    Diagnóstico da terceirização de serviços em uma organização de saúde

    Dissertação (mestrado profissional) - Universidade Federal de Santa Catarina, Centro Sócio Econômico, Programa de Pós-Graduação em Administração Universitária, Florianópolis, 2013.A terceirização é considerada uma técnica de gestão amplamente utilizada, podendo ter o foco na atividade fim, permitindo a desburocratização, a agilidade nos processos de trabalho, diminuição de custos, aumento da qualidade ofertada, entre outros fatores. Este modo de administrar teve forte crescimento em função da globalização, possibilitando que organizações privadas e públicas encontrassem nela a oportunidade de criar parcerias com outras empresas para obter estes ganhos. Porém, numa organização na área da saúde, o assunto é preocupante e complexo, pois não se deve tratar a terceirização de forma desassociada de critérios e cuidados relacionados à saúde do paciente. Neste contexto, avalia-se a terceirização paralelamente com a qualidade que está sendo oferecida na prestação destes serviços terceirizados, tendo em vista que o Hospital Universitário-UFSC se utiliza desta ferramenta em áreas estratégicas relacionadas à saúde. Acreditando que o HU-UFSC, busca a excelência na oferta dos seus serviços junto à comunidade a que está vinculado, o presente trabalho se propõe a analisar os benefícios e riscos do uso da terceirização em relação à qualidade dos serviços da área de saúde no Hospital Universitário - UFSC. Caracteriza-se a pesquisa metodologicamente como um estudo de caso do tipo descritivo, utilizando-se de dados bibliográficos e primários, estes extraídos por meio de questionários e entrevistas, aplicados a servidores técnico-administrativos, funcionários terceirizados e gestores que desenvolvem suas atividades dentro das Diretorias de Apoio Assistencial (DAA), Diretoria de Enfermagem (DE) e Direção de Medicina (DM) do Hospital Universitário. A amostragem da população foi não probabilística, intencional e por tipicidade. Para a análise dos dados foram utilizados procedimentos quantitativos e qualitativos, análises estatísticas para os questionários e a análise de discurso para as entrevistas. Os resultados obtidos indicam que há muitas falta de comprometimento e de identificação com a organização pelas empresas terceirizadas e pelos seus funcionários, gerando assim grande rotatividade dentro do HU-UFSC. A terceirização é pouco percebida como agente de incremento na qualidade da prestação de serviços no Hospital Universitário, devido ao baixo número destes em relação à real necessidade para atendimento à demanda de serviços para os atingimento de metas, nestas áreas pesquisadas. Identificou-se também que, apesar dos limitados recursos federais, aos quais a organização tem acesso para incremento de pessoal, esta ainda consegue, com esforço conjunto de todo seus servidores e terceirizados, obter a satisfação de seus clientes, os pacientes, no atingimento de qualidade na prestação dos serviços relacionados à saúde.Abstract : The outsourcing is considered a management technique widely used, which aims to focus on core business, allowing the bureaucracy, the agility to work processes, reduced costs, increased quality offered, among other factors. This new way of managing had strong growth when the era of globalization, where private and public organizations have found it the opportunity to create partnerships with other companies to get these gains. But an organization in the area of health, the issue is much more complex and worrisome, since we should not treat outsourcing so disassociated criteria and health-related care paciente.Neste context of evaluating outsourcing parallel with the quality being offered to provide these outsourced services in order that the University Hospital-UFSC using this tool in strategic areas related to health. Believing that the HU-UFSC, strives for excellence in offering their services to the community to which it is bound, the present work is to analyze the benefits and risks of the use of outsourcing in relation to quality of health care services in the Hospital University - UFSC. Characterized the research methodologically as a case study descriptive, using bibliographic data and primary extracted from these questionnaires and interviews, applied to technical and administrative servers, outsourced employees and managers who develop their activities within the Boards Support Assistance (DAA), Board of Nursing (DE) and Medical Director (MD) of the University Hospital. The sample population was non-probabilistic, purposive and typicality. For data analysis procedures were used quantitative and qualitative statistical analysis for questionnaires and discourseanalysis for the interviews. The results indicate that there are a lot of commitment and lack of identification with the organization by those contractors and their employees, thus generating large turnover in the HU-UFSC. Outsourcing is just perceived as an agent for increasing the quality of services at the University Hospital, due to the low number of these in relation to actual need to meet the demand of services for achieving goals in those areas surveyed. Also identified that, despite the low federal funds, which the organization is subject to increase staff, it still manages, with the joint effort of all your servers and contractors, obtain the satisfaction of their customers, patients, the achievement of quality in provision of health-related services

    Technology and methodology : the “MADE BY THEM TO THEM” approach in early childhood

    Abstract Knowing that the Internet has opened doors to information and to the possibility of ubiquitous communication, there is now a need to review ways of teaching and learning. Learning to learn assumes a significant predominance in the methodological design due to the centrality of the student in the learning process. In this sense, this study aims to understand the approach “Made by them to them: the students in the learning process” in early childhood, assuming that it 1) activates prior knowledge; 2) promotes personal and collaborative efforts in the construction of the didactic resource; 3) creates emotion in the learning process. This is a multiple case study in different educational contexts and levels whose data collection was carried out by analyzing reflective narratives carried out by intern students from higher education institutions in public and private institutions. The results suggest that this approach, in addition to activating prior knowledge that is important for the construction of a robust structure of knowledge and significantly involving children in an emotional process of well-being, stimulates the natural articulation of knowledge in an inclusive environment. We conclude that situated and contextualized learning in a growing process of child involvement facilitates the understanding of reality and promotes inclusion and the construction of complex thoughts.     AVALIAÇÃO DO PROCESSO DE INGRESSO DOS SERVIDORES TÉCNICO-ADMINISTRATIVOS DA UNIVERSIDADE FEDERAL DE SANTA CATARINA – UFSC

    O artigo tem o objetivo de avaliar o processo de ingresso dos servidores técnico-administrativos da Universidade Federal de Santa Catarina- UFSC, em relação ao curso de Iniciação as Atividades Administrativas desde o seu início em 2008. Através de um estudo de caso de natureza descritiva e qualitativa com os servidores recém-contratados que participaram deste curso no período de 2008 a 2011 e entrevista com a Diretora da Divisão de Capacitação e Afastamento para Formação da Pró-Reitoria de Desenvolvimento Humano e Social da UFSC – DCAF/PRDHS, concluiu-se que os resultados são positivos no quesito referente a crescimento pessoal e conhecimento da Instituição, mas deixam a desejar no que diz respeito a uma política de gestão de capacitação em relação aos recém-contratados, quando não inclui assuntos e atividades inerentes à rotina administrativa, de acordo com solicitação dos técnicos e das chefias. Apesar de haver uma política de gestão de pessoal na área de capacitação alinhada aos cursos oferecidos, o processo ainda carece de uma maior estrutura, uma vez que não há uma avaliação sobre a aplicação prática dos cursos no ambiente institucional
