    Towards new indicators of disadvantage: deprivation and social exclusion

    Studies of Australian poverty have concentrated on comparing people\u27s incomes with poverty lines. By focusing on income alone, poverty research has failed to connect with the actual living standards experienced by those in poverty. This paper addresses the broader issues of poverty and is the final report from stage 2 of a major project assisted by a Linkages grant from the Australian Research Council, and led by Professor Peter Saunders from the Social Policy Research Centre of the University of New South Wales, with Janet Taylor (Brotherhood of St Laurence) and Peter Davidson (ACOSS) as partner investigators.     Thermal Studies on Rubidium Dinitramide

    The present study has been carried out to investigate conflicting reports in the literature on the nature of the thermal decomposition of the energetic oxidant rubidium dinitramide in the liquid state. The techniques employed included DSC, simultaneous TG-DTA, simultaneous TG-mass spectrometry and thermomicroscopy. The measurements were supplemented by quantitative chemical analysis of the reaction products. The results showed that, following fusion at 106 °C, the overall decomposition proceeded in a single exothermic reaction stage forming a mixture of rubidium nitrate and rubidium nitrite in the molar ratio 1.2 : 1

    Creativity and the computer nerd: an exploration of attitudes

    This study arises from our concern that many of our best art and design students are failing to make the most of the opportunities provided by IT because of their fear or dislike of computers. This not only deprives them of useful skills, but, even more importantly, deprives many IT based developments of their input. In this paper we investigate the relationship between attitudes to creativity and to computers among students. We quickly discard an approach based on theories of personality types as philosophically and educationally problematic. An approach based on the self-concept of artists and designers, in relation to their own creativity and to their feelings about computers, offers more hope of progress. This means that we do not try to define the attributes of "creative people". Rather, we ask what creativity means to students of art and design and relate these responses to their attitudes to computers. Self-concept depends on how the subjects see themselves within society and culture, and is liable to change as culture changes. One major instrument of cultural change at the present time is the growth of IT itself. We then describe a first attempt at using a psychological method - Kelly's Repertory Grids - to investigate the self-concept of artists and designers. It is hoped to continue with this approach in further studies over the next few years

    Mapping a lower limit on the mass fraction of the cold neutral medium using Fourier transformed HI 21cm emission line spectra: Application to the DRAO Deep Field from DHIGLS and the HI4PI survey

    We develop a new method for spatially mapping a lower limit on the mass fraction of the cold neutral medium by analyzing the amplitude structure of T^b(kv)\hat T_b(k_v), the Fourier transform of Tb(v)T_b(v), the spectrum of the brightness temperature of HI 21cm line emission with respect to the radial velocity vv. This advances a broader effort exploiting 21cm emission line data alone (without absorption line data, τ\tau) to extract integrated properties of the multiphase structure of the HI gas and to map each phase separately. Using toy models, we illustrate the origin of interference patterns seen in T^b(kv)\hat T_b(k_v). Building on this, a lower limit on the cold gas mass fraction is obtained from the amplitude of T^b\hat T_b at high kvk_v. Tested on a numerical simulation of thermally bi-stable turbulence, the lower limit from this method has a strong linear correlation with the "true" cold gas mass fraction from the simulation for relatively low cold gas mass fraction. At higher mass fraction, our lower limit is lower than the "true" value, because of a combination of interference and opacity effects. Comparison with absorption surveys shows a similar behavior, with a departure from linear correlation at NHI35×1020N_{\rm HI}\gtrsim 3-5\times10^{20} cm2^{-2}. Application to the DRAO Deep Field (DF) from DHIGLS reveals a complex network of cold filaments in the Spider, an important structural property of the thermal condensation of the HI gas. Application to the HI4PI survey in the velocity range 90<v<90-90 < v < 90 km/s produces a full sky map of a lower limit on the mass fraction of the cold neutral medium at 16'.2 resolution. Our new method has the ability to extract a lower limit on the cold gas mass fraction for massive amounts of emission line data alone with low computing time and memory, pointing the way to new approaches suitable for the new generation of radio interferometers.Comment: 29 pages, 35 figures, Accepted for publication in Ap

    Control of Phytoplankton Growth by Iron and Silicic Acid Availability in the Subantarctic Ocean: Experimental Results From the SAZ Project

    Subantarctic Southern Ocean surface waters in the austral summer and autumn are characterized by high concentrations of nitrate and phosphate but low concentrations of dissolved iron (Fe, similar to0.05 nM) and silicic acid (Si, \u3c1 muM). During the Subantarctic Zone AU9706 cruise in March 1998 we investigated the relative importance of Fe and Si in controlling phytoplankton growth and species composition at a station within the subantarctic water mass (46.8degreesS, 142degreesE) using shipboard bottle incubation experiments. Treatments included unamended controls; 1.9 nM added iron (+Fe); 9 muM added silicic acid (+Si); and 1.9 nM addediron plus 9 muM added silicic acid (+Fe+Si). We followed a detailed set of biological and biogeochemical parameters over 8 days. Fe added alone clearly increased community growth rates and nitrate drawdown and altered algal community composition relative to control treatments. Surprisingly, small, lightly silicified pennate diatoms grew when Fe was added either with or without Si, despite the extremely low ambient silicic acid concentrations. Pigment analyses suggest that lightly silicified chrysophytes (type 4 haptophytes) may have preferentially responded to Si added either with or without Fe. However, for many of the parameters measured the +Fe+Si treatments showed large increases relative to both the +Fe and +Si treatments. Our results suggest that iron is the proximate limiting nutrient for chlorophyll production, photosynthetic efficiency, nitrate drawdown, and diatom growth, but that Si also exerts considerable control over algal growth and species composition. Both nutrients together are needed to elicit a maximum growth response, suggesting that both Fe and Si play important roles in structuring the subantarctic phytoplankton community

    Double beta decay and the proton-neutron residual interaction

    The validity of the pn-QRPA and -RQRPA descriptions of double beta decay transition amplitudes is analyzed by using an exactly solvable model. It is shown that the collapse of the QRPA is physically meaningful and that it is associated with the appearance of a state with zero energy in the spectrum. It is shown that in the RQRPA this particular feature is not present and that this approach leads to finite but otherwise spurious results for the double beta decay transition amplitudes near the point of collapse.Comment: LaTeX, 10 pages plus 3 fugures as LaTeX files.     Accredited qualifications for capacity development in disaster risk reduction and climate change adaptation

    Increasingly practitioners and policy makers working across the globe are recognising the importance of bringing together disaster risk reduction and climate change adaptation. From studies across 15 Pacific island nations, a key barrier to improving national resilience to disaster risks and climate change impacts has been identified as a lack of capacity and expertise resulting from the absence of sustainable accredited and quality assured formal training programmes in the disaster risk reduction and climate change adaptation sectors. In the 2016 UNISDR Science and Technology Conference on the Implementation of the Sendai Framework for Disaster Risk Reduction 2015–2030, it was raised that most of the training material available are not reviewed either through a peer-to-peer mechanism or by the scientific community and are, thus, not following quality assurance standards. In response to these identified barriers, this paper focuses on a call for accredited formal qualifications for capacity development identified in the 2015 United Nations landmark agreements in DRR and CCA and uses the Pacific Islands Region of where this is now being implemented with the launch of the Pacific Regional Federation of Resilience Professionals, for DRR and CCA. A key issue is providing an accreditation and quality assurance mechanism that is shared across boundaries. This paper argues that by using the United Nations landmark agreements of 2015, support for a regionally accredited capacity development that ensures all countries can produce, access and effectively use scientific information for disaster risk reduction and climate change adaptation. The newly launched Pacific Regional Federation of Resilience Professionals who work in disaster risk reduction and climate change adaptation may offer a model that can be used more widely

    An Automated Method for the Detection and Extraction of HI Self-Absorption in High-Resolution 21cm Line Surveys

    We describe algorithms that detect 21cm line HI self-absorption (HISA) in large data sets and extract it for analysis. Our search method identifies HISA as spatially and spectrally confined dark HI features that appear as negative residuals after removing larger-scale emission components with a modified CLEAN algorithm. Adjacent HISA volume-pixels (voxels) are grouped into features in (l,b,v) space, and the HI brightness of voxels outside the 3-D feature boundaries is smoothly interpolated to estimate the absorption amplitude and the unabsorbed HI emission brightness. The reliability and completeness of our HISA detection scheme have been tested extensively with model data. We detect most features over a wide range of sizes, linewidths, amplitudes, and background levels, with poor detection only where the absorption brightness temperature amplitude is weak, the absorption scale approaches that of the correlated noise, or the background level is too faint for HISA to be distinguished reliably from emission gaps. False detection rates are very low in all parts of the parameter space except at sizes and amplitudes approaching those of noise fluctuations. Absorption measurement biases introduced by the method are generally small and appear to arise from cases of incomplete HISA detection. This paper is the third in a series examining HISA at high angular resolution.     Control of Phytoplankton Growth by Iron Supply and Irradiance in the Subantarctic Southern Ocean: Experimental Results From the SAZ Project

    The influence of irradiance and Fe supply on phytoplankton processes was studied, north (47°S, 142°E) and south (54°S, 142°E) of the Subantarctic Front in austral autumn (March 1998). At both sites, resident cells exhibited nutrient stress (Fv/Fm 0 at 47°S and 9% I0 at 54°S because of MLDs of 40 (47°S) and 90 m (54°S), when these stations were occupied. The greater MLD at 54°S is reflected by tenfold higher cellular chlorophyll a levels in the resident phytoplankton. In the 47°S experiment, chlorophyll a levels increased to \u3e1 μg/L-1 only in the high-Fe treatments, regardless of irradiance levels, suggesting Fe limitation. This trend was also noted for cell abundances, silica production, and carbon fixation rates. In contrast, in the 54°S experiment there were increases in chlorophyll a (to \u3e2 μg/L-1), cell abundances, silica production, and carbon fixation only in the high-light treatments to which Fe had been added, suggesting that Fe and irradiance limit algal growth rates. Irradiance by altering algal Fe quotas is a key determinant of algal growth rate at 54°S (when silicic acid levels are nonlimiting); however, because of the integral nature of Fe/light colimitation and the restricted nature of the current data set, it was not possible to ascertain the relative contributions of Fe and irradiance to the control of phytoplankton growth. On the basis of a climatology of summer mean MLD for subantarctic (SA) waters south of Australia the 47° and 54°S sites appear to represent minimum and maximum MLDs, where Fe and Fe/irradiance, respectively, may limit/colimit algal growth. The implications for changes in the factors limiting algal growth with season in SA waters are discussed

    Patterns of coronary heart disease mortality over the 20th century in England and Wales: Possible plateaus in the rate of decline

    BackgroundCoronary heart disease (CHD) rates in England and Wales between 1950 and 2005 were high and reasonably steady until the mid 1970s, when they began to fall. Recent work suggests that the rate of change in some groups has begun to decrease and may be starting to plateau or even reverse.MethodsData for all deaths between 1931 and 2005 in England and Wales were grouped by year, sex, age at death and contemporaneous ICD code for CHD as cause of death. CHD mortality rates by calendar year and birth cohort were produced for both sexes and rates of change were examined.ResultsThe pattern of increased burden of CHD mortality within older age groups has only recently emerged in men, whereas it has been established in women for far longer. CHD mortality rates among younger people showed little variation by birth cohort. For younger women (49 and under), the rate of change in CHD mortality has reversed in the last 20 years, indicating a future plateau and possible reversal of previous improvement in CHD mortality rates. Among younger men the rate of change in CHD mortality has been consistent for the past 15 years indicating that rates in this group have continued to fall steadily.ConclusionAlthough CHD mortality rates continue to drop in older age groups the actual burden of coronary heart disease is increasing due to the ageing of the population. The rate of improvement in CHD mortality appears to be beginning to decline and may even be reversing among younger women.<br /
