First published in 2011, it has been used widely across the development and academic communities. The book incorporates real-world examples to present practical guidelines for designing and implementing impact evaluations. Readers will gain an understanding of impact evaluations and the best ways to use them to design evidence-based policies and programs. The updated version covers the newest techniques for evaluating programs and includes state-of-the-art implementation advice, as well as an expanded set of examples and case studies that draw on recent development challenges.     Risk has been presented as a cause of poverty persistence under imperfect insurance mechanisms. This paper assesses the ex post effect of hurricane Mitch on consumption growth of Nicaraguan agricultural households. How persistent was Mitch’s direct impact beyond October 1998 damage? A nationally representative panel is available for 1998 and 2001, but affected households were re-surveyed in 1999. Given the data design, idiosyncratic and common dimensions of the shock can be disentangled, together with its short and medium-term impacts. Satellite rainfall observations are interpolated at municipal centres to complement survey reports of hurricane-induced losses. Within the treated sample, micro-growth model estimates only point to a limited short-term negative impact idiosyncratic damage, at most through floods and displacement. Mitch’s medium-term common impact is considered on an experimental set-up. Household affected by Mitch do not suffer from lower growth between 1998 and 2001, even accounting for special heterogeneity. Overall, hurricane Mitch’s direct consumption impact thus exhibits little persistence

    Social accountability and service delivery: Experimental evidence from Uganda

    Corruption and mismanagement of public resources can affect the quality of government services and undermine growth. Can citizens in poor communities be empowered to demand better-quality public investments? We look at whether providing social accountability training and information on project performance can lead to improvements in local development projects. The program we study is unique in its size and integration in a national program. We find that offering communities a combination of training and information on project quality leads to significant improvements in household welfare. However, providing either social accountability training or project quality information by itself has no welfare effect. These results are concentrated in areas that are reported by local officials as more corrupt or mismanaged, suggesting local agents have significant information about where corruption and mismanagement is worse. We show evidence that the impacts come in part from community members increasing their monitoring of local projects, making more complaints to local and central officials and increasing cooperation. We also find modest improvements in people’s trust in the central government. The results suggest that government-led, large-scale social accountability programs can strengthen communities’ ability to address corruption and mismanagement as well as improve services
