    Review article: A systematic literature review of research trends and authorships on natural hazards, disasters, risk reduction and climate change in Indonesia

    Indonesia is one of the most vulnerable countries to disasters and climate change. While there has been a proliferation of academic publications on natural hazards, risks and disasters on Indonesia, there has not yet been a systematic literature review (SLR) to determine the progress, key topics and authorships. SLR is important so researchers can build upon existing works, avoid bias, determine major research topics and the need for further research, and strengthen research capacity in the future. The author conducts a SLR of publications indexed within the Scopus database from 1900 to 2016 on topics related to disasters and climate change in Indonesia. Two major findings are outlined. The first is related to major research topics: (1) natural hazard, risk and disaster assessments (HRD); (2) disaster risk reduction (DRR); and (3) climate change risks, vulnerability, impacts and adaptation (CC). More than half are related to HRD and focus on volcanic eruptions, tsunamis and earthquakes. Publications on DRR are related to governance, early-warning systems, and recovery and reconstruction. Those on CC discuss carbon emission, forestry, governance and sectoral impacts. The author calls for future research on different hazards, different locations, and impacts of disasters and climate change. Risks and vulnerability assessments from hydro-meteorological and geophysical hazards are needed. Other locations beyond Sumatra and Java islands are to be examined. Urban risk assessments and the economic and social impacts of disasters and climate change on vulnerable places and communities are equally important. Risk governance at the national, local and community level is to be strengthened to increase resilience. The second finding examines the roles of Indonesian researchers and organizations. Findings show limited progress in research, publication and collaboration. International/non-Indonesian authors dominate the literature, and only half of the publications are co-authored by Indonesians. International collaborations have been conducted by very few Indonesian organizations. This could be due to limited experience in academic collaboration, power play amongst researchers, lack of research capacity, weak English academic writings skills and limited provisions within higher-education systems. The author recommends more funding and incentives for collaborations; training on English academic writing and journal article publications; capacity building especially for early careers, female and social science researchers; encouragement of multi-disciplinary collaborations; and strengthening of science communication in social media and science-policy advocacy

    Human Migration and Natural Resources: Global Assessment of an adaptive complex system

    Availability, access to and use of natural resources are key intervening variables for understanding, analysing and managing local or global relationships between climatic or environmental changes and population distribution and movements. While much debate and research has focused on the effect of climate change on migration worldwide, surprisingly little attention has been paid to the role and governance of natural resources in this relationship. Since 2007 the International Resource Panel has provided independent, authoritative and policyrelevant scientific assessments on the status, trends and future state of natural resources. This report opens a discussion about the natural resource nexus with human mobility, using an integrative approach that considers multiple causalities and networks of interaction. The research in this report, which involved qualitative and quantitative methods, shows that the relationship between natural resources and migration calls for a consideration of human-environment interactions as a complex adaptive system. This report finds that natural resources have a significant impact on human mobility, but that the relationships are not linear. They can both mitigate or exacerbate involuntary migration, depending on specific ecological and economic constraints. Natural resources act as an intervening pathway between environmental change, climate change and human mobility. Hydropower projects represent the most direct connection between natural resource development and involuntary migration, and their expansion as a cleaner source of power generation in the years to come will need to be carefully managed. As an example of such complexity, mineral rushes can accentuate localized migration but may reduce voluntary international migration

    Global vulnerability hotspots: differences and agreement between international indicator-based assessments

    Climate change impacts and their consequences are determined not only by the intensity and frequency of different climatic hazards but also by the vulnerability of the system, society or community exposed. While general agreement exists about the importance of assessing vulnerability to understand climate risks, there is still a tendency to neglect global and regional vulnerability patterns because they are hard to quantify, despite their value in informing adaptation, disaster risk and development policies. Several approaches to quantifying global vulnerability exist. These differ in terms of the indicators they use and how they classify countries or regions into vulnerability classes. The paper presents the structure of selected approaches and explores two indices in depth. The aim of this paper is to assess the level of agreement between selected international indicator-based assessments of vulnerability, at the level of climate regions. Results suggest that the two major global vulnerability assessments analysed largely agree on the location of the most and least vulnerable regions when these assessments are aggregated to a regional scale using the IPCC’s climate regions. The paper then discusses the robustness of the information derived and its usefulness for adaptation, disaster risk and development policies. Measuring progress towards reducing vulnerability to climate change and hazards is key for various agencies and actors in order to be able to develop informed policies and strategies for managing climate risks and to promote enabling conditions for achieving the SDGs and building resilience

    Loss and damage and limits to adaptation: recent IPCC insights and implications for climate science and policy

    Recent evidence shows that climate change is leading to irreversible and existential impacts on vulnerable communities and countries across the globe. Among other effects, this has given rise to public debate and engagement around notions of climate crisis and emergency. The Loss and Damage (L&D) policy debate has emphasized these aspects over the last three decades. Yet, despite institutionalization through an article on L&D by the United Nations Framework Convention on Climate Change (UNFCCC) in the Paris Agreement, the debate has remained vague, particularly with reference to its remit and relationship to adaptation policy and practice. Research has recently made important strides forward in terms of developing a science perspective on L&D. This article reviews insights derived from recent publications by the Intergovernmental Panel on Climate Change (IPCC) and others, and presents the implications for science and policy. Emerging evidence on hard and soft adaptation limits in certain systems, sectors and regions holds the potential to further build momentum for climate policy to live up to the Paris ambition of stringent emission reductions and to increase efforts to support the most vulnerable. L&D policy may want to consider actions to extend soft adaptation limits and spur transformational, that is, non-standard risk management and adaptation, so that limits are not breached. Financial, technical, and legal support would be appropriate for instances where hard limits are transgressed. Research is well positioned to further develop robust evidence on critical and relevant risks at scale in the most vulnerable countries and communities, as well as options to reduce barriers and limits to adaptation

    A conceptual governance framework for climate change adaptation and disaster risk reduction integration

    Climate change adaptation (CCA) and disaster risk reduction (DRR) have similar targets and goals in relation to climate change and related risks. The integration of CCA in core DRR operations is crucial to provide simultaneous benefits for social systems coping with challenges posed by climate extremes and climate change. Although state actors are generally responsible for governing a public issue such as CCA and DRR integration, the reform of top-down governing modes in neoliberal societies has enlarged the range of potential actors to include non state actors from economic and social communities. These new intervening actors require in-depth investigation. To achieve this goal, the article investigates the set of actors and their bridging arrangements that create and shape governance in CCA and DRR integration. The article conducts a comprehensive literature review in order to retrieve main actors and arrangements. The article summarizes actors and arrangements into a conceptual governance framework that can be used as a backdrop for future research on the topic. However, this framework has an explorative form, which must be refined according to site- and context-specific variables, norms, or networks. Accordingly, this article promotes an initial application of the framework to different contexts. Scholars may adopt the framework as a roadmap with which to corroborate the existence of a theoretical and empirical body of knowledge on governance of CCA and DRR integration

    From concept to action: a united, holistic and One Health approach to respond to the climate change crisis

    It is unequivocal that human influence has warmed the planet, which is seriously affecting the planetary health including human health. Adapting climate change should not only be a slogan, but requires a united, holistic action and a paradigm shift from crisis response to an ambitious and integrated approach immediately. Recognizing the urgent needs to tackle the risk connection between climate change and One Health, the four key messages and recommendations that with the intent to guide further research and to promote international cooperation to achieve a more climate-resilient world are provided

    Reporting on the Seminar - Risk interpretation and action (RIA): Decision making under conditions of uncertainty

    The paper reports on the World Social Science (WSS) Fellows seminar on Risk Interpretation and Action (RIA), undertaken in New Zealand in December, 2013. This seminar was coordinated by the WSS Fellows program of the International Social Science Council (ISSC), the RIA working group of the Integrated Research on Disaster Risk (IRDR) program, the IRDR International Center of Excellence Taipei, the International START Secretariat and the Royal Society of New Zealand. Twenty-five early career researchers from around the world were selected to review the RIA framework under the theme of \u27decision-making under conditions of uncertainty\u27, and develop novel theoretical approaches to respond to and improve this framework. Six working groups emerged during the seminar: 1. the assessment of water-related risks in megacities; 2. rethinking risk communication; 3. the embodiment of uncertainty; 4. communication in resettlement and reconstruction phases; 5. the integration of indigenous knowledge in disaster risk reduction; and 6. multi-scale policy implementation for natural hazard risk reduction. This article documents the seminar and initial outcomes from the six groups organized; and concludes with the collective views of the participants on the RIA framework
