El alcance y la importancia del perdón dentro del sistema de valoración jurídica en el marco del posconflicto
El presente trabajo de grado tiene como fin estudiar el alcance del perdón dentro del sistema de valoración jurídica en el marco del posconflicto. De esta forma se llevarán a cabo dos tipos de análisis, en primer lugar, un estudio sobre las categorías del perdón y su importancia en los diferentes aspectos de la vida en sociedad. En segundo lugar tendrá lugar una disertación acerca de la importancia que tiene el valor jurídico dentro de un ordenamiento para de esta forma terminar estableciendo cual es la importancia del perdón dentro de la axiología jurídica y porqué debe ser considerado como fundamental dentro del derecho de las víctimas.The purpose of this investigation is to study the importance that forgiveness can achieve on the scale of legal values amongst the post conflict and reconciliation stage of a country. Therefore they will be two different approaches inside the paper. First, a study about the forgiveness and the importance that it has in society, going through the different aspects it may have. In second place they will be an analysis about legal values and the importance that they may have inside the legal culture, to conclude with a dissertation about the position that forgiveness can and should achieve amongst the post conflict stage of a country and why it should be considered as fundamental in the topic of criminal justice and victims.Abogado (a)Pregrad
Market, trade flows of frozen tilapia in E.U.
Within the European market of frozen fish, tilapia play a minor role, with average yearly import quantities below 20,000 mt. China provides more than 80% of the total, while Indonesia is the second-largest exporter. Vietnam is a fast-growing newcomer. On average, Asian tilapia is cheaper than imports from Africa or Latin America. The majority of the tilapia imported to Spain, Poland and Germany is consumed in local markets, while the Netherlands and Belgium tend to re-export tilapia fillets to other E.U. countries

Competition across fish species in E.U.
In Europe, most frozen white fish fillets operate in an undifferentiated market. Although differences in quality and processing affect pricing, there is also competition across species and exporting countries. Analysis showed that prices for tilapia from the leading exporter China were not affected by any competitor, but pricing for tilapia from other countries was highly related. Low Pangasius prices affected the market share of tilapia, which may help explain why Pangasius is a most popular fish in the European Union
Assessment of ICT skills of university lecturers: a case in Chile
El objetivo del artículo es indagar en la importancia que le da, el profesorado de la Universidad de Santo Tomás de Chile, a las TIC y el dominio que tiene de las competencias relacionadas con las mismas. Se llevó a cabo un estudio de encuesta, a partir de una muestra representativa. Los resultados indican que en todas las funciones o indicadores, en los que se ha desglosado la competencia TIC, las medias de importancia son superiores a las medias del dominio que dice tener el profesorado. Entre los resultados destaca que afirman dominar más los aspectos tecnológicos que los pedagógicos.This article aims to analyze the level of competence in ICT and the ICT importance in a representative sample from Sto. Tomás University of Chile. A survey methodology was conducted. The results were that the level of importance, from sample, is higher than their competence level about ICT. on the other hand, lecturers say they have more ICT skills than pedagogical skills
Preparation of a draft policy for protection against ionizing radiation in Colombia
En el presente escrito se enseñan los resultados de la realización de una pasantía en el Ministerio de la Protección Social de la Republica de Colombia que tuvo por objeto la elaboración de un proyecto normativo para regular la protección contra radiaciones ionizantes a través de un Decreto para definir las competencias de las autoridades de protección radiológica en Colombia y una Resolución para regular el contenido técnico de la Protección. Para lo anterior se atendió a las recomendaciones del Organización internacional de Energía Atómica (OIEA) en su documento “Normas Básicas Internacionales De Seguridad para la Protección contra la Radiación Ionizante y para la Seguridad de las Fuentes de Radiación”, con sujeción a la Ley 16 de 1960 que aprobó la vinculación de Colombia a la OIEA. / Abstract. In the paper hereby presented show the results of the work done in the Ministery of Social Protection in Colombia which had as its objective the preparation of a draft policy to regulate the protection against ionizing radiation. To do so it was made a draft of a Decree, which established the empowerment of each of the two Regulatory Authorities in Colombia and a draft of Resolution which established the content of the technical dispositions for the protection. The source of the drafts was taken from the recommendations of the International Atomic Energy Agency (IAEA), those recommendations are contained in the document titled “International Basic Safety Standards for Protection against Ionizing Radiation and for the Safety of Radiation Sources”, in complying of the regulations of the Law 16 of 1960 which approve Colombia´s affiliation to the IAEA.Maestro en Salud y Seguridad en el TrabajoMaestrí
Calidad de vida y mejoría de las comorbilidades de pacientes intervenidos de Bypass Gástrico por Obesidad Mórbida
Resumen Introducción: La obesidad mórbida (OM) es una patología con una incidencia en aumento representando un auténtico problema de salud pública. La cirugía bariátrica ha demostrado ser la solución definitiva ante el fracaso del tratamiento médico. Numerosos estudios analizan la eficacia de las técnicas quirúrgicas, en particular del bypass gástrico en Y de Roux, considerado en la actualidad el Gold estándar especialmente en Cirugía Metabólica. Objetivo: Determinar la eficacia del bypass gástrico en Y de Roux en la pérdida de ponderal de peso, mejoría de las comorbilidades y de la calidad de vida en pacientes intervenidos de cirugía bariátrica. Analizar los resultados obtenidos como cirugía de revisión. Material y métodos: Se han revisado los pacientes con OM a los que se realizó un bypass gástrico en el HCU desde Enero del 2014 a Julio de 2016; analizando morbilidad precoz y tardía, evolución del peso, comorbilidades asociadas a la OM y la calidad de vida de los pacientes. Resultados: De un total de 69 pacientes, a 53 (76,8%) se les realizó el bypass gástrico como técnica de elección y a 16 (23,1%) como cirugía de revisión desde otra técnica previa. Fueron 14 ♂ y 55 ♀ de edad media 51 años. Sólo 3 pacientes (4,34%) precisaron reintervención quirúrgica temprana y 2 (2,89%) presentaron complicaciones médicas. No hubo mortalidad en la serie. A los 12 meses de la cirugía, el porcentaje de exceso de IMC perdido (PEIMCP) fue de 77% y el porcentaje de sobrepeso perdido (PSP) del 72,4%. El 93,21% de los pacientes presentaron resolución/ mejoría de las comorbilidades. La calidad de vida valorada con el test Moorehead-Ardelt mejoró en el 100% de los pacientes estudiados (53/69 pacientes). La puntuación media del test fue de -2,08 ± 1,05 preoperatoria y de 2,43 ± 0,51 postoperatoria, siendo la diferencia entre ambas, 4,51 significativa (p<0.001).
Conclusiones: El bypass gástrico laparoscópico realizado como técnica de elección y como cirugía de revisión es eficaz en la reducción de peso, en la mejoría de la comorbilidades asociadas y de la calidad de vida; siendo los resultados equiparables a las series publicadas. Bariatric surgery has proven to be the definitive solution to the failure of medical treatment. Numerous studies analyze the effectiveness of surgical techniques, gastric bypass in particular, currently considered the gold standard especially in Metabolic Surgery. Objective: To determine the effectiveness of the Roux-en-Y gastric bypass in improving weight loss, comorbidities, and quality of life in patients that underwent bariatric surgery. To analyze the results obtained as a revision surgery. Study Design: Patients with OM that underwent gastric bypass performed at the HCU were reviewed over 31 months; analyzing early and late morbidity, weight evolution, OM associated comorbidities and quality of life. Results: Of 69 patients, 53 (76.8%) underwent gastric bypass as technique of choice and 16 (23.1%) as a revision surgery from another bariatric technique. There were 14 ♂ and 55 ♀ with an average age of 51 years. Only 3 patients (4.34%) required reoperation early and 2 (2.89%) had medical complications. There was no mortality in the series. At 12 months after surgery, the percentage of excess BMI loss (PEIMCP) was 77% and the percentage of excess weight loss (PSP) 72.4%. Resolution / improvement of comorbidities was observed in 93.21% of patients. Quality of life, assessed with the Moorehead-Ardelt test, improved in 100% of patients studied (53/69 patients). The average test score was -2.08 ± 1.05 preoperatively and 2.43 ± 0.51 postoperatively, the difference between the two, 4.51, was significant (p <0.001). Conclusions: The laparoscopic gastric bypass as the technique of choice and as a revision surgery is effective in reducing weight, improving comorbidities and quality of life; the results were comparable to published studies. Local root ABA/cytokinin status and aquaporins regulate poplar responses to mild drought stress independently of the ectomycorrhizal fungus Laccaria bicolor
The relatively better performance of mycorrhizal plants subjected to drought stress has commonly been linked to improved root water uptake through the fungal regulation of plant aquaporins and hormones. In this study, we examined the role of ectomycorrhizal fungi in plant water relations and plant hormonal balance under mild drought using split-root seedlings of Populus trichocarpa x deltoides either with or without inoculation with Laccaria bicolor. The root compartments where the drought treatment was applied had higher ABA and lower cytokinin tZR contents, and greater expression of the plant aquaporins PtPIP1;1, PtPIP1;2, PtPIP2;5, and PtPIP2;7. On the other hand, the presence of L. bicolor within the roots down-regulated PtPIP1;4, PtPIP2;3, and PtPIP2;10, and reduced the abundance of PIP2 proteins. In addition, expression of the fungal aquaporins JQ585595 and JQ585596 were positively correlated with root ABA content, while tZR content was positively correlated with PtPIP1;4 and negatively correlated with PtPIP2;7. The results demonstrate a coordinated plant-fungal system that regulates the different mechanisms involved in water uptake in ectomycorrhizal poplar plants
