De l'educació permanent a la formació dels docents passant per l'educació d'adults

En el moment actual estem vivent en una societat globalitzada, que ha fet que les polítiques i les institucions tradicionals no donen resposta a les necessitats actuals. La nova societat del coneixement presenta beneficis: majors oportunitats de treball, comunicació, etc.; però també té riscs com a conseqüència de l’augment de les desigualtats i l’exclusió social. La Unió Europea, entén que l’aprenentatge permanent és l’element clau de l’estratègia per a convertir la societat i l’economia del vell continent, Europa, en una de les més competitives basada en el coneixement. Estan tant segurs d’aquest plantejament que en juny de 2000, el Consell europeu celebrat a Feira, va invitar a tots els Estats membres, al Consell i a la Comissió, a que definiren estratègies i mesures pràctiques per a fomentar l’educació permanent per a tots; reafirmant-se en el Consell europeu d’Estocolm de març de 2001

Las competencias estadísticas del Estado y de las Comunidades Autónomas

Se analiza primero el sistema de competencias que refleja la Ley 12/1989, de la Función Estadística Pública, y se concluye que permite al Estado y a las Comunidades Autónomas hacer las estadísticas que tengan por conveniente y según las reglas que libremente establezcan. Tras criticar esta solución, se ofrecen las bases para un sistema más racional. Se identifica la expresión constitucional «estadística para fines estatales» con aquella que se realiza para los fines del aparato estatal stricto sensu. Con ese presupuesto, la competencia de las Comunidades Autónomas no tiene que quedar constreñida a la estadística para fines autonómicos, sino que puede ser más extensa, si así lo prevén sus Estatutos de Autonomía.First of all the system of competences reflected in Law 12/1989 on the Public Statistical Function is analysed and it is concluded that said system allows the State and the Autonomous Regions to compile statistics as they see fit and according to the rules that they freely establish. After criticising this solution, the basic foundations of a more rational system are discussed. The constitutional expression «statistics for State purposes» is identified with what is carried out for State purposes stricto sensu. With that premise, the competence of the Autonomous Regions should not be restricted to statistic for autonomous government purposes but should be more extensive, if their Autonomy Statutes so decree

Reliability-based economic model predictive control for generalized flow-based networks including actuators' health-aware capabilities

This paper proposes a reliability-based economic model predictive control (MPC) strategy for the management of generalized flow-based networks, integrating some ideas on network service reliability, dynamic safety stock planning, and degradation of equipment health. The proposed strategy is based on a single-layer economic optimisation problem with dynamic constraints, which includes two enhancements with respect to existing approaches. The first enhancement considers chance-constraint programming to compute an optimal inventory replenishment policy based on a desired risk acceptability level, leading to dynamically allocate safety stocks in flow-based networks to satisfy non-stationary flow demands. The second enhancement computes a smart distribution of the control effort and maximises actuators’ availability by estimating their degradation and reliability. The proposed approach is illustrated with an application of water transport networks using the Barcelona network as the considered case study.Peer ReviewedPostprint (author's final draft
