These failures are described by a model that considers possible outages or partial failures in every single actuator of each decentralised controller. The control design is performed through two steps. First, a decentralised reliable guaranteed cost control set is derived and, second, a feasible linear matrix inequalities procedure is presented for the effective construction of the control set. A numerical example illustrates the efficiency of the proposed control schemePeer ReviewedPostprint (published version
Humanitarian Health Information Systems: Different Challenges and Responses.
The role of humanitarian organizations is becoming increasingly vital in a world characterized by conflicts, natural and man made disasters, and disease epidemics. For these organizations to be-come more effective, they need robust supporting information systems. These systems are complex to design and use for two reasons. One, the context is unstable, unpredictable and extremely dynamic. Two, the methods for design of these systems typically follow structured methods assuming routine information systems. There is thus a mismatch resulting in emerging contradictions, which in the short-run have adverse consequences, but in the longer run provide the potential for positive change. Theoretically, we draw upon some concepts from institutional theory, such as institutions, logics and contradictions to understand what are the emerging contradictions, why do they occur, and what can we do about them. Empirically, we study a large humanitarian organization (MSF), and analyze some of their processes around the design and development of their “humanitarian health management information system.” We identify contradictions arising from various technical, institutional and contextual conditions, and analyze how the potential for change carried in them can be positively leveraged upon
Methodological strategies for the diagnosis of tourist resources. Case study: Neuquén-Argentina
The study of the geographical space could be focused on the identification of natural and cultural resources in a specific area. In this way, when considering these resources, a better knowledge of the area is obtained in order to use them in a sustainable manner. A methodological strategy, applied to the study of these resources, starts from the identification of landscape units. Through different dimensions a value is assigned to them, a patrimonial value that is completed with exploration and valuation of the resources. These units allow having a complete knowledge of the space where human beings develop their activities. Also,an organization of the territory is possible, which allows achieving an improvement in life quality. The objective of this work is to present methodological strategies for the diagnosis of natural and cultural tourist resources in a potentially tourist area. In this case, the study area includes a sector of northern Neuquén Province. Key words: Landscape units; valuation; tourist resources; North of Neuquén Province.Fil: Huamantinco Cisneros, María Andrea. Consejo Nacional de Investigaciones Científicas y Técnicas. La Escuela Nueva en Imágenes: Fotografía y Propaganda en The New Era (1920-1939)
In this article we analyse the propaganda work done by the journal The New Era for divulgating and popularising the progressive education movement. The review started in 1920, so it was the first in transmitting the ideas of this movement, and also the first English language journal that became the channel of expression of the New Education Fellowship, for divulgating the innovative ideals in the Anglo-saxon countries. We have studied the propaganda work from the images that the journal has published between 1920 and 1939. As a research method we have chosen a combination of content analysis and a grounded theory approach. We have identified a list of categories that are connected with the characteristics of new or progressive education. We have considered as starting point that all the ideals and school practices made more visible by the journal, i.e., the ones that were shown in many images, were those used for building a public image of the New Education. We have organized the visual discourse built by The New Era around six ideas: coeducation, activity, freedom, nature, child-centered, and individualization versus socialization. We have quantified the number of images that were published in connexion with everyone of these ideas, making comparisons between spaces and times. The quantitative analysis has allowed us to explain general patterns and exceptional features.
An Affordance-based Approach for Assessing Effective Use of Health Management Information Systems in Low-Resources Context
Assessing effective use of health Management information systems (HMIS) in low-resource settings is critical to improving public health. However, mainstreaming information systems into daily practice can be challenging in dynamic, isolated settings where technology adoption is often not a priority. It is essential to design tools that address user needs and are deemed useful. In this paper, we propose a generic framework that applies effective use theory and affordance actualization theory to assess how HMIS are used efficiently in organizations and identify areas operational vulnerabilities. The proposed study uses a mixed-methods approach to data collection and analysis. This framework contributes to the information systems utilization literature by providing a method for contextualizing the assessment of effective utilization by giving relevance to specific information management tasks. From a practical perspective, it aims to guide information systems practitioners in low-resource environments in strengthening their digital organizational information systems

Competing Affordance Potencies Shaping Data Collection: Case of Humanitarian Organizations
Individual adoption of technology in humanitarian settings is linked with expectancies of performance and effort, and users tend to easily default to “whatever works”. A deeper understanding of the process of field users’ adoption of a new technology is of utmost importance for humanitarian organizations. We used Affordance Potency framework for comparing competing affordances of a mobile based solution with existing paper-based processes, against 4 identified affordances. The mobile solution was deployed in seven inpatient wards of two humanitarian field hospitals during a period of four months. This analysis demonstrated how technology features are as important as it is to be flexible to respond to contextualised work practices. The affordance potency lens helped understand how competing systems can shape the data collection process. A key contribution of this study is the use of affordances from a “competing” lens perspective within the unique context of a humanitarian organization
Imatges fotogràfiques i cultura escolar en el franquisme: una exploració de l'arxiu etnogràfic = Photographs and school culture in francoism: an exploration of the ethnographical archive
In this article we explore the possibilities of photographs as a source for studying
the history of school culture. In the first part we describe the state of art of the historical
research in educational iconography, especially the recent trends and discussions within
the scientific community of historians of education. Concepts like «school culture»,
«symbols», «myths», «rituals», «visuality» and «visibility» are presented and defined
as a previous discourse convention for understanding the language of images. The
analysis of sources kept in the so called «visual archives» and some other theoretical and
methodological issues are summarized in the next pages. In the second part we study
a «visual archive» of an ethnographical nature, the Anselmo Romero Marín historical
collection that is placed in the «Manuel Bartolomé Cossío» Museum of History of
Education, Complutense University (Madrid). It gathers 891 monographs that were
written between 1950 and 1968 by the university students of Educational Sciences.
These works that can be considered as pioneer experiences of the ethnographical research in Spain that recorded and critically analysed an educational reality, i.e. a
specific school or all the educational institutions in a village or in the neighbourhood of
a city. Many of these monographs included photographs made by its authors or other
schoolteachers that performed as amateur photographers, trying to capture as much
information as possible from the educational reality. In the third part we interpret the
evidence gathered from a sample of 138 «class photographs» that were included in these
records. For studying the school culture in the Francoist period both a «narrative» and a
«communicative» approach are tried, also the concepts of «visualization» and «visibility»
were considered as categories for analysing the «visual archive». Our hypothesis is that
the students of Educational Sciences attempted to give visibility to the «black box» of
schooling by visualizing some school practices. Performances and rituals around the
lesson were represented in the photographs, maybe because that was considered the
heart of the teaching-learning process. The blackboard became from this perspective, a
symbolic object, the site of production of school knowledge. The position of the teacher
in the photographs tells us about the existence of a «photographical awareness» that
resolved into a predominant teacher-centred composition. The role of the images in
the study of the continuities and discontinuities of the school culture and of its icons of
tradition and innovation is the topic of the last paragraph of this article
