The volumes on World War I which are published here are the result of a series of seminars held at the Department of Political and Social Sciences of the University of Florence between 2014 and 2015. Starting from the occasion of the war’s 100th anniversary, the authors wished to take stock of some specific aspects of the studies related to World War I. Historians, military analysts, political scientists and sociologists have also questioned the meaning of the fracture which inaugurated the 20th century and, consequently, the basic features of the new policy of the 'short century', in both an Italian and European perspective

Problemas contemporâneos na educação : demissão do estado, precarização e deserção docente

Defesa : Curitiba, 25/04/2014Inclui referências: p. 213-225Resumo: A democratização do acesso ao ensino, que no Brasil se acelera a partir dos anos 70, veio acompanhada de uma intensa precarização da educação, precarização essa gerada por aquilo que entendemos ser uma demissão do Estado da sua função e compromisso com a educação. Além da precarização, a demissão do Estado também teve efeitos sobre aquilo que chamarei de deserção docente. Os professores parecem ter desertado da função e da escola, muito impactados, obviamente, por toda precariedade objetiva e subjetiva de que são cercados. Essa discussão compreenderia a primeira parte da tese. Na segunda parte, a discussão se organiza em torno de alguns fatores associados a essa precarização e à deserção docente. Esses fatores foram elencados a partir de uma extensa pesquisa de campo que possibilitou estabelecer relações bastante sólidas entre eles e a questão da demissão do Estado, da precarização da educação e da deserção docente. Tais fatores são percebidos como sendo efeitos perversos ou adversos das questões acima elencadas, a saber: o declínio da autoridade docente, que se debate entre modelos mais autoritários e posturas permissivas e incoerentes a desvalorização dos diplomas escolares, o desengajamento dos alunos da causa escolar, a desvalorização da cultura e dos hábitos dos alunos e de suas famílias, que são fortemente vistas como desestruturadas e inadequadas para a cultura escolar, o fracasso escolar e a culpabilização dos alunos e de suas famílias por esse fracasso e por fim, duas questões que parecem estar claramente relacionadas com a incapacidade docente de lidar as crianças e jovens que povoam a escola nos dias de hoje. Uma delas é patologização e medicalização da infância e a outra é a criminalização da juventude e dos comportamentos a ela associados. Palavras chave: demissão do Estado, precarização da educação, deserção docente, declínio da autoridade docente e fracasso escolar.Abstract: The democratization of access to education, which accelerated in Brazil since the 1970s, was accompanied by an intense precariousness of education, a precariousness that is generated by what we consider to be a resignation of the State from its function and commitment to education. In addition to the precariousness, the resignation of the state also had effects on what I will call teacher dropout. The teachers seem to have deserted the function and the school, greatly impacted, obviously, by all the objective and subjective precariousness of which they are surrounded. This discussion would comprise the first part of the thesis. In the second part, the discussion is organized around some factors associated with this precariousness and teacher desertion. These factors were listed based on an extensive field research that made it possible to establish very solid relations between them and the issue of State dismissal, precarious education and teacher desertion. These factors are perceived as perverse or adverse effects of the issues listed above, namely: the decline of the teaching authority, which is debated between more authoritarian models and permissive and incoherent positions, the devaluation of school diplomas, the disengagement of students from school, the devaluation of the culture and habits of pupils and their families, which are strongly seen as unstructured and unsuitable for school culture, school failure and the blame of pupils and their families for this failure and finally two issues that seem to be clearly related to the inability of teachers to deal with the children and young people who populate the school these days. One is the pathologization and medicalization of childhood and the other is the criminalization of youth and the behaviors associated with it. O ESTADO DE BEM-ESTAR SOCIAL NO BRASIL

RESUMO O presente artigo tem por finalidade analisar com base na pesquisa bibliográfica se é aplicável o Estado de bem-estar social no Brasil e se pode ser efetivo. Discorre sobre como se originaram o Estado liberal (burguês) e o Estado social ou de providência (intervencionista), posicionando-os na história, tanto das revoluções quanto das crises que os embasaram, traçando seus conceitos, características, aplicação e crises. Buscar demonstrar o contexto histórico, com base nas Constituições brasileiras, desde a imperial de 1824 até a democrática de 1988, a origem do Estado de bem-estar social no Brasil, até que ponto tem respaldo para ser aplicado, se pode ser efetivo ou não. It discusses how the liberal (bourgeois) state and the social or providential state (interventionist) originated, placing them in the history of both the revolutions and the crises that underpinned them, tracing their concepts, characteristics, application and crises. Seeking to demonstrate the historical context, based on the Brazilian Constitutions, from the imperial of 1824 to the democratic of 1988, the origin of the welfare state in Brazil, to what extent has support to be applied, whether it can be effective or not . O SISTEMA DE FRANQUIA NA ADMINISTRAÇÃO PÚBLICA: VANTAGENS, DESVANTAGENS E PERSPECTIVAS

RESUMODiscorre o presente texto brevemente sobre a origem e desenvolvimento histórico da franquia no âmbito do direito privado, sua definição doutrinária e legal, regulação normativa pela Lei n. 8.955, de 15 de dezembro de 1994, distinção e semelhanças com o contrato de concessão, e, a possibilidade de aplicação na Administração Pública, com suas vantagens, desvantagens e limitações. Apresenta também opinião doutrinária favorável e contrária à implementação do modelo de contrato de franquia no âmbito da Administração Pública indireta. Considera a aplicação da franquia no caso da Copel e das agências dos Correios, bem como as perspectivas para a utilização em larga escala de tal sistema. PALAVRAS-CHAVE: Franquia Privada; Lei 8.955/1994; Franquia Pública; Franquia Postal ABSTRACT This article discusses the origin and historical development of the franchise in the scope of private law, its doctrinal and legal definition, normative regulation by Law 8.955, of December 15, 1994, distinction and similarities with the concession contract, and the possibility of application in Public Administration, with its advantages, disadvantages and limitations. It also presents a doctrinal opinion favorable and contrary to the implementation of the franchise agreement model in the scope of indirect public administration. It considers the application of the exemption in the case of Copel and the post offices, as well as the prospects for the large scale use of such a system. Argot2: a large scale function prediction tool relying on semantic similarity of weighted Gene Ontology terms

Background: Predicting protein function has become increasingly demanding in the era of next generation sequencing technology. The task to assign a curator-reviewed function to every single sequence is impracticable. Bioinformatics tools, easy to use and able to provide automatic and reliable annotations at a genomic scale, are necessary and urgent. In this scenario, the Gene Ontology has provided the means to standardize the annotation classification with a structured vocabulary which can be easily exploited by computational methods.Results: Argot2 is a web-based function prediction tool able to annotate nucleic or protein sequences from small datasets up to entire genomes. It accepts as input a list of sequences in FASTA format, which are processed using BLAST and HMMER searches vs UniProKB and Pfam databases respectively; these sequences are then annotated with GO terms retrieved from the UniProtKB-GOA database and the terms are weighted using the e-values from BLAST and HMMER. The weighted GO terms are processed according to both their semantic similarity relations described by the Gene Ontology and their associated score. The algorithm is based on the original idea developed in a previous tool called Argot. The entire engine has been completely rewritten to improve both accuracy and computational efficiency, thus allowing for the annotation of complete genomes.Conclusions: The revised algorithm has been already employed and successfully tested during in-house genome projects of grape and apple, and has proven to have a high precision and recall in all our benchmark conditions. It has also been successfully compared with Blast2GO, one of the methods most commonly employed for sequence annotation.
