As ONGs como mediação político-jurídica nas questões socioambientais ante o processo emancipatório das comunidades

Tese (doutorado)—Universidade de Brasília, Instituto de Ciências Humanas, Departamento de Serviço Social, Doutorado em Política Social, 2007.Há um número considerável de organizações não-governamentais (ONGs) com projetos e trabalhos concernentes à questão ambiental, muitas delas de âmbito internacional, atuando mesmo no Brasil. Inúmeros são os percalços que envolvem tais organismos, grande parte deles pertinentes à esfera do direito. A presente tese se propõe a analisar a efetiva atuação das ONGs brasileiras e como seus projetos/programas têm surtido efeitos positivos no âmbito das políticas públicas de caráter socioambiental. Um dos focos principais é a contribuição de tais entidades nas demandas jurídicas em que são legitimadas, por si ou pelas comunidades que representam, como parte processual ativa para reivindicar melhorias na gestão ambiental. Neste âmbito, abordamos a maneira pela qual os programas de ação das ONGs reforçam os pleitos emergentes da própria sociedade, particularmente das comunidades locais e a maneira pela qual os órgãos administrativo-governamentais podem estimular e favorecer tais empreendimentos. Daí a necessidade de uma abordagem especializada a esse respeito, em que se considere tanto os elementos de uma esfera do conhecimento como de outra - ou seja, tanto da política social quanto do direito– e possibilite, assim, a elucidação das obrigações cabíveis a Estado e cidadãos. Resta patente a relevância da investigação em virtude de sua aplicação social, ao envolver uma questão candente como o é a do meio-ambiente e das interações sociais, sobretudo no que atine ao exercício da cidadania e à efetivação da Justiça. ____________________________________________________________________________________ ABSTRACTThere are a considerable number of the Non-governmental organizations (NGOs) with projects and works concerned about the environmental questions. Most of them are acting in Brazil. The pitfalls that involve these organisms are countless; the most part of them is referent to the juridical sphere. The present thesis proposes to analyze the effective actuation of the Brazilian NGOs and the way their projects/ programs have produced positives effects on the socio-environmental policy. One of the principal focus is the contribution of these entities in the juridical demands in what they are legitimated, by themselves or by the communities that they represent, like active procedural parts to demand improvements in the environmental management. In this scope, we approach the way by which the programs of NGOs actions reinforces the emergent cases of the society, particularly from the local communities and the way by which the administrative-governmental organs can stimulate and favor this undertaking. Because of that, there is a necessity of the specialized approach about this theme, in which it considers so much the elements of the knowledge sphere both the other sphere – in other words, of the Social Policy as well as the Law – and it makes possible the elucidation of the obligation appropriate to the State and at the citizens. The relevance of this investigation is clear due of it social application, because it involved an important question such as the environmental and the social interactions, and above all in what refers to the citizenship exercise and the justice effectuation

Common currency and economic integration in mercosur

Latin America has a long history of attempts to achieve regional integration, yetsuccess has been modest. This paper contends that this is essentially due not so much toprotectionist practices in the various countries, but to the lack of a common currency, or, atleast, of a tightly managed exchange rate band. We reviewed the optimum currency areacriteria that indicate it is prudent to increase economic integration before attempting toestablish exchange rates coordination. Yet, we show that in the Mercosul there are already theminimal requirements to work on this direction. Diminishing exchange rate instability couldencourage trade and investment flows across Latin American economies. We also performed asimplified exercise to understand how feasible would be the efforts to achieve exchange rateparity stability in the two larger economies in the region (Brazil and Argentina) and stepforward toward adopting a common currency.

The space-time torsion in the context of the Exact Foldy-Wouthuysen Transformation for a Dirac fermion

In this work we focus our attention in the inconsistency that appears when the Semi-Exact Foldy-Wouthuysen transformation for the Dirac field interacting with space-time torsion field is performed. In order to solve this problem, we present a new involution operator that makes possible to perform the exact transformation when torsion field is present. Such operator has a structure, well known in the literature, composed of the product of an operator that acts in the matrices space and another one that acts in the function space. We also present the bound state of this theory and discuss the possible experimental analysis

The Likelihood Ratio Test and Full Bayesian Significance Test under small sample sizes for contingency tables

Hypothesis testing in contingency tables is usually based on asymptotic results, thereby restricting its proper use to large samples. To study these tests in small samples, we consider the likelihood ratio test and define an accurate index, the P-value, for the celebrated hypotheses of homogeneity, independence, and Hardy-Weinberg equilibrium. The aim is to understand the use of the asymptotic results of the frequentist Likelihood Ratio Test and the Bayesian FBST -- Full Bayesian Significance Test -- under small-sample scenarios. The proposed exact P-value is used as a benchmark to understand the other indices. We perform analysis in different scenarios, considering different sample sizes and different table dimensions. The exact Fisher test for $2 \times 2$ tables that drastically reduces the sample space is also discussed. The main message of this paper is that all indices have very similar behavior, so the tests based on asymptotic results are very good to be used in any circumstance, even with small sample sizes

SALA DE RECURSOS MULTIFUNCIONAIS: o trabalho pedagógico especializado com as limitações de aprendizagem da pessoa com deficiência intelectual

O presente texto discute a Educação Especial como modalidade de ensino, enfatizando o serviço Sala de Recursos Multifuncionais e o trabalho com a deficiência intelectual. A inspiração para este assunto advém da experiência com formação continuada de professores em cursos na área da Educação Especial na perspectiva inclusiva, nos últimos três anos, através de projetos de extensão desenvolvidos com o apoio da Universidade do Estado de Minas Gerais (PAEX/UEMG), Unidade Divinópolis, na modalidade presencial, abrangendo municípios do centro-oeste mineiro. E uma das demandas dos (as) cursistas é referente ao atendimento às limitações de aprendizagem do deficiente intelectual e este estudo, que se configura bibliográfico, objetiva oferecer orientações quanto a este trabalho, reafirmando a importância da parceria entre educação especial e escola comum no processo inclusivo. Conclui-se que o referido atendimento deve prever intervenções na área motora, nas funções cognitivas e nas habilidades sociais, possibilitando ao educando autonomia frente ao conhecimento.

A Comprehensive Review of the Novel Weighting Methods for Multi-Criteria Decision-Making

In the realm of multi-criteria decision-making (MCDM) problems, the selection of a weighting method holds a critical role. Researchers from diverse fields have consistently employed MCDM techniques, utilizing both traditional and novel methods to enhance the discipline. Acknowledging the significance of staying abreast of such methodological developments, this study endeavors to contribute to the field through a comprehensive review of several novel weighting-based methods: CILOS, IDOCRIW, FUCOM, LBWA, SAPEVO-M, and MEREC. Each method is scrutinized in terms of its characteristics and steps while also drawing upon publications extracted from the Web of Science (WoS) and Scopus databases. Through bibliometric and content analyses, this study delves into the trend, research components (sources, authors, countries, and affiliations), application areas, fuzzy implementations, hybrid studies (use of other weighting and/or ranking methods), and application tools for these methods. The Globalization phenomenon has been dominated by the international expansion of financial resources worldwide. This expansion has been influencing production relations between urban society and space since the end of the 20th century. This paper discusses the structural and social differentiation of urban places within the World cities of developing countries using the city of Sao Paulo, Brazil, as an example. We speculate on how structural and social differentiation of urban places in the World Cities takes place, and on which variables influence the production of space and land valorization, such as the diffusion of science, technology and information, and the new models of urban and production government - which facilitate financial resources accumulation and circulation.O advento da globalização, dominado pelo fenômeno da internacionalização do capital, vem influenciando as relações de produção entre sociedade urbana e espaço desde o final do século XX. Neste artigo, discutimos a diferenciação estrutural e social dos lugares urbanos na cidade mundial dos países em desenvolvimento utilizando como exemplo a cidade de São Paulo.
