The development of direct payments in the UK: implications for social justice
Direct payments have been heralded by the disability movement as an important means to
achieving independent living and hence greater social justice for disabled people through
enhanced recognition as well as financial redistribution. Drawing on data from the ESRC
funded project Disabled People and Direct Payments: A UK Comparative Perspective,
this paper presents an analysis of policy and official statistics on use of direct payments
across the UK. It is argued that the potential of direct payments has only partly been
realised as a result of very low and uneven uptake within and between different parts
of the UK. This is accounted for in part by resistance from some Labour-controlled local
authorities, which regard direct payments as a threat to public sector jobs. In addition,
access to direct payments has been uneven across impairment groups. However, from a
very low base there has been a rapid expansion in the use of direct payments over the
past three years. The extent to which direct payments are able to facilitate the ultimate
goal of independent living for disabled people requires careful monitoring
Radiation Budget Instrument On-Board Solar Calibration Target Concept and Operation
The Radiation Budget Instrument (RBI) on-board Solar Calibration Target (SCT) concept and operation are presented in this paper. The SCT used during solar calibration of RBI is based on reflection properties of sintered Polytetrafluoroethylene (PTFE), an extremely stable, near perfect, Lambertian diffuser. The SCT incorporates three identical space grade sintered PTFE diffusers for on-orbit degradation monitoring. The SCT is used for calibration of the Shortwave (0.3 2.5 m) and Total (0.3 100+ m) channels of RBI. System level calibration test design and pre-flight calibration of each diffuser is also presented

Rossby wave breaking, the upper level jet, and serial clustering of extratropical cyclones in western Europe
Winter 2013/14 was the stormiest on record for the UK and was characterized by recurrent clustering of extratropical cyclones. This clustering was associated with a strong, straight and persistent North Atlantic jet and was also associated with Rossby wave breaking (RWB) on both flanks, pinning the jet in place. The occurrence of RWB and cyclone clustering is further studied in 36 years of the ERA-Interim Reanalysis. Clustering at 55°N is associated with an extended and anomalously strong eddy-driven jet flanked on both sides by RWB. However, clustering at 65(45)°N has a dominance of RWB to the south (north) of the jet, deflecting the jet northward (southward). A positive correlation was found between clustering and RWB occurrence to the north and south of the jet. However, there is considerable spread in these relationships
Characterization of the Crab Pulsar's Timing Noise
We present a power spectral analysis of the Crab pulsar's timing noise,
mainly using radio measurements from Jodrell Bank taken over the period
1982-1989. The power spectral analysis is complicated by nonuniform data
sampling and the presence of a steep red power spectrum that can distort power
spectra measurement by causing severe power ``leakage''. We develop a simple
windowing method for computing red noise power spectra of uniformly sampled
data sets and test it on Monte Carlo generated sample realizations of red
power-law noise. We generalize time-domain methods of generating power-law red
noise with even integer spectral indices to the case of noninteger spectral
indices. The Jodrell Bank pulse phase residuals are dense and smooth enough
that an interpolation onto a uniform time series is possible. A windowed power
spectrum is computed revealing a periodic or nearly periodic component with a
period of about 568 days and a 1/f^3 power-law noise component with a noise
strength of 1.24 +/- 0.067 10^{-16} cycles^2/sec^2 over the analysis frequency
range 0.003 - 0.1 cycles/day. This result deviates from past analyses which
characterized the pulse phase timing residuals as either 1/f^4 power-law noise
or a quasiperiodic process. The analysis was checked using the Deeter
polynomial method of power spectrum estimation that was developed for the case
of nonuniform sampling, but has lower spectral resolution. The timing noise is
consistent with a torque noise spectrum rising with analysis frequency as f
implying blue torque noise, a result not predicted by current models of pulsar
timing noise. If the periodic or nearly periodic component is due to a binary

Improved mitochondrial function corrects immunodeficiency and impaired respiration in neonicotinoid exposed bumblebees
Neonicotinoid pesticides undermine pollinating insects including bumblebees. However, we have previously shown that mitochondrial damage induced by neonicotinoids can be corrected by 670nm light exposure. But we do not know if this protection extends to immunity or what the minimum effective level of 670nm light exposure is necessary for protection. We use whole body bee respiration in vivo as a metric of neonicotinoid damage and assess the amount of light exposure needed to correct it. We reveal that only 1 min of 670nm exposure is sufficient to correct respiratory deficits induced by pesticide and that this also completely repairs damaged immunocompetence measured by haemocyte counts and the antibacterial action of hemolymph. Further, this single 1 min exposure remains effective for 3–6 days. Longer exposures were not more effective. Such data are key for development of protective light strategies that can be delivered by relatively small economic devices placed in hives
School-based curriculum development in Scotland: Curriculum policy and enactment
Recent worldwide trends in curriculum policy have re-emphasised the role of teachers in school-based curriculum development. Scotland’s Curriculum for Excellence is typical of these trends, stressing that teachers are agents of change. This paper draws upon empirical data to explore school-based curriculum development in response to Curriculum for Excellence. We focus on two case studies – secondary schools within a single Scottish local education authority. In the paper we argue that the nature and extent of innovation in schools is dependent upon teachers being able to make sense of often complex and confusing curriculum policy, including the articulation of a clear vision about what such policy means for education within each school

The role of serial European windstorm clustering for extreme seasonal losses as determined from multi-centennial simulations of high resolution global climate model data
Extratropical cyclones are the most damaging natural hazard to affect western Europe. Serial clustering occurs when many intense cyclones affect one specific geographic region in a short period of time which can potentially lead to very large seasonal losses. Previous studies have shown that intense cyclones may be more likely to cluster than less intense cyclones. We revisit this topic using a high resolution climate model with the aim to determine how important clustering is for windstorm related losses.
The role of windstorm clustering is investigated using a quantifiable metric (storm severity index, SSI) that is based on near surface meteorological variables (10-metre wind speed) and is a good proxy for losses. The SSI is used to convert a wind footprint into losses for individual windstorms or seasons. 918 years of a present-day ensemble of coupled climate model simulations from the High-Resolution Global Environment Model (HiGEM) are compared to ERA-Interim re-analysis. HiGEM is able to successfully reproduce the wintertime North Atlantic/European circulation, and represent the large-scale circulation associated with the serial clustering of European windstorms. We use two measures to identify any changes in the contribution of clustering to the seasonal windstorm loss as a function of return period.
Above a return period of 3 years, the accumulated seasonal loss from HiGEM is up to 20% larger than the accumulated seasonal loss from a set of random resamples of the HiGEM data. Seasonal losses are increased by 10-20% relative to randomised seasonal losses at a return period of 200 years. The contribution of the single largest event in a season to the accumulated seasonal loss does not change with return period, generally ranging between 25-50%.
Given the realistic dynamical representation of cyclone clustering in HiGEM, and comparable statistics to ERA-Interim, we conclude that our estimation of clustering and its dependence on the return period will be useful for informing the development of risk models for European windstorms, particularly for longer return periods
Spectral Analysis of Guanine and Cytosine Fluctuations of Mouse Genomic DNA
We study global fluctuations of the guanine and cytosine base content (GC%)
in mouse genomic DNA using spectral analyses. Power spectra S(f) of GC%
fluctuations in all nineteen autosomal and two sex chromosomes are observed to
have the universal functional form S(f) \sim 1/f^alpha (alpha \approx 1) over
several orders of magnitude in the frequency range 10^-7< f < 10^-5 cycle/base,
corresponding to long-ranging GC% correlations at distances between 100 kb and
10 Mb. S(f) for higher frequencies (f > 10^-5 cycle/base) shows a flattened
power-law function with alpha < 1 across all twenty-one chromosomes. The
substitution of about 38% interspersed repeats does not affect the functional
form of S(f), indicating that these are not predominantly responsible for the
long-ranged multi-scale GC% fluctuations in mammalian genomes. Several
biological implications of the large-scale GC% fluctuation are discussed,
including neutral evolutionary history by DNA duplication, chromosomal bands,
spatial distribution of transcription units (genes), replication timing, and
