluated it using real datasets, partly generated by performing activities in a smart home laboratory, and partly acquired during several months of monitoring of the instrumented home of a senior diagnosed with MCI. Experimental results, including comparisons with other activity recognition techniques, show the effectiveness of SmartFABER in terms of recognition rates

    Influence of the training set composition on the estimation performance of linear ECG-lead transformations.

    Linear ECG-lead transformations (LELTs) are used to estimate unrecorded target leads by applying a number of recorded basis leads to a LELT matrix. Such LELT matrices are commonly developed using training datasets that are composed of ECGs that belong to different diagnostic classes (DCs). The aim of our research was to assess the influence of the training set composition on the estimation performance of LELTs that estimate target leads V1, V3, V4 and V6 from basis leads I, II, V2 and V5 of the 12-lead ECG. Our assessment was performed using ECGs from the three DCs left ventricular hypertrophy, right bundle branch block and normal (ECGs without abnormalities). Training sets with different DC compositions were used for the development of LELT matrices. These matrices were used to estimate the target leads of different test sets. The estimation performance of the developed matrices was quantified using root mean square error values calculated between derived and recorded target leads. Our findings indicate that unbalanced training sets can lead to LELTs that show large estimation performance variability across different DCs. Balanced training sets were found to produce LELTs that performed well across multiple DCs. We recommend balanced training sets for the development of LELTs

    Determinants of low birth weight in urban Pakistan

    Objective: To identify determinants of low birth weight (LBW) in Karachi, Pakistan, including environmental exposures and nutritional status of the mother during pregnancy. Design: Cross-sectional study. Participants: Five hundred and forty mother-infant pairs. We interviewed mothers about obstetric history, diet and exposure to Pb. We measured birth weight and blood lead level (BLL). We performed multiple log binomial regression analysis to identify factors related to LBW.Results: Of 540 infants, 100 (18.5%) weighed 208.7 mg/d), infants of mothers with MUAC less than or equal to the median and dietary vitamin C intake \u3e 208-7 mg/d (adjPR = 10.80, 95 % CI 1.46, 79.76), mothers with MUAC above the median and vitamin C intak

    An engineering perspective of water sharing issues in Pakistan

    Water sharing within the states/provinces of a country and cross-border is unavoidable. Conflicts between the sharing entities might turn more severe due to additional dependency on water, growing population, and reduced availability as a result of climate change at many locations. Pakistan, being an agricultural country, is severely water stressed and heading toward a worsening situation in the near future. Pakistan is heading toward water scarcity as water availability in the Indus basin is becoming critical. Being a downstream riparian of India and Afghanistan in the Indus basin, water availability depends on the releases of water from both countries. The Indus Water Treaty is governing the water distribution rights between India and Pakistan. However, there exists no proper agreement between Pakistan and Afghanistan and the construction of new dams on the Kabul River is another threat to water availability to Pakistan. Correct implementation of the Indus Water Treaty with India is required, together with an effective agreement with Afghanistan about the water sharing. In addition to water shortage, poor management of water resources, inequitable sharing of water, lack of a systematic approach, old-fashioned irrigation practices, and growing agricultural products with large water footprints are all exacerbating the problem. The water shortage is now increasingly countered by the use of groundwater. This sudden high extraction of groundwater is causing depletion of the groundwater table and groundwater quality issues. This water shortage is exacerbating the provincial conflicts over water, such as those between Punjab and Sindh provinces. At one end, a uniform nationwide water allocation policy is required. At the same time, modern irrigation techniques and low-water-footprint agricultural products should be promoted. A fair water-pricing mechanism of surface water and groundwater could be an effective measure, whereas a strict policy on groundwater usage is equally important. Political will and determination to address the water issues are required. The solutions must be based on transparency and equity, by using engineering approaches, combined with comprehensive social support. To develop a comprehensive water strategy, a dedicated technopolitical institute to strengthen the capabilities of nationwide expertise and address the issues on a regular basis is required to overcome the complex and multidimensional water-related problems of the country

    Detailed analysis of Ethereum network on transaction behavior, community structure and link prediction

    Ethereum, the second-largest cryptocurrency after Bitcoin, has attracted wide attention in the last few years and accumulated significant transaction records. However, the underlying Ethereum network structure is still relatively unexplored. Also, very few attempts have been made to perform link predictability on the Ethereum transactions network. This paper presents a Detailed Analysis of the Ethereum Network on Transaction Behavior, Community Structure, and Link Prediction (DANET) framework to investigate various valuable aspects of the Ethereum network. Specifically, we explore the change in wealth distribution and accumulation on Ethereum Featured Transactional Network (EFTN) and further study its community structure. We further hunt for a suitable link predictability model on EFTN by employing state-of-the-art Variational Graph Auto-Encoders. The link prediction experimental results demonstrate the superiority of outstanding prediction accuracy on Ethereum networks. Moreover, the statistic usages of the Ethereum network are visualized and summarized through the experiments allowing us to formulate conjectures on the current use of this technology and future development.     Koliko su studenti više medicinske škole u Bitoli upoznati s problemom infekcije HCV-om

    Healthcare workers are at risk of occupationally-acquired viral infections such as human immunodefi ciency virus (HIV), hepatitis B (HBV), and hepatitis C (HCV). HCV is parenterally transmitted and has been found in every part of the world. This cross-sectional study was conducted to establish the awareness and attitude about HCV infections among 210 full-time and part-time nursing students of the Medical College in Bitola, Macedonia ‘from May to June 2009. For this purpose we used a self-administered questionnaire which consisted of three parts. The fi rst included demographic data, the second included questions about causes of infection, mode of transmission, symptoms, acute and chronic hepatitis, and prevention, and the third questions about students’ attitude toward patients with suspect or confi rmed HCV infection. Full-time students showed higher HCV awareness (84 %) than part-time students (69 %). 58 % of the full-time and 79 % of the part-time students said they would not avoid professional contact with suspect or HCV infected patients. Our study has shown that even though both groups of students have a suffi cient knowledge about HCV to face future challenges, they need further education on the subject. Practical recommendations would help to reduce stigmatising behaviour still further.Zdravstveni su radnici izloženi profesionalnomu riziku od infekcije virusom humane imunodefi cijencije (HIV-om), hepatitis B virusom (HBV-om) te hepatitis C virusom (HCV-om). HCV se prenosi parenteralno i ima ga posvuda u svijetu. Ovo smo presječno ispitivanje proveli da utvrdimo koliko su studenti za medicinske tehničare i sestre upoznati s infekcijom HCV-om i saznamo njihove stavove o tome. Ispitivanje je obuhvatilo 210 redovitih i izvanrednih studenata Visoke medicinske škole u Bitoli i trajalo je od svibnja do lipnja 2009. Za ispitivanje je rabljen opširan upitnik. Odgovori su pokazali da redoviti studenti imaju bolji uvid u predmet (s 84 % točnih odgovora) od izvanrednih studenata (69 %). U pogledu stava prema pacijentima 58 % redovitih i 79 % izvanrednih studenata ne izbjegava dodir s pacijentima koji su infi cirani HCV-om. Ispitivanje je pokazalo da su studenti iz obje skupine dovoljno upoznati s infekcijom HCV-om, rizičnim čimbenicima i načinom prijenosa, ali je potrebno to znanje nadograditi
